Design, manufacture, testing, supply and installation/demonstration of 01 set of Insulated Aerial Work Platform mounted on a vehicle, Insulated Scaffolding System, Sky Ladder vehicle, Tools Transportation vehicle along with 400kV Hot line maintenance tools- 138 items for Hot/Live line Maintenance system for Transmission Lines & Substations upto 400kV voltage class required at Hotline Sub-division, KPTCL, Shivamogga conforming to KPTCL technical specification along with AMC for 5 years

The Tenderer should be Original Equipment Manufacturer or authorized Agent/dealer of the Original Equipment Manufacturer of the Insulated Aerial Work Platform and Scaffolding system for live maintenance of EHV transmission lines and Sub-stations and the Original Equipment Manufacturer shall have a minimum experience of Five years in the field of Manufacturing, Testing and Supply of Insulated Aerial work platform and Scaffolding system of 400kV or above voltage class. In case Tenderer is an authorised agent/dealer, the authorized Agent/Dealer should upload a letter from their manufacturer certifying that they are the authorized Agent/ dealer of the manufacturer. Further, the authorized Agent/dealer of the manufacturer and OEM shall upload a legally enforceable deed of undertaking on non-judicial stamp paper of Rs.500/- to guarantee quality, timely supply and performance and warranty obligations as specified in the tender as per the enclosed format

Tenderer/Manufacturer should have supplied at least 1 Set of Insulated Aerial work platform and Scaffolding system of 400kV or above voltage class of the offered make to State / Central owned Transmission Utilities/ Generation Utilities/PSUs/ Private Transmission utilities.Tenderers shall have to upload the supporting Documents such as Purchase order copies, order completion certificates/ performance certificates

The Average Annual Financial Turnover of the Tenderer for best three years out of last preceding five financial years (2020-21,2021-22,2022-23,2023-24 and 2024-25) should not be less than the Amount Put to Tender ie., Rs. Rs.2198.55Lakh. However, it shall be Rs.1099.27Lakh in respect of Micro & Small Enterprises. The Tenderer shall upload audited annual financial statements such as Profit & Loss statements, Balance sheets for the above period duly certified by a Chartered Accountant. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.

The Liquid Assets as on last date of previous month of tender inviting date or at a later date before submission of the bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facilities in any Nationalized/scheduled Bank shall not be less than 25% of the amount put to tender ie., Rs.549.64Lakh. However it shall be Rs.274.82Lakh in respect of Micro & Small Enterprises. The cash at bank, term deposits and availability of fund based credit facilities shall be supported by a certificate issued by Nationalized/ Scheduled Bank and same shall be uploaded. If the Tenderer has banking with more than one Bank, then the available liquid assets mentioned above on a particular date i.e., as on last date of previous month of tender inviting date or any date before submission of tender shall be the same date for all the banks. In case of Fund based credit facility, the certificate issued by the Nationalized/ Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on last date of previous month of tender inviting date or at a later date, before submission of the bid shall be uploaded. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.

The Tenderer shall be individual Proprietorship firm or partnership firm or Company Registered under Companies Act 1956/2013

The Tenderer should have Goods and Service Tax (GST) registration and shall upload the necessary supporting document to establish compliance for having GST registration

The Tenderer shall upload the performance certificates (for offered make) for atleast 1 Set of Insulated Aerial work platform and Scaffolding system of 400kV or above voltage class issued by State /Central owned Transmission Utilities/ Generation Utilities/PSUs/Private Transmission utilities. The issuing officer of performance certificates shall not be below the rank of Executive Engineer or equivalent Division head. The performance certificate shall indicate all necessary details such as rating of the material/equipment, make, model, date of commissioning etc., in order to show that the material/equipment specified in the present enquiry were in successful operation for atleast a minimum period of two years as on the date of bid submission. Tenderers shall have to upload the relevant performance certificates

The Tenderer shall upload Guaranteed Technical Particulars of material/equipment specified in the present enquiry in the prescribed format uploaded in Techno commercial sheet, failing which the bid document is liable for rejection

The scope of the Tenderer also covers obtaining necessary statutory approvals from RTO Karnataka for the Vehicle. The Successful Tenderer shall register or transfer the vehicle in the name of KPTCL consignee division & RTO Karnataka Registration charges of vehicle & Insurance charges shall be borne by the successful Tenderer only. Tenderer shall upload an undertaking in this regard

The Tenderer or OEM shall have full-fledged service centre in India for complete after sales service of the Tendered Material/Equipment. The complete after sales service of the Tendered Material/Equipment shall be provided within reasonable time and the same has to be guaranteed for the entire contract period. The Tenderer shall upload the details of service centre in India

Manufacturers who are subsidiaries and have recently established production line in India for the product for which bids are invited, can also be considered as meeting with the qualifying criteria, provided the parent company(Principals) who possess QR as mentioned above from clause.8 (i) to (ix) of NIT agrees to furnish either jointly with the Tenderer (subsidiary) or separately a legally enforceable undertaking on non-judicial stamp paper of Rs.500/- to guarantee quality, timely supply, performance and warranty obligations as specified in the contract and also upload performance certificates for the satisfactory operation of the equipment as specified in the bid. Such guarantee(Warranty) for the equipment to be supplied shall be for a period of 02years from the date of satisfactory installation /commissioning /demonstration of equipment. Tenderer shall upload the credential of the parent company in respect of QR of clause.8 (i) to (ix) of NIT along with undertaking.

Any Tenderer/ Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. A certificate for having read the clauses specified in Section XVI of the tender documents under the heading Eligibility clauses in respect of restrictions on procurement from a Tenderer/ Bidder of a country which shares a land border with India shall be uploaded by the Tenderer/ Bidder in the following format i)I have read the clause regarding restrictions on procurement from a Tenderer/Bidder of a country which shares a land border with India, I certify that this Tenderer/Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Tenderer/ Bidder, fulfills all requirements in this regard and is eligible to be considered. Where applicable, evidence of valid registration by the Competent Authority shall be attached/uploaded.ii) I have read the clause regarding restrictions on procurement from a Tenderer/vendor having Transfer of Technology (ToT) arrangement. I certify that this Tenderer/vendor does not have any ToT arrangement requiring registration with the competent authority OR I have read the clause regarding restrictions on procurement from a Tenderer/Bidder/ vendor having Transfer of Technology (ToT) arrangement. I certify that this Tenderer/ Bidder/ vendor has valid registration to participate in this procurement. Self declaration in the prescribed format shall be uploaded

The performance of the equipments supplied by the Tenderer in the past would also be reckoned for considering the offers

The Tenderer should not have been DEFAULTED in supplies against Purchase Orders placed by any State/Central Generating/ Transmission Utility /ESCOMs/ Distribution companies or any Government Electrical Utilities/ PSUs. Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- in the prescribed format shall be uploaded

The Tenderer should not be under order of debarment/Blacklisting from participating in a Tender by any State/Central Generating/TransmissionUtility/ESCOMs/Distribution companies or any Government Electrical Utilities/ PSUs, as on the last date of submission of bids. Scanned copy of the self declaration on notarized stamp paper of Rs.500/- in the prescribed format shall be uploaded

The Tenderer should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years, A consistent history of awards involving litigation against the Tenderer or any partner may result in rejection of Bid. Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- shall be uploaded

The Tenderer shall upload the Power of Attorney in the prescribed format on Rs.500/- non-judicial stamp paper. Further Power of Attorney shall be sent in original to Chief General Manager(Technical), KPTCL, Bangalore so as to reach after the last submission date & on or before the date & time of opening Techno commercial Bids. Note: The offer of the Tenderer shall be rejected in the following cases 1.If the Power of Attorney is furnished on the stamp paper of value below Rs 500/- 2.In case the date of execution of Power of Attorney is not mentioned. 3.In case the date of execution of Power of Attorney is prior to the date of purchase of Stamp paper. 4.In case the Power of Attorney is submitted without the signature of the Power of Attorney holder and signature of the person who has authorized the Power of Attorney holder.5.In case tender documents including techno commercial sheets are signed by the different person other than the Attorney holder or the person who has authorized the Attorney holder

The offer of the Tenderer taking deviations in following clauses will be summarily rejected. Validity of offer, Earnest Money Deposit/ Bid Security ,Performance Security/Contract Performance Guarantee, Payment terms. Guarantee/Warrantee, Liquidated Damages/Penalty for delay in supplies, Stipulated Delivery Schedule, Price Basis, Type Tests, Change in offered quantity against tendered quantity

Tenderer shall upload Type Test Certificates not older than Five years as on the date of bid submission for having conducted successful type tests in a NABL accredited/ International accredited test house on Aerial platform/bucket, Scaffolding system and Hotlines tools as per the relevant standards, amended up to date. In case the type test reports are older than 5 years or if one/some of the type test reports are not available, in that case, the Tenderer shall upload an undertaking agreeing to conduct all type tests on the offered unit in a NABL Accredited/International accredited Laboratory as per relevant Standards, before commencement of supplies, if order is placed on the firm without affecting the Delivery Schedule and at no extra cost to KPTCL. In case the facility for conducting such tests is available in India, these tests shall be carried out by successful bidder in presence of KPTCL representative at no extra cost to KPTCL and without affecting the delivery schedule. Tenderers shall have to upload the type test certificates for all the type tests conducted as per the relevant standards

KPTCL may conduct Type tests as per relevant IS/IEC standards at its cost at any point of time during the contract at CPRI/ERDA laboratory. However the Successful Tenderer shall have to bear the transportation cost. The Tenderer shall have to give an undertaking to this effect
