| 1.08NOTES TO ITEM NO 01 (Contd...):- (2) Use of Departmental Stock (i) The Department already holds certain RRS materials. These materials must be utilized first for the execution of RRS exercises. (ii) Procurement of materials from outside sources shall be resorted to only after exhausting available departmental stock and as directed by the EIC or Air Force Authorities. (3) Stacking and Measurement (i) Materials shall be stacked separately item-wise on firm, level ground at locations directed. (ii) Stacks shall be regular in shape to facilitate accurate measurement. (iii) Measurements shall be jointly recorded before the materials are taken into use. (iv) The quoted rate shall be deemed for loose stacked aggregates inclusive of all voids; no deduction shall be made for voids. (v) Any subsequent shifting, re-handling, or movement of materials from stacks to work areas shall be carried out under Schedule-A (Part-II) / Schedule-B and shall not be payable under this item. (4) Material Accounting and Reporting (i) The Contractor shall maintain a proper item-wise material ledger indicating: => Opening balance of departmental stock => Quantities received from outside sources => Quantities issued/consumed during each RRS exercise => Balance remaining in hand (ii) The ledger shall be updated on a daily basis and jointly verified by the Air Force representative. (ii) The balance quantity shall be supplied progressively as directed by the EIC/Air Force Authorities. (6) Penalties for Non-Supply (i) The Contractor shall ensure that all required quantities of materials are available and stacked at the site before the notified date and time of the RRS exercise. (ii) If the Contractor fails to supply any required quantity, the following penalties shall apply: (iii) 25% of the value of the short-supplied quantity for that RRS exercise. (iv) The Department may procure materials from an alternate source at the Contractor’s risk and cost, and all such costs shall be recoverable from Contractor’s dues, Performance Security, or any other payable amount. (v) The decision of the GE regarding assessment of short supply, penalties, and recovery of costs shall be final and binding. SCH 'A' PART- II [T&P SERVICES]
Provision of 01 (One) contractor-owned or hired hydraulic excavators (bucket capacity ≥ 0.9 cum), complete with operator, helper where required, fuel, lubricants, and routine maintenance, brought to site in advance and kept on standby, not engaged in active digging, complete as directed.
Providing and deploying 01 (One) contractor-owned or hired hydraulic excavators (bucket capacity ≥ 0.9 cum), complete with operator, helper where required, fuel, lubricants, and maintenance, actively working at site during RRS exercise, complete as directed.
Provision of 01 (One) contractor-owned or hired tipper trucks, each with carrying capacity not less than 10 tonnes, complete with driver, helper, fuel, lubricants, and routine maintenance, brought to site in advance and kept on standby, not engaged in active material transport, complete as directed.

Provision of 01 (one) contractor-owned or hired slush pump of minimum 1.5 HP capacity and minimum 20,000 L/hr discharge, suitable for pumping slush, muddy water, or sludge with suspended solids, diesel- or electrically operated, complete with suction/discharge hoses, strainer, fittings, operator (if required), and routine maintenance. Pump shall be brought to site in advance and kept on standby, not engaged in active pumping. Diesel-operated pump rate includes fuel; electrically operated pump shall use power from 5 kVA DG (Schedule ‘A’ Part-II), including all wiring and connections, complete as directed.

Provision of 01 (one) contractor-owned or hired electrically operated hand-held concrete cutter / road cutter (diamond blade type), suitable for cutting concrete, stone and pavement materials and for trimming irregular edges of pits/craters to required profile and depth, complete with diamond cutting blades, all necessary electric cables/leads, operator, and routine maintenance, brought to site in advance and kept on standby, not engaged in active cutting, complete as directed. Power supply shall be arranged by the Contractor through the 5 kVA DG set provided under Schedule ‘A’ Part-II, including all wiring and connections.

NOTES TO ITEM NO 02 (Contd...):- (8) Deployment and Utilization (i) Inclusion of T&P items in Schedule-A Part-II does not guarantee deployment. Actual deployment is strictly per operational requirements and directions of the EIC/Air Force Authorities. (ii) Contractor-supplied T&P must be utilized for works as directed, even if functions differ from initial assignment, provided the machine operates within its safe capabilities. (iii) Wherever the BOQ specifies deployment of more than one unit, the Contractor shall arrange and deploy the specified number of units simultaneously. The Engineer-in-Charge may direct deployment of additional units beyond BOQ quantities if required. (9) Documentation & Compliance (i) The Contractor shall maintain all relevant documents for each machine, including registration, fitness certificates, insurance, and pollution control certificates. (ii) Skilled operators and drivers must be provided for all machines. (iii) Contractor shall supply fuel and personal protective equipment (PPE), such as helmets, gloves, gumboots, and face masks, as required.
SCH 'A' PART- III [MANPOWER SERVICES]
Providing the services of unskilled manpower (Mazdoor) for 08 (eight) hours for loading, unloading, handling of materials and for execution of Runway Rehabilitation Scheme (RRS) works, complete all as specified and as directed by the Engineer-in-Charge.
Providing the services of Masons for 08 (eight) hours for execution of Runway Rehabilitation Scheme (RRS) works, complete all as specified and as directed by the Engineer-in-Charge.
Providing the services of a Skilled Driver/Operator for 08 (eight) hours for operation of Departmental Tools & Plants (T&P) including heavy vehicles and construction equipment such as tippers, front loaders, hydra cranes and similar machinery, during execution of Runway Rehabilitation Scheme (RRS) works, complete all as specified and as directed by the Engineer-in-Charge. NOTES: (1) The skilled driver/operator shall be capable of operating heavy vehicles and construction equipment such as tippers, front loaders, hydra cranes and similar T&P and shall possess a valid and appropriate driving licence for the category of equipment to be operated. (2) The driver/operator shall strictly comply with all safety, operational and security instructions issued by the Engineer-in-Charge and Air Force Authorities for operation of departmental T&P. (3) The contractor shall be fully responsible for the safe and proper operation of departmental T&P by the driver/operator and shall bear all liabilities arising therefrom.
NOTES TO ITEM NO 03 (Contd...): (7) Slack Performance (i) Any slackness, inefficiency, or indiscipline of labour adversely affecting the progress or timely completion of the RRS exercise shall attract penalties applicable elsewhere in the contract for delay/non-completion. (ii) Contractors are responsible for pre-briefing, coordination, and supervision to ensure maximum productivity during the 8-hour exercise. (8) Department-Attributed Extensions (Protective Clause) (i) If an RRS exercise is extended solely due to reasons attributable to the Department/Air Force Authorities, engagement of labour beyond the stipulated period may be considered for payment at contract rates/pro-rata rates, subject to prior written approval of the GE.
COMMON NOTES APPLICABLE TO SCHEDULE ‘A’ (PART I, II & III):- (1) Overall Supervision and Control (i) The entire Runway Rehabilitation Scheme (RRS) exercise shall be carried out under the overall supervision, direction, and control of Air Force Authorities and the Engineer-in-Charge (EIC). (ii) The Contractor shall strictly comply with all operational, safety, security, and procedural instructions issued by the Air Force Authorities and/or the EIC during mobilization, execution, and demobilization. (iii) No claim whatsoever shall be admissible on account of restrictions, sequencing of operations, stoppages, or working methods imposed due to operational, safety, or security requirements of the Air Force. (2) Overall Responsibility of the Contractor (i) Notwithstanding the overall supervision of Air Force Authorities/EIC, the Contractor shall be solely responsible for: (ii) Planning, coordination, deployment, and supervision of all manpower, T&P, materials, and logistics. (iii) Ensuring each RRS exercise is carried out smoothly, safely, and completed within the stipulated time. (iv) Adequate site supervision, sequencing of operations, and continuous availability of resources shall be arranged by the Contractor. contd.....
COMMON NOTES APPLICABLE TO SCHEDULE ‘A’ (PART I, II & III):- (3) Site Handover and Commencement of Time (i) The stipulated execution time for an RRS exercise shall start from the time the site is formally handed over free from obstructions and made available for uninterrupted execution by Air Force Authorities/EIC. (ii) Any delays due to site preparation, obstacles, or Air Force operational requirements shall not count against the Contractor. (4) Security and Access Compliance (i) All works shall be carried out in operational Air Force areas. (ii) The Contractor shall comply with all security regulations, entry procedures, movement control systems, and pass requirements. (iii) Responsibility for obtaining necessary passes for personnel, vehicles, and equipment lies with the Contractor. (iv) No claims shall be admissible due to restrictions or delays arising from security procedures. (5) Airfield Safety and FOD Control (i) The Contractor shall maintain strict airfield safety and Foreign Object Debris (FOD) control at all times. (ii) No loose material, tools, debris, or equipment shall be left on the runway or adjoining operational areas. (iii) The site shall remain safe for aircraft operations throughout the exercise. (6) Protection of Existing Installations (i) All existing pavements, shoulders, lighting systems, ducts, cables, fixtures, and Air Force property shall be protected from damage. (ii) Any damage caused due to Contractor operations shall be made good immediately at the Contractor’s risk and cost. contd.....
COMMON NOTES APPLICABLE TO SCHEDULE ‘A’ (PART I, II & III):- (11) Site Clearance and Material Stacking (i) Upon completion of the RRS exercise, the Contractor shall: => Properly stack all remaining materials at designated locations => Clear the site of all debris, waste, and temporary structures => Leave the site clean, tidy, and safe, as directed by the EIC (12) Protective Clause for Department-Attributed Delays (i) Any delay, extension, or additional work caused solely by Air Force Authorities or EIC shall not be treated as default by the Contractor. (ii) Engagement of manpower, T&P, or materials beyond the stipulated period may be considered for payment at contract/pro-rata rates, subject to prior written approval of the GE.
