PROVISION OF STANDBY DG SET FOR AUDITORIUM AT INS MANDOVI UNDER GE (P) NAVY MANDOVI

Supplying, installing, testing and commissioning factory assembled silent diesel engine driven 1500 RPM, Generating set, not less than 250KVA capacity with 10% over load for one hour in 12 hours of continuous operation and suitable for 40ºC ambient temperature as per IS10002/BS-5514 including integrated standard control panel system, microprocessor based generator set monitoring protection and electronic governing system having digital display for Current, Voltage, Frequency, PF etc, including safety controls for low lubricating oil, pressure trip, high water temperature trip, over speed trip etc, integrated powder coated acoustic enclosure, as per CPCB-II regulation and duly certified by agencies / labs designated by CPCB-II for noise and pollution level to make it compliant to emission limits as brought out in GSR issued by Ministry of Environment etc and comprising of the following complete all as specified and directed.

(a) ENGINE: Diesel Engine of requisite capacity 6 cylinder, Inline, 4 stroke heavy duty water cooled (radiator and cooling fan system) at a speed of 1500 RPM rated for continuous duty and comprising of the following:- (i) Fuel system fuel pump and electronic governor, injector, 12/24 Volt, DC solenoid coil and replaceable fuel filter. (ii) Fuel and lubricating oil filter, fuel hoses. (iii) Water pump and lubricating oil pump (iv) Electric starting system 24 volts DC with battery charging alternator and axial type starter motor including adequate number of high capacity maintenance free starting battery capacity not less than 180 AH, 2 x 12 volts including interconnecting cables with terminals. (v) Exhaust system with turbocharger, exhaust silencer. (vi) Flexible pipe for silencer.

(b) ALTERNATOR: Self exciting, self regulating, brush less alternator rated for not less than 250 KVA continuous operation at the speed of 1500 RPM at 415 volts, 50 Hz, 3 phase, 4 wire system with advance electronic voltage regulator to ensure high voltage accuracy within +1% with class ‘H’ insulation and IP 23 enclosure directly coupled with engine and conforming to IS: 4722. (c) BASE FRAME: Common fabricated base frame for engine and alternator made from structural channel/joint/angle iron etc including adequate number of suitable anti vibration pads all as per the recommendation of the manufacturers. (d) FUEL TANK: In-built sheet steel fuel tank mounted inside the enclosure along with fuel piping from tank to engine with minimum 8 Hours running capacity complete with drain valve, air vent inlet and outlet connections.

(e) EXHAUST: Suitable exhaust pipe duly covered with aluminium sheet inside the enclosure silencer mounted on the top of enclosures and exhaust trail pipe and with muffler as per manufacturer’s standards. (f) MAINTENANCE MANUAL: Maintenance manual & part list of engine and alternator both. (g) AMF CONTROL PANEL SUITABLE FOR OUT DOOR INSTALLATION WITH BYPASS ARRANGEMENT: Supply, Installation, Testing and commissioning of AMF (Automatic Mains Failure) panel suitable for generating set of capacity 250 KVA, factory made, fabricated out of CRCA sheet (3.15 mm thick) of min size 1.675M X 1.500M X 0.50M, totally enclosed, dust, damp and vermin proof, free standing, floor mounted type and front operated, IP-65 degree of protection conforming to IS 2147 with and including necessary foundation (Minimum height of the base of the panel board should not be less than 0.45 Meter) and comprising of following features / facilities:- (i) Control system and components such as relays, contactors, timers etc both for automatic operation or mains failure and as well as for manual operation; (ii) Digital Multifunction meter suitable for parameters V, A, F, PF, kW, kVA, kVAR, kWh, kVAh, kVARh, Run Hours, On Hours, Phase Angle, Interrupts, THD, Events (High – Low), Neutral Current & K Factor with RS 485 Communication Port with suitable CT's and wiring complete. (iii) Necessary indication lamps, fuses, terminal block, push buttons, control switches etc as required;

(vii) Digital Electronic Governing with temperature compensation and smart starting. (viii) SAEJ 1939 interface to Full Authority Electronic (FAE) engines. (ix) Remotestart-stop from AMF. (x) Engine metering: Oilpressure, Coolant temperature, Battery Voltage, Engine Speed, AC (xi) Alternator metering: L-L Voltage and L-N Voltage, Current (1 and 3 phase), Volt-Amperes (phase and total) and Frequency. (xii) Engine protection: Low lube oil pressure, High/ Low coolant temperature, over speed, Battery (xiii) Over/ Under/ Weak Volts, Fail to crank/ start, Sensor failure. (xiv) AC Alternator protection: Over/ Under voltage, Over/ Under frequency, Over current, Short circuit and Loss of AC sensing. (xv) Data logging: Engine hours, Control hours, Engine starts and upto 10 recent fault codes. (xvi) Configurable glow plug control. (xvii) Configurable cyclec ranking. (xviii) 12 and 24 Volt D Coperation. (xix) Sleep mode. (xx) Programmable/ Os (4 inputs and 2 outputs). (xxi) Mod bus interface (RS485RTU) compatible. (xxii) In Power compatible (PC based service tool). (xxiii) Certifications-meets the requirement of relevant UL, NFPA, ISO, IEC, Mil Std., CE and CSA standards.

(j) CIVIL WORKS: All civil works related to foundation with anti-vibration pads (minimum 300mm depth or as recommended by the manufacturers), installation of panel and equipment. (k) TESTING: Testing of Genset for shall be carried out for 12 continuous hours duration as under by an officer detailed by accepting officer after installation at site. No load - 1/2 Hour 25% load - 1/2 Hour 50% load - 1 Hour 75% load - 1 Hour 100% load - 8 Hours 110% load - 1 Hour Notes: (i) Fuel for final testing of 12 hours shall be supplied by the contractor and cost shall be deemed to be included in the quoted rate. (ii) All other necessary equipments like resistance load strip heater of suitable capacity/ rating and any other items required for final testing shall be provided by the contractor without any extra cost to department.

General Notes for Item No 1: (i) Cables from DG set to AMF panel, AMF panel to main panel shall be measured and paid under relevant item of schedule. (ii) Provision of all control cable and their termination shall be deemed to be included in the quoted rate. The following items are deemed to be included in the rate quoted for all DG sets :- (iii) Provision of one set of latest spare part catalogue with price, exploded view of parts and user's manual shall be deemed to be included in the quoted rate. (iv) Quoted shall be deemed to be inclusive of initial filling of radiator coolant and lubricating oil upto level.

Supplying, laying, jointing, testing and commissioning of LT XLPE insulated, screened, PVC bedded, galvanized steel strip or armoured, heavy duty electric power cables with multistranded aluminium conductor of 3.5 core, 300 Sqmm, suitable for earthed system for 1100V, AC 50 cycle confirming to IS 7098 (Part l) 1988 complete all as specified and directed. Note: Excavation, PCC, covers and protection shall be measured and paid separately under relevant items of this schedule.

Excavation in trenches, n exc 1.5 m wide and n exc 1.5 m in depth; for foundation, etc. or for shafts, wells, cesspits, manholes, pier holes, laying cables, etc. n exc 10 sq m on plan and n exc 1.5 m in depth and getting out in soft/disintegrated rock complete all as specified and directed.

Returning, filling in, including spreading, levelling, watering and well ramming in layers not exceeding 25 cm thick in soft/disintegrated rock complete all as specified and directed.

Removing excavated material to a distance n exc. 50m and depositing where directed at a level n exc. 1.5 m above tile starting point complete all as specified and directed.

Supply and laying fine dry river sand for cable protection in trenches complete all as specified and directed. Note : Punned thickness only will be measured & paid.

Supplying and laying un-reinforced precast concrete cable cover for cable protection, class LV, type I, flat, size 250mm x 150mm x 40mm, ISI marked complete all as specified and directed.

S & F cable jointing kit for 1.1 KV grade cable for straight through joint complete with jointing material (epoxy based) and accessories suitable for 3.5 /4 core XLPE armoured, Al conductor cable of size 185 to 240 sqmm complete all as specified and directed.

M & L for providing earthing complete with copper earth plate electrode 600 X 600 X 3.15mm thick, buried directly in ground (earth pit not less than 2.25 metre deep below ground level), earth plate placed on all side with charcoal mixed with salt to a thickness of 150 mm in layers, with top edge of the plate not less than 1.5 metre below normal ground level, connected to 20 x 3mm copper earth strip, soldered and revetted to earth plate including 40mm dia bore GI light grade protection pipe, PCC pit chamber, RCC pit cover with frame, 20mm dia bore GI watering pipe, funnel with wire mesh, necessary earth work including disposal of surplus soil to a distance not less than 50 metre, complete all as shown in electrical plate No.3 of SSR Part-I 2009, connecting to earthing test point and testing on completion complete all as specified and directed. NOTE: On testing after completion if the desired earth resistance is not obtained the earthing shall be redone by contractor at no extra cost.

M & L for providing 20mm x3 mm copper strip as earth continuity conductor or main earthing lead fixed to wall on batten or recess or chases or buried in ground or drawn in conduit/pipe or fixed to poles or any other indicated situation for loop earthing etc. as required complete all as specified and directed.
