Special Eligibility Criteria

   Only RDSO approved firms [The firms whose names appear in the list in the RDSO vendor directory issued by RDSO (RDSO Sub-item ID:3100558001)] or their authorized dealer having tender specific authorization from RDSO approved firm is eligible to participate in this tender. Developmental vendors having conditional approval ( Regarding Prototype Approval or Fields trial ) are not eligible.

   In terms of Railway Board letter No. 2015/RS(G)/779/5 (Vol.III) dt. 15-09- 2020, keeping in view with the Public Procurement (Preference to Make in India) Order 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quantity and therefore public procurement of the item is restricted to Class I Local suppliers only and the vendors who do not qualify to be Class I Local supplier should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor, who does not qualify to be a Class I local supplier for the tendered item, participates in the tender, it does so as its own risk and cost and Railway shall not be liable for any loss or damage caused to the vendor.

   Bidders must quote on firm price basis only as price is not subject to any variation. Offers quoted with Price Variation Clause (PVC) will be considered unresponsive and will be summarily rejected.

   Please carefully read para 9.2.4 of ECOR tender conditions uploaded on IREPS website applicable to this tender which is reiterated below- The OEM/Authorized Dealers/Agents must comply with the following conditions failing which their offers are liable to be rejected without further reference: i) In a tender, either the authorized agent/dealer on behalf of the Principal/OEM or the Principal/OEM itself can bid, but both cannot bid simultaneously for the same item in the same tender. ii) If an authorized agent/dealer submits bid on behalf of the Principal/OEM, the same agent/dealer shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item/product.
