Note for item No 30 :- (a) The repairs/ maintenance shall be carried out through the Authorised service agency only as per instructions recommended by the original manufacturer. (c) The authorised service agency must be attended as and when called for urgent nature of repair of the fire fighting equipment's. NOTE:- i). Metal junction box of suitable size for detector made of 16 SWG sheet steel is to be provided for mounting of detectors in the concrete mother ceiling / surface along with necessary gland and boxes duly painted with two coats of super enamelled paint over a coat of red oxide primer. ii) Rate of metal boxes shall be including in quoted rate of items. Attending unserviceable/ non functional street light complaints (for street light/perimeter lights/high mast light/flood light etc of any type/size fitted on poles/walls/post/pillers etc) by deploying technically qualified and experienced technicians to find out defective/taking out unserviceable parts such as electronic driver, pvc insulated copper conductor cable for connecting street light fittings etc and repairing by changing the defective parts including minor repair to cable connection/loose connection, screws,nuts & bolts and insulation tap to insulate the LT joint etc and testing complete all as specified and as directed for domestic area of OMQ, 6th Camp, 7th camp & ETI, E&ITI, 16 TETTRA school, Stn HQ east, ECHS technical area of including various connecting roads and other facilities such as shoping complex/ various institutes/ messes/ play ground, complete perimeter etc located in complete domestic area and technical area at AF Station Jalahalli

Note : The following items are deemed to be inclusive of quoted rate :-

(a) The above job shall be carried out by a trained electrician having ITI in electrical, documentary proof of the education of tradesman shall be produced before commencement of work.

(b) Contractor or his Authorised Representative has to inspect all Street/ Security Lights on Daily basis at their own arrangement between 7.00 PM to 9.00 PM and maintain the record in Register which will be put up to Engineer-in-Charge/ JE on the very regular basis.

(c) A Joint Inspection for Serviceability of all Street/Security Lights will be carried out from 7.00 PM to 9.00 PM on every MONDAY by Engineer-in-Charge/ JE (E/M)/ User along with Contractor or his authorised Representative.

(d) Contractor has to arrange own moveable Generator of suitable capacity for repairing and testing of the Street/ Security Lights, defect rectification of Cables, etc. and to check the serviceability after repair. No Electricity shall be provided by the Department on this account.

(e) Quoted Unit Rate shall deemed to be inclusive of attending any breakdown of Street/ Security Lights during night. Contractor has to arrange Electrician and Helper and all necessary T&P and Equipment's to remove the breakdown. Fault will be intimated through Telephone/ SMS.

(j) Contractor shall provide conveyance to the deployed labour for maintaining the services without any extra cost to department.

(k) Vehicle mounted ladder for maintaining services shall be provided by the contractor at no extra cost to department.

(l) Materials required for the repairing of the lights shall be measured and paid separately under respective item(s). But labour required for taking down, dismantling, repairing and replacing parts and reinstalling and testing the street lights fittings shall deemed to be included in the rate quoted.

(m) Necessary T&P, Safety Belt, Vehicle, Aluminium Ladder, etc. will be arranged by the Contractor and Cost for the same shall deem to be included in the Quoted Unit Rate.

(n) All safety measures and provn of all safety devices, first aid box etc shall be provided by the contractor. Contractor will be solely responsible for full safety of the persons deployed for providing the services and department will have no liability for any type of accident/injury of any type. Unit rate quoted will be deemed to include the cost of the same and no extra payment shall be made on this part.

(o) All type of T & P, PVC insulation tapes, minor nuts/ bolts/ washers etc required for maintaining the services shall be provided by the contractor without any extra cost to department.

(p) Attending and repairing complaint for one light of any type shall be measured and paid as one Job.

(p) Earth work (if necessary at Site) for removing of any Cable Fault will be Measured and Paid under respective Items.

(i) Contractor has to ensure serviceability of all Street/ Security Lights in above mentioned DOMESTIC & TECHNICAL AREA on Daily basis in any Weather Condition at their own arrangement.

(f) In case of any delay in attending the complaint more than 12 hrs after handing over routine/urgent work, the contractor shall be liable to pay the penalty as described in penalty clause given here as under.

(g) The penalty shall be applicable to the contractor if the delay is noticed by the Engr-in-Charge more than twelve hrs after handing over works of urgent nature to the contractor. The Engr-in-Charge shall handover the slip containing specification of work to the contractor by lodging the time and signature of contractor be obtained on slip. The contractor shall attend the complaint immediately and shall report to Engr-in-Charge with in 12 hrs. The contractor will keep his tradesmen in stand by for attending any routine / urgent works from the executive. If the nature of job is such that the work cannot be completed within period of 12hrs then the facts shall be brought to the notice of the GE/Engr-in-Charge and the period for the working to the complaint shall be decided by the GE/EIC. If the delay is more then twelve hrs period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs 50/- per job shall be deducted from the dues of the contractor. Please note that this penalty is exclusively other then the condition 56 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt.

(h) The decision of the Accepting Officer is this regards shall be final and binding.

Supply, installation, testing & commissioning of maintenance free chemical earthing system comprising 17mm dia copper bonded rod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducing liquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 A by any NABL accredited lab. The above mentioned rod shall be installed in 4-6 inch bore, 12 feet depth with a distance of minimum 3 meters between each installation including taking down existing one all as directed. Make : Model HTSP 317 of safeTrode or equivalent in OBO Betterman/ FURSE/ERICO.

The quoted rate is deemed to be included the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 04 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate.

(ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors.

(iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate.

(iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor before commencement of work.

(v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH valve should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.

(vi) Copper strip of size 20 x 3 mm should be fixed on proper post insulator at the instrument end ( copper strip will be measured and paid separately).

(vii) Testing of earth shall be carried out in presence of departmental and user representative and report shall be submitted to Garrison Engineer duly signed by all concern.

(viii) Earth resistance tester will be provided by the contractor. Tester should be calibrated from authorised company/ lab.

(ix) Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintened duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained.

(x) The contractor shall given a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion.

(xi) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.

(xii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is mainained.

(xiii) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing per each earthing shall be retained from payment due to the contractor for the guarantee period.

(xv) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination.

(xvi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm.

(xvii) The contractor shall submit CPRI India certified document for copper bonded rod to ensure genuity of material.

(xviii) Sign board of mild steel 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing should be fixed near the earth pit after completion as directed by engr -in- charge.

(xix) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.

Copper strip 20 x 3mm thick as earthing lead fixed to wall/roofs etc including taking down existing one all as directed. NOTE : All Joints should be joined by Exothermic Welding or Brazing.

Material and labour for Earth pit cover made of heavy duty poly plastic of high grade polypropylene tested and certified by any NABL accredited lab for load bearing capacity not less than 9.2 tonnes with top dia not less than 250mm, bottom dia not less than 330 mm and height not less than 260 mm dia for each electrode pit complete including taking down all as specified and directed. Make : Model SEPC 250 of SAFE TRODE/ Electrogrip Model/ EGTEK3LC of ISG Global or equivalent in OBO Betterman/ ERICO. Note :- The contractor shall submit load bearing capacity certificate from the manufacturer.

Comprehensive maintenance of Automatic Power Factor Correction Panels ( APFC ) at various sub stns of capacities 40 KVAr - 01 Nos and 35 KVAr - 02 Nos and comprising of following works :- (i) Repair / maintenance of Contactors, Relays and Capaciters , MCCBs & MCBs provided in the APFC Panel (ii) Monitoring and effective management of power factor correction near to unity as per the veriation of load in the corrrosponding transformer in terms of serviceability of MCCB/MCBs , Contactors , Capacitors and Relay and dispaly unit inculding the following Technical services:- The following daily Maintenace to be carried out : (a) Check seviciablity of APFC panels , MCCBs/MCBs, Contactors, Relays etc. (b) Maintain a register to note the values of power factor from all APFC Panels and VCBs panel at MRS and that should be submitted to concerned JE (E/M) or AGE(E/M) . (c) Check the connection and serviciablity of incoming cable from Main LT Panels to APFC Panels (d) Checking and tightening control wiring and rectifying the defects if any.

Note :(i) The Contractor will responsible for maintaining the power factor near to unity on induvidual APFC Panels and overhaul the value at main Receiving Stn . Contracor will responsible for, the penalty/ compensation charges which charged by BESCOM , due to Low Power factor and same amount should be paid by the contractor from his own account. The above quoted rate is inclusive of all regarding to maintain the APFC Panel power factor. (ii ) The Capacitors, Contactors, Relays replaced will be measured and Paid separetly. However, the labour element is included for replacement of wornout/ defective components.
