| 1.01Sl Item 1 Contd…. (A) SOLAR PV MODULE: S&F Mono Perc half cut DCR Solar Photovolaic Modules of 550 Wp or more (module power and number of modules to be selected according to design based on available shadow free roof top area, adequate walkway & to be got approved from GE before start of work) having form fill factor more than 75%, plant performance ratio > 75%, made of high transmitivity glass front surface and it shall give high encapsulation gain (transmittance above 90% and bending less than 0.3%). Domestic manufactured Solar PV modules using domestically manufactured solar cells onlly shall be used. Solar modules shall be equiped with junction box having IP 67 or better protection with suitable length solar cable with MC 4 connections for easy connection in string/array. The modules shall have the following features :- (a) The electrical parameters (approx) of SPV modules under standard test condition of irradiance 1000 W/sqm, Spectrum AM 1.5 and temp 25 degree Celsius shall be as under:- (i) Max Peak Power Pmax : 550 Wp or more (ii) Voltage at Max Power (Vmp) : 42.14 V (iii) Current at Pmax (Imp) : 13.07 A (iv) Short Circuit Current (Isc): 13.65 A (v) Open Circuit Voltage (Voc) : 50.06 V (vi) Module Efficiency : > 19 % (vii) No of cells : 144 Half cells (b) Rated output of the modules shall have positive tolerance of +3% and no negative tolerance is allowed. (c) It shall perform satisfactorily in RH 85% with temperature up to - 40 degree centigrade to + 85 degree Centigrade and should withstand wind resistance on the surface of panel as per max wind speed selected for design. (d) PV modules shall be warranted for their output peak watt capacity. All PV modules should have a nominal power output more than 90% at STC during the first Ten years and more than 80% during next 15 years. Further, module shall have nominal power output of more than 97% during the first year of installation. | |||||||
| 1.02Sl Item 1 Contd…. (e) Each module shall have RFID tag encapsulated/ laminated inside glass. Following information must be mentioned in RFID (i) Name of Manufacturer of SPV Module (ii) Name of Manufacturer of Solar Cell (iii) Month and year of Manufacturing (seperately for solar cell and module) (iv) Country of Origin for solar cell and module (v) Peak wattage, Im, Vm and fill factor of the module (vi) Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate. (vii) Unique serial no and model no of module (viii) IV curve of module (f) The temperature coefficient (Power) for the PV module shall not be more than - 0.40% per degree Celcius. (g) Every module must have bypass diode of suitable capacity. (h) PV module must confirm to latest edition of IEC 61215/ IS 14286, IEC 61853 Part I or IS 16170 Part-I. In addition the modules must confirm to IEC 61730 Part-1 & Part-2 and IS-17210 (Part-I) or IEC 62804-1 (PID). For use in a highly corrosive atmosphere throughout their life time, modules must qualify to IEC 61701/IS 61701. (j) It shall also be in confirmity to latest minimum technical specifications issued by MNRE & IREDA from time to time. DCR Modules should be of MNRE's ALMM & IREDA approved companies and as per latest IEC/IS standards. | |||||||
| 1.03Sl Item 1 Contd…. (k) Plants installed in high dust geographies/areas must have the solar modules tested with relevant dust standards (Applicable standard would be IEC 60068-2-68). (l) Both PV cells and SPV modules shall be make in India. (m) Each structure should have angle of inclination as per the site conditions to generate maximum power. (n) Any damage to the existing roof treatment of any type due to the Installation of Solar Power System shall be Re-done/made good as per existing treatment. Cost of the same shall be deemed to be included in the unit rate quoted. Nothing extra shall be admissible on this account. | |||||||
| 1.04Sl Item 1 Contd… (B) DC distribution/ Junction Boxes : S&F DC junction boxes of suitable capacity, rating & Nos (as per design approved)/ OEM recommendations having suitably rated inputs and output terminals having separate DC fuses for both (+) & (-) on input and isolator on output terminal for each string. Each junction box must have a spare input terminal. The junction boxes shall be dust and vermin proof and water proof made of FRP/ Thermo Plastic with IP 65 protection or better standard in compliance with IEC 62208 and shall be UV resistant, fire retardant. It shall have surge protection and suitable arrangement for earthing connections as per relevant standard. The junction box shall have suitable arrangement of the following :- (a) The strings are required to be connected to the copper bus bar/ switch gear through individual fuses. (b) Provide arrangement for disconnection (DC dis-connection switch) for each string/SJB/ SCB. (c) Provide a test point for each sub group for quick fault location and to provide group array isolation. (d) Each array box shall be of relevant IEC standard/ IS standard. (e) The incomming and outgoing cables from box, panel shall be properly sealed through proper glands. (e) Each array junction box shall have suitable bypass & reverse blocking diodes for maximum DC blocking voltage of 1000V or system voltage as approved designed with suitable arrangement of its connection. | 1.05Sl Item 1 Contd… (C) DC cables & AC Cables: The contractor shall submit design calculations to deptt for selection of suitable size DC cables and AC cables to ensure voltage drop less than 2 %. The electric cables for DC system for rated voltage of 1500 V. Cables shall have operating range of -10 degree centigrade to + 80 degree centigrade. DC side cables shall be EBXL XLPO ZH-FRLS type having multistranded, annealed tinned high conductivity copper conductor 1.5 kV rated. The min size of DC cable shall not be less 6 Sqmm and shall confirm to IEC 62930/ or equivaent IEC/ IS standard for solar cables/ cables for roof top solar photo voltaic system. The AC cables (Inverter to ACDB) shall be XLPE insulated, 1.1 kV rating, 3.5/ 4 Core, copper conductor of suitable size,(max Current capacity of cable shall be 150% of actual current to be carried) to keep the voltage drop within specified limit 2% to avoid power losses. Further, AC cables (ACDB to LT panel) shall be XLPE insulated, 1.1 kV rating, 3.5/ 4 Core, Aluminium conductor of suitable size (max Current capacity of cable shall be 150% of actual current to be carried) to keep the voltage drop within specified limit 2% to avoid power losses and shall be as under :- (a) All cables and connectors for use of installation shall be of Solar grade which can withstand harsh environmental conditions including high temperature, UV radiations, rain, dirt, burial and attack by moss and microbes for 25 years min and voltage as per latest IEC/ IS. (b) All the cables / wires shall be provided with UV resistant printed ferrules for DC side. (c) The size of the DC cable shall be such that average voltage drop at full power from PV module to inverter shall be less than 2%. (d) Cable batch No, IEC/IS code/ applicable standard and size and make shall be metioned on every one meter or as per OEM practice/ IS standard. | |||||||
| 1.06(e) AC Cable of suitable rating, size and type from output of solar inverter to nearest LT panel deemed to be included in quoted rates. The contractor shall submit design with voltage drop calculations and take approval from deptt before start of work. 4 Core XLPE Cu flex. cable of suitable size, max Current capacity to cable shall be 150% of actual current to be carried ( inveter to ACDB), 1.1 KV grade, vd<3 (f) The wiring of the module interconnection shall be in UPVC/HDPE pipe of suitable size. (g) The cost of interconnecting DC Copper/ Aluminium cable/ wires( as mentioned above) suitable GI cable trays, Rigid PVC/ GI pipes, ties and earth work for trenches, suitable to accommodate Solar grade cables from SPV module upto inverters and inverters to AC supply panel are deemed to be included in the quoted rates. (h) The DC cables shall be provided with superior quality MC 4 connectors, Y connectors to ensure long life and ferrules for ease in fault tracing. | |||||||
| 1.07Sl Item 1 Contd…. (D) Module Mounting Structure (MMS): Design, supply/ procure, fixing, module mounting & support structure made of hot dipped galvanised iron with min 80 micron thickness including necessary RCC foundation (as applicable) and associated iron work cutting, drilling, welding, jointing, grouting, PCC/ RCC filling, dispoing waste material, etc., complete and fixing mounting arrangement suitable for SPV modules so as it can withstand wind speed of 160 km per hour. The mounting structure is to be installed at RCC Roofs (as existing at site) and the array structure has to be so designed that maximum load is directly on roof beams and columns to avoid any affect on life & strength of structure. It shall also occupy minimum space without sacrificing the output of SPV panels & adequate space between the arrays shall be available for easy cleaning and maintenance. Nuts, bolts, mounting structure including module mounting structure shall have to be adequately protected from the atmosphere and weather prevailing in the area. All the fasteners, nut, bolts shall be of Stainless Steel of grade SS 304 or hot dip galvanized. Module mounting structure may require to customize with respect to the site availability and in case, if any water tank is present on the roof, then mounting structure height should be more than 1.5 feet (min) above the water tank height so that space of water tank should be fully utilized for installation of PV module and to avoid any shadow of water tanks on modules. Notes for MMS: (a) Two numbers of anti theft fastners of Stainless Steel on two diagonally opposite corners of each module shall be provided. (b) The module mounting structure shall be installed to provide maximum generation. | |||||||
| 1.08(c) The contractor shall submit structural design on Stad-Pro based or equivalent software on wind load 160 Kmph, live load and dead load of structure with solar panel & seismic zone,wind speed zone of Jalandhar, Punjab. Any deflection to the mounting structure shall be as per IS 800:2007. Structural design of the mounting structure should be carried out by a consultant/ company approved by the GE. The height of Roof top MMS shall be as per latest MNRE & IREDA guidelines for ease in maintenance. (d) Any damage done to water proofing/ Roof structure during installation shall be made good by the contractor at no extra cost. Water Leak Protection has to be ensured with Pure Epoxy Resin based chemical anchoring system, wherever damage to structure occurs. (e) MMS steel shall be as per latest IS 2062: 2011 and galavnization of mounting structure shall be in compliance of IS 4759. (f) The PV array structure design shall be appropriate with a factor of safety 1.5 min or higher factor of safety. (g) The mounting structure shall have reqd rafters, Purlins, front bracing, back bracing for proper installation of solar SPV. (E) Lightning Protection for SPV Array system: Design, supply, installation, testing & commissioning of lighting arrestor/ protection system confirming to IS/ IEC-62305 (Part 1 - 4) for roofs of all 4 Nos locations as planned for above mentioned building numbers. The air termination rod/ equipment shall be fixed at the top of GI elevation pole with base so as to be at least two meter above or suitable height as designed from the structure to be protected. Its height above roof level shall be depend upon the level of protection and protection radii required. Notes : (a) The cost of all equipments, Al/ copper strip (as per approved design) upto earth test point and from test point to earthing, LA, etc., shall be deemed to be included in the quoted rates. (b) The cost of sufficient Nos of earthing as per design for lightning protection to be provided is deemed to be included in quoted rates as directed by Engr-in-charge and no extra payement shall be made to the contractor on this account. | |||||||
| 1.09(F) Power Conditioning Unit / Grid Tied Inverter : Design, supply, installation, testing and commissioning 3 phase PCU/ string inverters - 04 Nos (min) or higher qty as per site/ design approved of suitable capacity as given AC (nominal power), suitable to convert DC power of installed Solar PV module/ array to AC for planned building for 4 locations mentioned above, for further feeding to grid confirming to IEC:61683/ IS 61683, IS 16221 (Part 2), IS 16169 and IEC 60068-2 (1,2,14 & 30)/IEC : 62093 (as applicable)/ equivalent BIS standard for efficiency, for safety and for reliability. (n) The inverter shall adjust voltage and frequency levels to suit the grid. (o) The inverter shall be self commulated with Pulse Width Modulation (PWM) technology and shall be capable of synchronise maximum within one minute or less time. (p) Maximum Power Point Tracker (MPPT) shall be integrated in the inverter/ PCU to maximize energy drawn from the array. Charge controller (if any)/ MPPT units environmental testing should qualify IEC 60068-2 (1,2,14,30)/ Equivalent BIS standard. (q) Monolithic design of inverter is not permitted. (r) The inverter shall have suitable nos of protected inputs (as per design) and outgoing shall be protected by ACB/MCCB. (s) All inverters/PCUs shall be IEC 61000 compliant for electromagnetic compatibility, harmonics, Surge, etc. (t) The inverter should have MODBUS, PROFIBUS, ETHERNET common ports.
Sl Item 1 Contd… (G) EARTHING PROTECTION- The contractor shall provide suitable Nos of Earthings for protection of DC electric supply system board and module mounting structure separately as per approved design. Earthing for Inverters, AC distribution board, lightning protection shall also be provided for safety and deemed to be included in quoted rates for all locations. The specs of Earthing shall be as under:-
Sl Item 1 Contd… (a) Supply, installation, testing of maintenance free safe chemical earthing system complete with 01 Number UL 467 approved/ CPRI tested copper bonded (earth rod with 250 microns of copper cladding) earth rod 17.2mm dia 3000mm long electrode buried in ground to bore holes 120mm dia, vertically to a depth not less than 3.50 mtr deep below ground level with top edge of earth electrode at a depth not less than 500mm below normal ground level, provision of copper bus bar of size 200mm x 25mm x 6mm for inter connection with copper earth lead strip 25mm x 3mm/ copper lead and further connected to test point terminal block all as directed. Each earth pit shall include minimum 50 Kg (two bags of 25 Kg each) NABL lab certified Ground Enhancement material/ back fill compound and 6 Kg (tow container of 3 Kg each) NABL lab certified conductive gel (LOHM-EG-03) compound (if reqd) or equivalent for filling bore holes with mother soil mixed in 1:3 ratio (one part of back fill compound and three parts of mother soil), so as to achieve earth resistance below 3 Ohm including excavation of polypit chamber with polyplastic pit cover, copper lead / copper strip of reqd size within overall quoted rates) complete all as specified and directed by Engineer-in-Charge. Any extra material reqd at site to achieve the result within specified limits, shall be deemed to be included in quoted rates.
Sl Item 1 Contd… (H) Metering: Quoted rates inclusive of installation of following meters. Suitable dual metering arrangements at 4 Nos locations with recording facility shall be provided. The metering arrangements must have feature to measure and record parameters of KW, KWh, KVAR, voltage, current, PF and any other metering required to determine efficiency and efficacy of the system complete as under:- a) Generation/ Check Metering Arrangements: LT 3 Phase 4 Wire Electronic Trivector Meter with reqd CT ratio/ Total watthour meter should be as per capacity of SPV plant. Sl Item 1 Contd… (b) NET METER(as applicable): CT/VT operated bidirectional energy meter (as reqd) with following features :- (i) True four quadrant metering (ii) Import/ export metering and forwarded metering option for LT systems (iii) Time and day metering with maximum demand registration and automatic billing (iv) LCD display with announciators for various critical events (v) Scroll lock feature for continuous display of a desired parameter on display (vi) High resolution energy display mode for dial test (vii) DLMS protocol for meter reading, with option to remote reading port. (J) Balance of System (BOS) Items/ Components :- The BOS items/ components of the SPV power plants/ systems deployed under this project shall conform to the latest edition of IEC or equivalent BIS Standards/ latest MNRE specifications as on last date of quoting of tender. Any suitable item reqd for satisafactory functioning shall be provided within quoted rates. (K) POWER EVACUATION: The Contractor will be responsible for obtaining all permissions as per the procedure of PSPCL/ SEBs/ regulatory commission of Punjab for evacuation of Power of ON GRID solar system. The cost of the same is to be included in the quoted rates. No additional payment shall be made to the contractor for the same. The contracor must go through latest solar policy of the PSPCL/ SEBs, Procedures for evacuation of Power of ON GRID. Charges (as applicable) to be payable to any Department/ SEBs for any ON GRID power evacuation shall be borne by the contractor within overall quoted rates. (L) Iron Ladder - Ladder 01 No min each for each location (Total 04 Nos min for Plant) for approach to roof subjected to drawing approval shall be provided within overall quoted rates.
General Notes for SPV Plant System : (a) The contractor must visit the site before quoting the rates to assess the site conditions so as to decide up on location and layout of SPV, placement of inverter as per buildings, length of DC cables, AC cables, lightning arresters, earthing, mounting structure etc,complete. (b) The contractor shall submit complete scheme including electrical diagram of the work, schematic diagram, SPV module layout, location/ placement of LAs, Civil work, etc., complete as per MNRE/ IREDA latest guidelines as applicable, relevant IEC/IS norms to the GE for approval within one month of date of commencement of the work for approval. Design calculation: The tenderer should work out design based on the conditions prevalent at Jalandhar , Punjab. The complete design and installation and layout of solar roof system be carried out in consonance with MNRE latest guidelines for roof top solar phase and preliminary solar panel direction layout, structure design with Stad pro/ equivalent software and single line diagram be ratified by MNRE empanelled charted Engr/ firm/ consultant. The dimensioned drawing of the site of work clearly marked with all sub systems components etc shall be submitted to GE for approval. which shall be self contained and self explanatory representation of layout of equipment and subsystems. Schematic diagram of the electrical system. This shall contain specification, size, current, voltage and fault levels rating of all cables,switch gears and instrumentation & control systems and all metering and interlocking etc. All the documents/technical details mentioned above duly vetted as specified above shall be approved by GE. GE may approve the documents as submitted by the Contractor or may suggest modification/alteration in documents/technical specifications duly supported with reasons for the same. The work shall be executed based on the approved documents.
Sl Item 1 Contd…. (c) The drawings and other techincal details submitted by the successful contractor,alongwith all calculations, drawing, technical write ups etc shall become departmental property. Department may use the same subsequently as deemed necessary.The contractor shall have no claim on these documents and their subsequents use by the department. (d) The rate quoted is deemed to be inclusive of the all protection system including surge, lightning arresters and necessary earthing all as specified and directed e) Quoted rates inclusive of necessary facility for a data logging system for plant shall be provided with :- Monitoring of solar power generation through app along with necessary sim card, internet charges, recharge charges and any other type of recurring charges for 2 years. (e) Quoted rates are inclusive of Integrated temperature sensors for measuring the module surface temperature, inverter inside temperature and ambient temperature, any other sensor, weather monitoring kit required to calculate PR with connected system to be provided, complete with read outs integrated with the data logging system.
Sl Item 1 Contd…. (f) The above items shall be quoted and executed on ground based on performace Guarantee basis. The performance Guarantee is related to achieving the 250 KW generations within specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of minimum 25 yrs. g) After execution of project the contractor will verify generation of electricity as per vetted design and report shall be submitted to deptt during defect liability period. h) Supply and Installation of Display board of 6’ X 4’size showing all technical information of SPV plant shall be done by the contractor within overall quoted rates.The matter written on the boards shall be finalized with GE. (j) Sum of overall cap of Solar power plant to be installed at 04 Nos locations mentioned above shall not be less than 250 KWp. The cap of roof top solar being installed at any location shall not exceed 70% of distribution Transformer cap to which Solar roof top is to be connected in GRID. (k) The quoted rate include the cost of any items which is not specifically mentioned above, but required for satisfactory functioning of the roof top solar power plant. The same shall be provided within overall quoted rates. Nothing extra shal be payable to contractor on this account or any higher specs provided by contractor. (l) In case, capacity as mentioned above of solar roof top for any location changes due to any reason, no claim of contractor shall be entertained on this account. (m) Training : On successful commissioning of the plant, training shall be provided on plant operation and maintenance to a team (Engineers/ technicians/ operators) as nominated by department for minimum fifteen days.
