Annual Maintenance for a period of 3 years of Automatic Water Level Gauge installed at 10 different bridges of Khurda Road Division.

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees. N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Technical Requirements Compliance:- Apart from offer being in accordance with above technical specifications, compliance must be confirmed in regard to following. Offers not complying will be considered technically unsuitable and the bids shall be rejected. a) The OEM or Authorized representative of the OEM shall only bid. b) OEM's central server application software and services for the proposed solution should be hosted and should be operational at a minimum of Tier III level data centre in India. It should work on open Source MQTT technology. c) The bidder should have successfully commissioned and maintained at least one Water level Monitoring system for Bridges along with Railways TMS integration for a minimum period of one year. Bidder shall provide the relevant document from the concerned Railway authority in this regard. d) Current system is working & accessible onwww.worgs.net/constellation/ECoR andsuccessfully integrated with Railways IT application (Track Management system) TMS.There should not be any change in the existing TIER III cloud system, and bidder has to provide OEM's certificate of back to back authorization of maintenance. e) Bidder should provide following certificates: "i. OEM (Manufacturer) /Authorization Certificate " "ii. Tier III level data centre certificate from data centre owner for OEM's central server application software and services being hosted and operational. " "iii. Detailed methodology and undertaking of system working on MQTT technology for integration with Railways Track Management System(TMS). "

Similar work means: Installation & Commissioning of Water Level Monitoring System on Bridges & Integration of the same with TMS along with satisfactory completion of Warantee/Maintenance period.

The tenderer(s) should submit the BID SECURITY in acceptable form i.e. only through net banking or e-payment gateway or submitted as Bank Guarantee Bond from a Scheduled Nationalized bank of India or as mentioned in the tender documents. The Bank Guarantee Bond shall be as per Annexure- VI(A) and shall be valid for a period of 90 days beyond the bid validity period.( NOTE: For submission of Bid Security in the form of Bank Guarantee, all the procedures mentioned at Para-5 Bid Security (3)(i) to (vii) mentioned in the tender document should invariably be followed.)

For all tenders having advertised cost of Rs.10 lakh or above, the contractor shall have to submit the option to take payment from Railways through a letter of credit (LC) arrangement. The tenderer shall affirm having read over and agreed to the terms and conditions of the LC option. The option of taking payment through LC arrangement, once exercised by tenderer at the time of bidding, shall be final and no change shall be permitted, thereafter, during execution of contract.
