SECTION-I (CENTRAL AC PLANT)
Supply, installation, testing and commissioning of factory designed, pre-fabricated and floor-mounted modular type scroll chiller machine of at least 37.5/38 TR NOMINAL capacity and if any component which is not readily available in teh market as per BOQ required capacity then next higher capacity shall be provided at site conditions complete with hermetic scroll compressors having independent refrigerant circuits, water-cooled S/T type condenser, S/T horizontal DX type evaporator / cooler with carbon steel shell and seamless copper tubes with elastomeric insulation, suitable numbers of squirrel cage induction motor of suitable rating with class 'F' insulation, along with necessary drive arrangement, lubrication system as per manufacturer's design required for smooth and trouble-free operation of the chiller package, common base frame, interconnected copper refrigerant piping along with elastomeric insulation, fittings, valves, expansion valves and accessories to interconnect compressor, condenser, chiller and expansion valve, microprocessor based control panel comprising of controls including sensors and equipped with a keyboard, LCD touchscreen access input system, protection and monitoring devices to perform control functions, wiring, vibration isolators, gauge panel, automatic safety controls, flow switch at evaporator and condenser and ozone friendly, CFC-free refrigerant all complete as specified and directed by the engineer-in-charge. 2 X 37.5/38 TR Working + 1 X 37.5/38 TR Stand-by
The chiller shall conform to the following requirements/specifications: [i] Chilled water inlet / outlet temperature: 12/ 7 ºC [ii] Evaporator fouling factor: ≤ 0.00010 ºFft²hr/Btu [iii] Evaporator side pressure drop: ≤ 6 m of H2O [iv] Evaporator water flow rate: ≤ 2.66 Usgpm/TR [v] Condenser water inlet / outlet temperature: 32 / 36 ºC [vi] Condenser fouling factor: 0.00025 ºFft²hr/Btu [vii] Condenser side pressure drop: ≤ 6 m of H2O [viii] Condenser water flow rate: ≤ 4.16 Usgpm/TR [ix] Minimum COP @ 100% load: 4.2 [x] Maximum kW/kWr @ 100% load: 0.84 at design condition [xi] Minimum IPLV @ 100% load: 5.8 at design condition [xii] Refrigerant (eco-friendly type): R407c / R410a . Notes: [i] The unit shall be suitable for 3- Phase, 415 V ± 10%, 50 Hz AC electric supply, with a built-in microprocessor based control panel. [ii] Mapping shall be required for all critical points displayed on the chiller control panel. The chiller shall be BMS compatible and shall have RS485 / RS232 serial communication protocol. [iii] The quoted rate shall be inclusive of star / delta starter(s), victaulic coupling and system integrator capable of giving industry standard (Modbus / BACnet) output to BMS for critical parameters. [iv] Initial / first charge of refrigerant gas & compressor shall be deemed included in the quoted rate. [v] Necessary civil work viz. foundation for placement of chillers as per OEM recommendation, including minor repair of PCC flooring and tilling of Plant Room and AHU Room etc. shall be deemed included in the scope of work
Supply, installation, testing and commissioning of Single / Multi-stage, centrifugal, monoblock pump (chilled water circulation pump) suitable to below mentioned operating condition, material of construction & driver / motor, conforming to IS 9079: 2018 & tested as per IS 5120: 1977 having base plate, mounting channel frame, accessories and fittings, viz. pressure gauges, thermometers, drains, coupling, coupling guard, vibration isolation arrangement by means of spring / rubber type mounting duly insulated with FM approved highly- flexible, closed-cell thermal insulation of elastomeric foam based on synthetic rubber (NBR) of appropriate thickness laminated with 12 micron aluminium foil facing with reinforced glass scrim along with adhesives and other necessary accessories complete all as specified and directed by the engineer-in-charge. Supply, installation, Testing and commissioning of following 80 mm dia. electronic, self-balancing, pressure independent type dynamic balancing valve with integrated 2 way modulating control valve in a single body. The actuator shall be capable of accepting upto 10 V DC and upto 20 mA electric singal and shall provide similar transduced feedback output to ctrol system. Maximum close off pressure shall not be less than 6 bar for upto 50 mm valves and 7 bar for 65 mm & above. Valves should have pressure rating of 25 bar minimum.
Supplying, laying / fixing, testing and commissioning of followings nominal sizes of chilled water piping inside the building (with necessary clamps, vibration isolators and fittings but excluding valves, strainers, gauge etc.) duly insulated with following closed cell elastometric nitrile rubber of minimum 45 Kg / cu m density,thermal conductivity 0.037 W / mk or better at 20 deg mean temperature class 'O' insulation applied by suitable adhesive complete including repairing of damage to building etc. as per specifications and as required complete in all respect. Outsourcing of services for manning and operation of central AC plant water cooled Scroll Chilling Machines 78 TR with harmatic sealed scroll type compressors (02 Running + 01 Standby) comprising of 01 No AHU, 03 Nos condensing water pumps, 03 Nos chilled water pumps. 01 No cooling tower capacity 80 TR, with induction motor and all connected items and Electric Hot water Generators installed at MB lab at new DRDE Gwalior for round the clock including Sunday/holiday (Three shifts of eight hours each per day from 0600 hrs to 1400 hrs Ist shift, 1400 hrs to 2200 hrs 2nd shift & 2200 hrs to 0600 hrs 3rd shift) by providing one skilled qualified refrigeration technician per shift along with required tools/equipment’s/testing kit during the defect libilaty period starting from satisfactory completion of Phase-I test complete all as specified and directed.

NOTES (For items 63.00 to 64.00 above) : Rate quoted by the contractor shall deemed to be included the followings: - (i) Skilled electrician/operator/mechanic having minimum qualification two-year ITI in relevant trade with two years’ experience certificate. (ii) The firm/contractor shall be solely and fully responsible to his representative/ personal for any accident/damage during maintenance/operation/health related liabilities/compensation, penalty etc on this account and shall have no liability in this regard. (iii) Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increase will be passed over to the workers. (iv) Any consumable item shall be issued by department free for fixing/filling. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. (v) The contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates. " (vi) The contractor shall provide and deploy qualified and experienced operator per shift and no operator shall be allowed to work beyond 08 hours per day.
NOTES (For items 63.00 to 64.00 above) contd.. : (vii) The contractor shall be responsible to maintain the installation surroundings areas neat & clean by cutting shrubs, branches of trees, bushes & grass min 50 Meter around the installation and thrown the same outside of MoD area. All cuttings, digging and other tools required for cleaning inside and outside the installation will be provided by the contractor. (viii) The contractor shall also be responsible to maintain Log Books, duty roster, Attendance register, Repair/renewal of part register & other reqd documents, complaint slips, register as reqd & directed by Engr. In charge. (ix) The contractor shall provide all the tools such as multimeter, earth tester, cutting tools, spanner set, wrench, screw driver set, testing lamp, tongue tester, adjustable spanner,sanitizer,mask to tradesmen. (x) Operator shall neither leave the installation without prior permission from JE/AGE E/M nor without proper handing taking over to the next shift operator. (xi) Contractor shall provide first Aid Box ininstallation at his own cost. (xii) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc, the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engr-in-Charge. (xiii) Original certificates regarding qualifications of operators engaged in the work, police verification and identity proof shall be produced by the contractor to the Engineer-in-Charge for verification and approval.
NOTES (For items 63.00 to 64.00 above) contd.. : (xiv) Duty roster for detailment of operators shall be approved by Engineer-in-Charge within Ist three days of every month and the same shall be kept on record and properly displayed at each installation. (xv) If the Operator Absent from Duty, then Rs 1500 / per shift recovered from Contractor's dues. (xvi) Contractor Shall provide 2 Pairs of uniform and shoes to their operator. the cost of uniform and shoes are deemed to be included in the rates quoted by the contractor in respective items of Schedule A." (xvii) All the provisions of contract labour Act 1970 shall be strictly adhered to. (xviii) No payments of RAR/Final bill shall be made to the contractor unless proof of payment of latest notified minimum wages to the workers by cheque or submitted by the contractor to Engineer-in-Charge for verification. (xix) Contractor`s quoted rates shall be deemed to include above mentioned provisions and nothing extra is payable to the contractor on any account. (xx)The estimated cost of Sec-II of BOQ (Srl item No. 63.00 to 64.00) based on minimum fair wages including applicable allowances/Bonus is Rs 24,91,070.40 If total quoted amount for Sec-II of BOQ remain less than estimated cost, an amount equal to difference between quoted amount and estimated cost shall be deposited by the contractor in the form of FDR (In addition to the performance security) pledged in favour of GE along with performance security as security for payment of the minimum wages to manpower and same shall be release only after completion of works under Sec-II of BOQ.
