Design, manufacture and supply of Electronic Interlocking (EI) system-Distributed type (minimum 2 Goomties with one central location with hot standby complete as per RDSO specification no. RDSO/SPN/192/2019 Version 2.0 & RDSO/SPN/203/2011 Ver 1.0 (applicable for big yards only) with latest amendment, and Special conditions of contract mainly consisiting of Cenral Processing Equipment, Interfacing Equipment/ Relays as per requirements and hot standby with Dual VDU [two nos. of industrial grade high resolution VDUs (55'' or higher size -4K) for operator console at central location i.e. at R&D Yard. Scope of Supply against this item includes all the indoor equipments necessary for successful functioning of EI system, mainly consist of but not limited to followings:-
1. Microprocessor equipement/ 2. I/O cards with card cage and motherboard. 3. Power supply cards for EI and Object Controllers. 4. All types of connectors and couplers as required. 5. Modem and optical switches as required for communication between two EI equipments over OFC. 6. Industrial grade PC & CPU for operator interface. 7. Maintenance Terminals (PC & VDU as maintenance console-42'' (Industry standard PC) alongwith counter box. 8. All types of relays required for interfacing, interconnecting cables and jumper wires, objects controllers. 9. Relays and timers required for system changeover circuit. 10. ECRs suitable for LED signals. 11. DC-DC convertors (input voltage 110 V DC and output voltage as required). 12. All types of indoor wires as required. 13. All types of indoor terminals and fuses as required except terminals for main CTR. 14. Racks for mounting EI equipments and interfacing relays. 15. Termination rack for indoor cables. 16. Fixture, mounting arrangements, Ladders for wire run and other accessories as required. 17. Softwares used for designing, configuration , maintenance, data logging and fault diagnosis of EI system. 18. Protective devices like lightning protectors for DC and AC supplies, isolator/ convertor for serial communication etc. 19. Documents and manuals as per RDSO/SPN/192/2019 para 10 in three sets. 20. UPS with minimum 1 hour backup each for VDU-A, VDU-B & MTC at the Central location and Goomties. 21.
NOTES:- 1. The optical fiber connectivity with fiber management and diagnostic analysis system shall be provided to connect EI with SM room PC terminal. Power supply arrangement required for the EI should be arranged by the tenderer. All interface relays for EI shall be supplied by tenderer.
1. Variation in Bits and variation in number of routes upto (+) 10% shall have no cost bearing. (Tentative SIP is enclosed for yard). This provision of hot-standby arrangement must have the supply, installation and commissioning of associated cards for the above arrangement such as communication card, synchronization card and others cards as required with supply & installation of supporting software and drives, etc. (Module wise rates, inspection authority and quanity has to be enclosed in a seperate sheet, without which offer will not be considered). Embedded industrial grade fan less PCs should be of rugged and reliable type like MOXA series V 2406, Kontron MPCX28R, MEN BC50M or similar with compact flash drives in non-AC and in normal environment to be used. Minimum requirement of Embedded PC for EI shall as per RDSO TAN no. STS/E/TAN/3007 dated 2.11.12. 2. The slotworking with adjoining Unchahaar and Arekha Stations of IR's for reception and despatch of trains shall be included in this system.
Supply of all spares to the extent of 10% of that supplied against item no. 1 subject to minimum of one, for the cards/modules, connectors/couplers, fuses & relays used in the EI system at Inplant yard. It shall include spares for all types of LED's , Buttons & Dominos used in control & indication panel. Item-wise details of spares to be supplied with unit rates should be listed out by the tenderer along with offer.
Supply of Laptop based work station for data inputs & configuration, simulation and functional testing, diagnostics, trouble shooting and commissioning of EI system, complete with necessary softwares preloaded.
Supply of Instruments / Tool Kits for EI*
Tool kits and Measuring Instruments for Technicians / Junior Engineer for testing & maintenance and repair at site as specified by Original Equipment Manufacturer. * Above items includes suitable cabinet for storing tools to ensure longer life.
Supply of Networked DataLogger for monitoring status of impotant relays, complete with processor module to monitor 1024 digital and 64 analog inputs at Central EI, as per spec. IRS:S-99/2006 or latest RDSO specification at Central EI & including CMU, FEP, Data Logger PC, Monitor at Control Office, power supply of adequate capacity, battery, modems and fault diagonostic software for failure analysis, President rack of suitable size. It should have port for E1 CONNECTIVITY for sending DATA to control office. This includes:- Supply of one no. composite computer-[printer table, UPS : 1 KVA Online UPS for 30 min backup with make numeric or Emerson or Similar and Printer and one no. operator chair. Supply of Interconnecting cable between Contacts and Data logger- this can be either 60/40 indoor cable or jumper wire as per IRS:S-76/89 or latest RDSO specification as requirement. Supply of Interconnecting cable between CMU and Datalogger. Data logger server at Control office with minimum configuration. a) Processor : Intel Xeon Silver 4208 2.10 GHZ or better b) Cache : 12MB Cache c) Memory : 32 GB RDIMM, d) Hard Drive : 4 x480 GB SSD 15K RPM or better e) Optical Drive : DVD+/-RW, SATA, Int Raid : PERC H730P RAID Controller f) Network Card : 1 Broadcom 5720 Quad Port 1GbE BASE-T, RNDC g) Power Supply : Redundant Power Supply h) Key board : USB Keyboard i) Mouse : USB Mouse j) Monitor : 21.5” Monitor or similar k) Security Software : Kaspersky Server edition l) SYSTEM Make : HP/DELL or similar m) NMDL software: Suitable for networking of dataloggers installed in the section.
Note: Data loggers shall be provided at central EI and both the goomties as per the instructions of Engineer-in-charge. Data logger should confirm to Clauses 5.15 of RDSO/SPN/192/2005 or latest & data logger Spec. IRS:99/2006 or latest. Modems required for networking of data logger shall be supplied by the contractor. Networking shall be preferably through E1 modems. The data logger shall consists of protocol converters and adequate capacity of digital and analog inputs. Networking of Data logger ot the control room shall be done by Contractor. A separate PC of approved specification with 80 column dot matrix printer/laser jet printer shall be provided for each data logger as per the approved specification. The data logger PC shall be separate, it shall not be combined with any other PC of VDU or Maintenance Terminal PC. The RTC of data logger should be updated/ synchronized with EI systems and it shall be possible to log the events in chronological order in case of use of either single/ multiple EI with Data logger. The data logger shall be inspected by RDSO. In Case of EI installation, the data logger is for logging events outside of EI and full digital input must be supplied. Interface connection with EI is part of EI. The data logger will transfer its own data along with EI data to central monitoring unit by using E1 connectivity. EARTHING SYSTEM
Supply, Installation, testing & commissioning of Ring Earth for El system which includes supply of all components of earthing & bonding system like earth electrode, earth enhancement material, earth pit, equipotential earth bus bar, connecting cables and tape/strips and other associated accessories in accordance with RDSO Specification No. RDSO/SPN/197/2008 or latest consisting minimum 08 Nos_ of earth pits connected in a ring to achieve less than 1 Ohms earth resistance for connecting El equipments, relay racks, panel, power equipments as per Signal Engineering Practice. Diagram of ring earth should be supplied
to IRCON for approval before execution. All related materials as recommended by RDSO in Specn. No. RDSO/197/2008 or latest, will be supplied by contractor. All connecting wires (like power cables etc) shall be supplied by the contractor. NOTE: 1- Earthing arrangement for El must be as per latest RDSO guidelines issued by Rly bd. vide letter No. 20081Sig/G12 RDSO dt 21.06.2011 & technical advisory note(TAN) & OEM's requirement. 2. One Set of Ring Earth shall consist of minimum 08 Earth Rods alongwith all associated materials. 3. Supply and Installation of MS strip (35mmX6mm)for connection of conventional earth (apxt 2138 kgs.shall be included in this supply). 4. Supply and Installation of Flexible Wire copper multistrand, 35 Sq.mm. PVC insulated, insulation thickness of 1.5 mm +/- 0.15; conductor resistance not exceeding 0.780 ohms per KM at 20 degree centigarde ., over all core diameter 10.2 mm +/-0.25 conductor diameter 0.40 mm +/- 0.005., number of conductor: 196 and test parameters as per specification no. IRS:S-76/89 Amenth 3 - for connecting main earth electrode to MEEB (Green Colour Required)- 15 Coils shall be included in this item.
Supply and Installation of Earth electrode assembly and concrete encloser with cover as per drg. No. RITES/SIG/GEN/013-98 and RITES/SIG/GEN/014-98 respectively. This includes providing connection to location box, signal unit, block instruments, cables etc. through GI wire 8 SWG suitably sparated on MS flats size 30 x 3mm as per drg. no. RITES/SIG/GEN/015-98, RITES/SIG/GEN/016-98 & RITES/SIG/GEN/017-98. This includes: (i) Diging of pit in earth 3m deep. (ii) Casting of cement concrete enclosure as per drg. no. RITES/SIG/GEN/014-98. (iii) Soil treatment as per standard practice involving supply & pouring of salt & charcoal. (iv) Connecting the equipment hrough earth lead wire & soldering. (v) Supply of cement, wiring material & soldering material.

Supply and installation of maintenance free single earting for DAC Equipment. All the materials required shall be supplied by the contractor including cadmium bronze for connection between earth electrode and equipment box. Resistance value shall be less than 1 ohm.
Supply of Active lightning arrestor of Class 'A' for building protection as per standard NF C 17-102 (of 2011). It shall work on Advanced Early Steamer Emission (ESE) principle and shall be made of Stainless Steel with a AT of 60 micro Sec or more. The system should be so designed to be capable of protecting against direct lightning point as well as conducting/diverting it to Earth completely after tracing the lightning in advance. The air terminal should be of 1,000 mm length with 150 mm dia. (approx) and verified and tested from International lab for more than 100 kA current discharge. The system shall consist of: (i) Early Streamer Emission Air Terminal with following features:
Supply of Automatic Media changeover System of modem working on redundant channels for data transmission on OFC/ Quad for seamless operation of UFSBI over multiple media as per RDSO specification no. IRS/S/104/2012 or latest.
Supply of Modem compatible with existing UFSBI System to work on backup media. The back media can either unframed 2 Mbps El Channel from STM or on VF-channel from P-Mux or direct dark Single mode optic Fiber Cable upto 30 Km.
Supply of Industrial Grade El interface inbuilt media redundancy and auto switch over on Quad and RS 232, having unique addressing for over for each pair for UFSBI system compatible with all RDSO approved firms.

Supply of High Availability Single Section digital axle counters (HASSDAC) with Dual sensor system as per RDSO/SPN/177/2012 version 3 or latest. This includes the supply of High frequency web mounting type Tx coil/Rx coil, VR/PR Box duly wired, Vital relays, PR Relays, Clamp with deflector plates & hardware, Dual display reset box with auto resetting facility, Surge voltage protection devices and filter card to be mounted on din rail etc as per OEM for complete installation & testing & commissioning of (HASSDAC) system NOTE: One set of HASSDAC system will include equipment required to monitor One Up line or One Dn line of a full Block Section between two stations. Inspection: RDSO Inspection Charges: Borne by Railways. Payment Terms: 100% after Supply.

Any spare left will be handed over to the client.

DIGITAL AXLE COUNTER
Supply of Multi Section Digitial Axle Counter System (MSDAC) complete system as per RDSO Specification No. RDSO/SPN/176/2013 (Version3) or latest and manufactures specifications consisting of:- 1) Central evaluator Unit. 2) SM's Reset Panel. 3) Field unit along with web detector 4) Centralised High Voltage DC-DC convertors 5) Final track clearance relay for section along with accessories equipped for detection points and track section. 6) MSDAC diagnostic PC 32'', full HD, commercial grade, which works on 110V/230V AC 7) Warning boards with Retro Reflective High intensity film (IS 9002 certified for consistent quality with minimum guarantee life of 5 years) of yellow background and Black letters of suitable size reading “Uninsulated Trollies & DIP Lorries Prohibited. TT Machine Driver! Beware of Axle Counter” in bilingual of size 1000mm X 600mm X 3 mm shall be provided on either side of each MSDAC DP with concrete base of size 300mm X 300mm X 300mm. This board shall be made up of Aluminium alloy sheet of thickness 0.25 to 0.30mm with 3mm x 25mm M.S flat welded at the borders and fixed to MS angle of size 75mm x 75mm x 6mm of 3 mts length with nut and bolt. Minimum reflectivity of Retro Reflective High intensity film shall be 250 for black / yellow and must able to withstand the climatic tests as per IS9000.

Wherever several cables of different catagories have to be laid in the same path, all cables shall be separated with brick through out the length, instead of seperate trench in the concerned area. This also includes: Covering of laid cables in trenches by a layer of 550mm thick loose before covering by split DWC pipe approximately. Disposal of soils, clearing of roots, bushes, etc in all types of soils. Laying of cable route markers along with the cable route as per the instruction of site incharge.

Where cable is laid in HDPE pipes, no protective bricks are required. The same procedure will be adopted after the cable in laid at site without which no payment will be made to the contractor. If the insulation resistance after laying of cable is less than the reading previous meggering report. The contractor will have to repair or replace the defective cable at his own cost for which no charges will be paid.

Providing Heat Shrinkable joint for all type of S&T cable with contractor's all materials. After jointing the cable through test such as insulation test, Continuity cable losses etc. to be carried out jointly with the Railway Engineer. If any defect or any damage observed during jointing, the contractor should redo the joint free of cost.
