Running contract for Manufacture and Supply of Isolated/offsize PSC Sleeper 1in12 Turnout to Drg. No T-4218, 1 in 8.5 Drg. No. T-4865 and Derailing Switch Drg.No.T-6068

Special Eligibility Criteria

   1 .Only Concrete Sleeper Plants (CSPs) certified by RDSO for undertaking production of both 1 in 8.5 and 1 in 12 Turnout sleepers for IR will be considered eligible for placement of bulk orders against t h i s tender. In case the CSP is approved only for 1 in 8.5 or 1 in 12 turnout, the corresponding CSPs will be eligible for development order placement only. 2. Existing manufacturers quoting for supply from a new location after shifting their existing plant should have prior approval for supply from new location as per instructions of Railway Board vide letter No. 2004/Tk-II/22/11/5 dated 22.02.2006. Plants, which have already been permitted for shifting of location but have not shifted/started production from new location, even after lapse of one year or more from date of issue of permission letter, shall not be eligible to quote from old location. They will be eligible to quote from new location only if they have already obtained the RDSO certification of Plant at new location, before the date of tender opening. 3. Those plants will be considered "closed", which have not manufactured any type of sleepers (mainline, Turnout, special sleepers) for more than five years reckoning from the date of tender opening. Such plants will not be eligible for tender. 4. Tenderers must mention the name and address of Concrete Sleeper Plant from where manufacture and supply of sleepers are to be done. CSPs which are under control of other railway (Not controlled by NWR) to mention the name of FOR station (opened for commercial loading of PSC sleepers) as defined in para 3 of special condition of NIT.

   Tenderers are required to submit details of similar supplies completed against last Five Years and details of supplies against the present contract along with documentary evidence in support.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   1.Clarifications, if any, regarding specifications etc. may be obtained from Office of PCMM/HQ/NWR 2.A copy of relevant specifications and drawings can be obtained on payment by the tenderers from the Director General (Track), RDSO, Manak Nagar, Lucknow. The relevant drawings and specifications can be seen in the office of PCMM/HQ/NWR

   The Standard Technical requirement STR for PSC sleepers 2025 shall be referred at" Schedule of Technical Requirement" document appended with this tender.

   The Specification IRS T-45 4th rev March 2021 for PSC Turnout Sleepers Specification shall be referred at" IRS Specifications for PSC" document appended with this tender.

   The contractor shall be GST compliant and claim the applicable GST in their bills, which will be paid by the Railways.

   Bidders to note that the consignee mentioned under heading item detail-"ANYWHERE IN JODHPUR DIVISION OF NWR" shall be read as -SSE/CSP concerned. The complete address and quantities to be delivered to each of the consignees and the bill passing/paying officers will be mentioned in the purchase/supply order.

   Tenderers are required to submit details of similar supplies completed against last Five Years and details of supplies against the present contract along with documentary evidence in support.

   The bidders are instructed to quote ZERO freight charges since the tender is meant for FOR station delivery as already defined in NIT . In case freight element is quoted by any firm despite these instructions, Railway will not consider the freight for the purpose of inter-se ranking and offers will be financially evaluated purely on inter-se ranking ignoring the freight element.

4. 4

   The quoted rate would also include the cost of transportation of finished sleepers to FOR station and loading into the wagons/road vehicles at the FOR station in accordance with the approved drawing including the cost of handling involved in the process. The Cost of wooden packing as per drawings will be borne by the contractor. FOR station shall be- (i) Works siding/Nearest loading BG station of NWR for CSPs under the control of NWR (ii) Any loading BG station (opened for commercial loading of PSC sleepers) of NWR for all other CSPs which are under control of other railways.
