Overhauling of KEPCO make master controller ASM Dynamic Brake unit in schedule (Y-3 & Y-6 schedule) of HHP locomotives for 03 years at Diesel shed Abu Road

As per Railway Board Letter No. 2011/M(M&P)/7/2/Guidelines (originally dated 23.08.2012 and reaffirmed on 23.01.2020) technical and financial eligibility criteria may be dispensed with in case of bidders who are either OEMs or sources approved by RDSO for related works contracts. For claiming this relaxation, OEM/ RDSO approved sources must have to submit supporting documents. For all other bidders, the following eligibility criteria shall be applicable: Financial Eligibility Criteria as per Clause 18.2 of Tender Document and Clause 10.2 of GCC The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers must submit requisite information as per Annexure-VI of Tender document, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

For all other bidders, the following eligibility criteria shall be applicable: Technical Eligibility Criteria: as per Clause 18.1 of Tender Document and Clause 10.1 of GCC for Works 2022 (a) The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: GCC April 2022 (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Similar Nature of Work is defined as- "Manufacturing/ overhauling/ rehabilitation/ major repair or servicing/ AMC of master controller units/ ASM Dynamic Brake units installed in HHP/ Electric locomotives/ DEMU/MEMU or other rolling stock in Indian Railways". Annexure-V must be completely filled in all respects with seal and signature of issuing authority

Tender shall pay requisite tender fee and EMD on IREPS or submit document in support of exemption of payment of tender fee and EMD.
