Supply, Installation, Testing and Commissioning of Automatic Fault Locator (AFL) for 2x 25 KV AC Traction as per RDSO Specification at TSS, SP & SSP in AVC-VC, RDG-PVGD, PVGD - Madakasira & Hiriyur-Tavarakere Sections.

Financial Eligibility Criteria: The Tenderer shall be eligible only if he fulfils the following Standard Financial Eligibility Criteria FOR WORKS COSTING ABOVE Rs.50.00 LAKHS: The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where, V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. Client certificate from other than Govt Organization should be duly supported by Form 16A/26AS generated through TRACES of Income Tax Department of India. No Technical and Financial credentials are required for tenders having value up to Rs. 50 lakhs. For tenders costing more than Rs. 20 crore, eligibility criteria include bid capacity also as specified in Clause 10.3 of IRSGCC April 2022-PART-I, "Regulations for Tenders and Contracts - For the Guidance of Engineers & Contractors for Works Contracts." The tender/technical bid will be evaluated based on bid capacity formula detailed in GCC document. The tenderer will be qualified only if its available bid capacity is equal to or more than the total bid value of the present tender

In support of Financial Eligibility Criteria: The tenderers shall submit requisite information as per Annexure-VIB, vide para 10.2, Part I of GCC 2022 along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet

Special eligibility criteria for the supply of AFL: To be eligible to supply AFL, manufacturers must meet all the following requirements: 1. Compliance with RDSO Specification: The item must be supplied in strict accordance with the RDSO specifications no. TI/SPC/PSI/AFL/0240 or latest. Proper compliance documentation should be included to verify conformity to relevant RDSO specifications. 2. Field Trials: The manufacturer must have conducted field trials for a minimum duration of three months specifically on 2X25KV systems utilized by the Indian Railways or Dedicated Corridors. These trials should demonstrate the effectiveness and reliability of the system under operational conditions. 3. Completion of Trials: It is essential that the field trials are fully completed before the prescribed time of the tender opening. 4. Prototype Approval: The manufacturer must have successfully completed the prototype tests for the AFL from the RDSO before supply of the same. 5. Dealer Quotations: if a manufacturer chooses to submit their product through an authorized dealer, they must require a specific authorization letter. This letter should clearly state the authorization for the dealer to act on behalf of the manufacturer, ensuring transparency in the procurement. 6. Exception: As stipulated in the latest RDSO specification No. TI/SPC/PSI/AFL/0240, firms that have successfully completed prototype testing and field trials or have installed and commissioned AFL on a 2x25 kV AC traction system of Indian Railway or DFCCIL, are deemed eligible to supply directly without undergoing field trial. However, successful type testing by RDSO remains mandatory.
