Comprehensive Electrical Maintenance of Electrical Installations (Residential & Non Residential) including Security lighting system at New Court Building, Old Chief Engineer Office Building at City centre, Chief Engineer (Roads) office cum Bunglow (Ahana Bunglow), Magistrate Quarter, Durgapur Circuit House, Durgapur Inspection Bunglow, S.D.O Bunglow, Excise Liquor Godown, SDL & LRO Office and other Govt. offices within the jurisdiction of Durgapur Electrical Section II, PWD under Durgapur Electrical Sub-Division, PWD as per attached terms & conditions in weekdays as well as in all Saturday + Sunday + Holidays. The agency has to depute : i) 02 (Two) Nos. Electrician (Skilled labour) having I (a), I (b), II, IV workman permit issued from WB licensing board and 02 (Two) No. Helper (Unskilled Labour) for 1st shift or in the shift as per direction of EIC.
Terms & Conditions:- 1 Maintenance & up-keeping of the above electrical installation in safe and proper working condition. 2 The contractor has to depute 2 nos. skilled electrician per day (in one shifts) possessing valid proper workman permit having part-i (a) , i (b) , iv & v from Directorate of Electricity, Govt, of West Bengal, 2 nos. assistant wiremen per day and having sufficient experience in the said job for carrying out the maintenance work smoothly with due regard to the safety. 3 The skilled electrician will supervise maintenance of the whole Electrical installation incl. maintaining proper Log book. 4 Separate Log book is to be maintained for L.T. installation & H.V. installation. The daily record of the Log book is to be signed by the head electrician of the contractor and verified & signed by concerned Junior Engineer, P.W.D (Electrical) & Assistant Engineer, P.W.D (Electrical) and the same should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills.
5.Recording of various electrical parameters of different L.T. panel board, BDBs, Main switches etc, recording of different parameters of 11KV H.T. Sub-Station (2 nos. transformer) equipments, testing of Insulation Resistance, Earth Resistance etc. are to be put-up in Log book in regular manner and the necessary working report in this respect to be submitted to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical) everyday. Infrared Thermometer should be used in measuring temperature of electrical equipments like Transformer, H.T. VCBs, BDBs, L.T. panel boards etc. regularly to find out any abnormalities and that measurements are to be recorded in Log book compulsorily in proper way everyday. 6. All the fittings, fixture, panel board, PBDB, SPNDB, Main Switches & other Electrical installation inside all the block/floor/bldgs etc. as well as for compound lighting installation must be kept in a tiptop condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost.
7 Checking & Maintenance of Modular switch /piano key type switch, angle holder, ceiling rose, fans, light fittings etc.complete for their safe and proper functioning. Maintenance work in respect of the above said electrical installation requires free supply of petty materials like fuse wire, insulating tapes, screw, washers, small nuts & bolts etc. to ensure the smooth running of the installation as per instruction of concerned Executive Engineer, Assistant Engineer, Junior Engineer PWD. 8 d) The repairing of the different type of light fittings, ceiling fans, exhaust fans etc. have to be done by the agency incl. dismantling and re-fixing the same. (materials to be supplied by Department). Rewinding of different types of fan is not in the scope of contract. 9 In case of any breakdown caused by cable fault etc. if situation demands the agency will have to restore the power supply either with the materials available with this department or arranging the same temporarily and safely till completion of original restoration work.
10 In case of power failure or development of any unfavourable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to concerned WBSEDCL authority in restoration of power supply. Meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer. 11 Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency with a view to cause uninterrupted power supply at different buildings in the contract. Any negligence in the part of the agency in complying with any of the above-descrided terms & conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot of thereafter (even after payment). 12 In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording & reporting to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical)
13 The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc. 14 Required tools and tackles ( Such as Thermal Imager, Insualation Tester ( 1 kV & 5 kV ) and Earth Megger, differnt size cable crimping machine, misc. tools like screw driver set, allen key whench, piller set etc. should be supplied by the concern agency to the staff & worker for smoothly maintenance work. 15 All the maintenance staff of the contractor should have proper & constant vigilance and check that- there is no sign of heating-up, burning smell, decolouration or sparking at any of BDBs, panel boards, rising main etc. due to overloading or loose termination. Care should be taken to check any highly imbalance loading at any point. 16 Maintenance materials for permanent restoration viz. Incandescent Lamps, Main Switches, Power DB, SPN BDB, Main & Sub Main Cables, Flourescent Tubes, Chokes, Ignitors, Condensers etc, will be supplied by the Department and the dismantled unserviceable materisls are to be deposited to the concerned Junior Engineer against which fresh materials are supplied by the Department.
17 The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in repair / replacement cause trouble in the system & hampering of the day to day maintencne work thereof. 18 The agency must have a routine check up of the entire system to prevent any damage / fire hazard due to loose contact in the Electrical Installation. 19 Insulation test with the help of Megger for the entire Electrical installation as well as earth resistance of the earthing installation are to be carried out in the presence of concerned JE/ AE and the result thereof is to be fusnished by the E I C. 20 The agency will keep all the sub-station rooms, HT switch gear, Transformers, LT Panels, other LT Switches, distribution boards etc. in neat and clean condition.
24. The agency will also have to attend immediately emergency calls at the site with staff, tools etc. on demand. 22 Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. 23 The agency must have their office & Telephone contact with Mobile no. in Burdwan/Durgapur /Asansol and the same should be intimated to this Department in writing. The telephone call should be responded without delay. 24 The Agency must maintain a log book for recording therein the nature of work done, materials replaced etc. as per direction of the E I C. the Log Book must be signed by the concerned JE on each day , the log book should be sent to the Executive Engineer concerned thouugh proper channel at the time of submission of bills. 25 Failing of compliance of any of the above mentioned points this Department possesses the right to deduct the cost from the bills of the agency on prorate basis determined by the E I C.
26 To keep close watch on overall condition of the E I and performance of different accessories & submission of periodical report to the Junior Engineeer, PWD concerned. 27 The agency has to depute total Two (2) Skilled Electrician and Two (2) Unskilled Electrician as helper with a licensed Electrical Supervisor having competency certificate from respective authority in each shift as directed by the E I C for carrying out the maintenence work smoothly as per instruction of E I C including holidays with due regard to the safety of the maintenence staff. 28 The on-duty maintenance staff must wear specially designated fluorescent coated outfit denoting PWD (Elect) clearly provided by the agency. 29 The agency should depute his supervisor to supervise the whole electrical components in the whole campus as per scope of the works. 30 Space for accommodation of staff of the agency will be provided by the competent authority. 31 The Agency is required to submit a copy of challan for permission of the Junior Engineer before taking any material out of the premises.
32 The agency should be responsible for any damage in the installation due to mishandling / mal operation done by this staff and shalll be aliable for the compensation for the same which would be recovered from the bill as per direction of E I C and the acccused staff should be replaced immediately. 33 The Agency should must submit P F and E S I 's challan and payment acknowledgement document of the respective labours during submission of bill. 34 The agency shall maintain one attendance register at site, to be signed regularly by the staff on duty and the same should be authenticated/verified by the concerned Junior Engineer.
35 Bills should be submitted at the end of every three months with the certification of concerned Engineers on satisfactory completion. 36 Valid workman permits, electrical license, Identity proof etc. are to be furnished for each electrician/workman, helper engaged by the agency alongwith the name & contract mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer (Electrical), Assistant Engineer (Electrical) & Executive Engineer (Electrical), PWD. 37 The Contract may be terminated with one month's notice from either side. 38 Total safety and security of the staffs concrned liable to the agency. 39 The agency have to obey the labour department rules & regulations strickly 40 The agency will have to immediately replace any or all members of the electrical maintenance staff, who has been reported against.
41 The agency shall provide photo identity cards to all the maintenance staff employed, including substitutes. 42 The rates should be quoted both in words and figures inclusive of all taxes on monthly basis. No quotation with price variation clause will be accepted. Rates offered should be stable for the entire period of maintenance. 43 If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor.
