Note:- i) If a firm quotes NIL service charges/consideration or negative service charges/tender premium in the contract related to hiring of manpower services, it’s bid shall be treated as Un-responsive and will summarily be rejected. In case of Zero or negative amount in service charges/T&P in the BOQ, the bid of bidders considered invalid. Hence amount will be valid only in whole rupees i.e. it will not be valid in decimal places. ii) L-1 will be decided on basis of totality in BOQ. iii) Wherein same/equal bids received from two or more bidders i.e. resulting more than one L-1 bidder. " In such situation, for the determination of L-1bidder, all the bidders quoted same lowest rates shall be called for and decision shall be taken through a transparent lottery system in presence of all the bidders.
