Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

Conditional tenders will not be accepted.

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.

To qualify for award of this contract, each tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender and Should up-load Scan copy of pan card, Valid GST registration certificate & also up-load address proof certificate(Aadhar Card/DL/Pass port etc..)

All Scanned Documents of the Original should be up-loaded, Executive Engineer/ Superintending Engineer/ Chief Engineer reserves the right to verify the Original Documents before approval, 0riginal documents / Certificates for qualification shall be produced when called for during evaluation of tender.

All the Formats prescribed in the bid documents shall be filled in complete manner.

The materials like bitumen, Steel, Cement etc., required for the work shall be procured by the tenderer themselves and should be got tested by the Quality Control Authority before use on the work and contractor should carryout additional test required if insisted by Engineer in charge of work at his own cost.

Work done certificate should be issued by competent authority not below the rank of Executive Engineer.

The item rates quoted shall include cost of royalty charges on construction materials & other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labour, hire charges of machinery equipments etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.

If the tender of the successful tenderer is seriously unbalanced in relation to the Employers estimate of the cost of the work to be performed under the contract, the Employer may require the Tenderer to produce detailed price analysis for any or all items of the Bill of Quantities, to demonstrate the internal consistency of those prices with the construction methods and schedule proposed. After evaluation of the price analyses, the Employer may require that the amount of the performance security set forth in Clause 24 be increased at the expense of the successful Tenderer to a level sufficient to protect the Employer against financial loss in the event of default of the successful under the contract.

The Increse in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Bidder must posses valid G S T Certificate.

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18% of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Overall amount put to Tender. Tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily.

As per Government order FD 447 EXP-12 2022 dated 30/07/2022, 18% GST will be added to the Contract amount separately.

The Employer reserves the rights to accept any Tender and to reject any or all Tenders as per Standard Tender Document Clause 22.

Any deviation/error/mistakes found in units of items, they should be read as in unified SR 2023-24 (Continued for 2025-26) and the rates shall be quoted accordingly

Statement indicating the (A)Existing commitments and ongoing works, (B)Details of works for which tenders are already submitted . The statements should furnished as per statement 1.3 (A),(B) of Section 3 of Qualification information in Standard Bid document. The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

Total value of civil engineering works executed and payments received in the last five years (year-wise)

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

The Tender processing fee shall not be refundable.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

The successful Tenderer shall deliver to the Employer a Security deposit in the form of NSC/DD/FDR in the name of the Executive Engineer, Public works Department, Shivamogga Division, Shivamogga given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Formation levels and other data furnished are bare minimum the contractor should make all efforts to validate and to get additional data if required at his own cost.

The contractors assessed available tender capacity will be calculated as per Standard tender document Attached.

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer in charge of this work.

All precautions should be taken by the contractor so that there are no damages to such public/ private properties.

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

Contractor should follow strictly the prevailing rules of labour act.

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, Public works Department, Shivamogga Division, Shivamogga during office hours on all working days.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents appended here with.

The contractor should be responsible for all deduction of the labours wages as per the Labour Act. The Public Works Department will not be held responsible for the same.

Work sanctioned under head of Account 5054-80-190-0-01-132 KRDCL Capital Expenditure

The Tenderer should be a PWD Class-III & above Registered contractor.

The Tenderer should maintain the bridge during defective liability period of 365 days

The Tenderer should submit the scanned copy of the last 5 years balance sheet indicating the civil work contract receipts certified by the chartered with the balance sheet indicating the contract receipts certified by the chartered accountant with UDIN No/Auditor & Tax consultant with their registration no, who ever is applicable.

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 (a) achieved in at least two financial years an Average of annual Financial Turn over (in all Clauses of Civil Engineering Construction Works only) of Rs.38.14 Lakhs, (in all classes of Civil Engineering Construction works only).

To qualify for Award of this contract, each Tenderer in its name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 satisfactorily completed as prime contractor, at least one similar work such as bridge work of value not less than Rs.19.07 lakhs. Work done Certificate issued by competent Authority of rank not less than Executive Engineer.

The Contractor should carryout the awarded work as per the norms laid down by ISO:14001/2025 Environmental Management System and ISO:9001/2015 Quality Management System.

Tenders not complying with above conditions, will not be considered for Tender Evaluation.

The period for completion of the work is 9 months (Including Monsoon)
