Eligibility in terms of Turnover The Tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where _ V = Advertised value of the tender in crores of Rupees. N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VI(B), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant / Certificate from Chartered Accountant duly supported by Audited Balance Sheet. a) Attested certificates(s) issued by Executive or Nominated Authority of the government departments or Semi- Government/Public sector undertakings for the value of the work done for them during the qualifying period including current financial year certifying the bill amounts paid Agreement wise and Date-wise or attested photo copy of such certificate. Such certificates will be accepted only from Govt./Govt. bodies/ PSUs authorities. Certificates issued by Private Bodies will not be considered. b) Audited balance sheets clearly indicating contractual receipts from works done for Govt./Govt. bodies/PSUs/Pvt. Organization in the P& L Account of the balance sheet duly certified by the Chartered Accountant for the completed financial years. For the current financial year, Provisional balance sheet issued by Chartered Accountant, clearly indicating contractual receipts and supported by Income tax form -26AS. NOTE: (i)Financial Year shall normally, be reckoned as 1st April to 31st March of the Next Year. However, for Turnover Criteria, the Financial Year as applicable to the Company/Tenderer is to be considered, if it defers from the above. (ii)Current Financial year is reckoned as the incomplete Financial year in which the date of tender submission falls. (iii) Chartered Accountant statements duly indicating yearly receipts will not be considered until and unless backed by Audited Balance sheets or Provisional Balance sheet with 26 AS statement of Income tax Department. (iv) If the tender is not accompanied by the certificate( s) in support of financial eligibility as above, the tender shall be rejected. (v) Attestation of documents may be self attested or attested by a Gazetted Officer.

Tenderer shall submit certificate of authorization from the OEM. This is a single tender for Comprehensive Annual Maintenance Contract with OEM's authorized dealer. The standard technical eligibility criteria and similar nature of work are not applicable for this tender. However, the following Special Technical Eligibility Criteria shall be applicable for this tender. Special Technical Eligibility Criteria. 1.The tenderer should be OEM of Simulators or his authorized service dealer/authorized partner in India for Simulators. 2.The Tenderer must submit Authorization Certificate from the OEM for Simulators with validity of authorization to cover entire period of proposed AMC 3.In case, the validity of authorization does not cover the entire period of proposed AMC, the authorized dealer/authorized partner in India should submit an undertaking along with the offer to the effect that necessary extension of the validity of the authorization would be ensured before the expiry of current validity. Notes: a)If Authorized service dealer/authorized partner in India is participating in this tender, shall submit a copy of authorization letter from OEM to participate for the subject tender and OEM shall clarify that no other authorized dealers/authorized partner in India are not authorized for participation of the subject tender. b)Offers without valid documentary evidence ie., valid Authorized dealership/authorized partner in India certificate & tender specific authorization issued by OEM to authorize service dealer/authorized partner in India for Simulators shall be summarily rejected. c)Post Tender correspondence shall not be entertained in any case. Railway shall not call for any clarification regarding the credentials from the contractor (s) after the tender is opened d)Even if the tenderer(s) is/are working contractor(s) of the Division also if he/they do not enclose the required certificate his/their offer will not be considered

The tender schedules is inclusive of GST.and the documentary evidence must include the receipt/challan in proof of payment of GST and a self certified statement with details of contract i.e., agreement No./Acceptance letter No. along with name of the work duly indicating the amount of GST actually paid by the contractor to the Government of India which should tally with the e-challan.

Information/ certificates required as per Tender document for partnership deed, Article of association, MOU, JV AGREEMENT, Proprietary firm etc.

Self Attested copy of Experience Certificate of Previous Work Done -The bidder should submit documents related to completed/on-going similar service contracts during the last three previous financial years and the current financial year along with the details of payments received and percentage penalties imposed therein, to classify the completed/ on-going similar service contracts.

All terms and conditions in the tender document are binding on the tenderers.
