Attending unserviceable/ non functional street light complaints (for street light/perimeter lights/high mast light/flood light etc of any type/size fitted on poles/walls/post/pillers etc) by deploying technically qualified and experienced technicians to find out defective/taking out unserviceable parts such as electronic driver, pvc insulated copper conductor cable for connecting street light fittings etc and repairing by changing the defective parts including minor repair to cable connection/loose connection, screws,nuts & bolts and insulation tap to insulate the LT joint etc and testing complete all as specified and as directed in domestic and technical area at AF Station East Jalahalli

Note : The following items are deemed to be inclusive of quoted rate :- (a) The above job shall be carried out by a trained electrician having ITI in electrical, documentary proof of the education of tradesman shall be produced before commencement of work. (b) Contractor or his Authorised Representative has to inspect all Street/ Security Lights on Daily basis at their own arrangement between 7.00 PM to 9.00 PM and maintain the record in Register which will be put up to Engineer-in-Charge/ JE on the very regular basis. (Every succeding day) (c) A Joint Inspection for Serviceability of all Street/Security Lights will be carried out from 7.00 PM to 9.00 PM on every MONDAY by Engineer-in-Charge/ JE (E/M)/ User along with Contractor or his authorised Representative. (d) Contractor has to arrange own moveable Generator of suitable capacity for repairing and testing of the Street/ Security Lights, defect rectification of Cables, etc. and to check the serviceability after repair. No Electricity shall be provided by the Department on this account. (e) Quoted Unit Rate shall deemed to be inclusive of attending any breakdown of Street/ Security Lights during night. Contractor has to arrange Electrician and Helper and all necessary T&P and Equipment's to remove the breakdown. Fault will be intimated through Telephone/ SMS. (j) Contractor shall provide conveyance to the employed labour for maintaining the services without any extra cost to department. (k) Vehicle mounted ladder for maitenance services shall be provided by the contractor at no extra cost to department.

(l) Materials required for the repairing of the lights shall be measured and paid separately under respective item(s) as supply only . But labour required for taking down, dismantling, repairing and replacing parts and reinstalling and testing the street lights fittings shall deemed to be included in the rate quoted. (m) Necessary T&P, Safety Belt, Vehicle, Aluminium Ladder, etc. will be arranged by the Contractor and Cost for the same shall deem to be included in the Quoted Unit Rate. (n) All safety measures and provn of all safety devices, first aid box etc shall be provided by the contractor. Contractor will be solely responsible for full safety of the tradesmen deployed for providing the services and department will have no liability for any type of accident. Unit rate quoted will be deemed to include the cost of the same and no extra payment shall be made on this account. (o) All type of T & P, PVC insulation tapes, minor nuts/ bolts/ washers etc required for maintaining the services shall be provided by the contractor without any extra cost to department. (p) Attending and repairing complaint for one light of any type shall be measured and paid as one Job. (q) Earth work (if necessary at Site) for removing of any Cable Fault will be Measured and Paid under respective Items.

(r) In case of any delay in attending the complaint more than 12 hrs after handing over routine/urgent work, the contractor shall be liable to pay the penalty as described in penalty clause given here as under. (s) The penalty shall be applicable to the contractor if the delay is noticed by the Engr-in-Charge more than twelve hrs after handing over works of urgent nature to the contractor. The Engr-in-Charge shall handover the slip containing specification of work to the contractor by lodging the time and signature of contractor be obtained on slip. The contractor shall attend the complaint immediately and shall report to Engr-in-Charge with in 12 hrs. The contractor will keep his tradesmen in stand by for attending any routine / urgent works from the executive. If the nature of job is such that the work cannot be completed within period of 12hrs then the facts shall be brought to the notice of the GE/Engr-in-Charge and the period for the working to the complaint shall be decided by the GE/EIC. If the delay is more then twelve hrs period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs 50/- per job shall be deducted from the dues of the contractor. Please note that this penalty is exclusively other then the condition 56 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt. (t) The decision of the Accepting Officer in this regards shall be final and binding.

Supply, installation, testing and commissioning of smart street light control system using GSM/Lux based technology having 12 KW 3 phase 32 amp load capacity per phase and can be operated by IVRS/SMS/lux based infrared sensor. Nature switch operation should be based on natural light lux level. Require illuminnance level for switching on is ≤ 60 lux and for switching off ≥ 10 lux. The smart unit should have 4 timers that can be set via SMS. Surge protection device (SPD) should provide protection agaist indirect lightning & switching surges. It should conform to IEC61643-11 and should have 40 KA capacity. The device should also have battery backup with minimum 24 hours backup capacity. The panel should have three operation mode :- 1. GSM mode -in this mode light should be switched as per GSM controller's preset time by user by sms , 4 clock base timer facility should be availble 2. Nature switch based-in this mode light will be switches as per nature light lux level 3. Bypass mode -in this mode light will switched on directly for testing purpose and emeregncy switching .In GSM controller there should be facility to register 4 user by sms/call and alerts will be sent on all registered number and also call back on power on/off and faults on first registered number.The Gsm controller should also compatible for cloud based data transmission for interfacing with web for future use, Password protection for Accessing the control of device via SMS/IVRS complete all as specified and directed including the following sub components & features :-

Excavation in trenches not exceeding 1.5 mtr in width and not exceeding 1.5 mtr in depth in soft/loose soil for laying of cables up to proper level complete all as specified and directed.

Returning, filling in including spreading, levelling, watering and well ramming in layers not exc 25 cm complete all as specified and directed.

Removing surplus excavated material from excavation not exc 50 meter and depositing where directed at a level not exc 1.5 meter above the starting point complete all as specified and directed.

Material and labour for Spreading ribbed soil in trenches as in cable cushioning all as per IS 1255-1983 and as directed. Note :- (i) Excavated approved soil obtained from excavation under item No 38 shall be ribbed by using sieve to separate composite particles etc as per IS and refilling in trenches before laying of cable 8 CM and 15 CM after laying of cable. This is than gently punned down to a depth of 10 cm above the top of upper most cable (ii) For the purpose of measurement only punned thickness will be considered for payment.

Material and labour for well burnt class ‘B’ bricks as mechanical protection to under ground cables laying with length of the bricks equal to the width of the trench complete all as specified and directed.

Material and labour for Cutting existing road/PCC/Drain for laying of GI or any type of pipe including necessary earth work, excavation exc 600mm depth but not exc 1mtr depth, 800mm wide including making good existing surface with 150 mm thick PCC 1:2:4 type B1 using 20mm graded stone aggregate complete all as specified and directed. Note :- The tenderer shall take into consideration for the following points while quoting rate for this item and the unit rate is deemed to be inclusive for :- (i) Earth work excavation in any type of soil (ii) Returning, filling in, including spreading, levelling, watering and well ramming in layers not exc. 25 cm thick complete all as specified and as directed. (iii) Removing excavated material/rubbish out side MD land (iv) Laying of any type/any bore of pipe in trenches including taking down any description. Supply and laying in repair of GI pipe light grade for cable protection of size 80mm bore complete with fitting complete all as specified and directed.

Supply & Erecting in repair Mild steel tubular swaged pole 8.5 meter long 410, SP-31 complete with cast iron base plate, bracket, final taper plug, bolt, nuts & screws and painted on both side (internally & externally), external surface painted with two coat of aluminum paint over coat of primer and painting with black paint up to 1.5 meter from top of PCC 1:2:4 with 20 mm aggregate coping white colour paint as in strips of equal width with marking pole numbers by using one coat of synthetic enamel paint including necessary PCC 1:4:8 with 40 mm aggregate foundation and coping as per TD drawing etc complete all as specified and as directed. Material and labour for New Earthing complete with galvanised steel earth plate electrode 60cm×60cm.× 6mm thick, buried directly in ground (earth pit not less than 2.25 metres deep below ground level) with top edge of the plate not less'than 1.5 metres below normal ground level, connected to galvanised earth lead wire 4.0mm dia by means of bolts, nuts, check nuts and washers of galvanised iron or steel all as shown in electrical plate No. 5 connected to earthing test point all as specified including excavation earth work in any type of strata, removal of surplus excavated material, GI pipe for watering and funnel, PCC 1:3:6 type C1 chamber with RCC 1:2:4 type B1 in cover slab with GI protection pipe testing on completion including taking down old earthing material complete all as specified and directed.

Material and labour in repair for Earthing complete with galvanised steel earth plate electrode of size 600 x 600 x 6 mm thick buried directly in ground vertically to a depth not less than 2.25 mtr below ground level with top edge of plate not less than 1.5 m below ground level connected to and including galvanised earth strip of size 32x6 mm (up to 7.5 mtr length) and GI pipe 40 mm light grade for protection of GI earth strip by means of bolts, nuts, check nuts and washers made out of galvanised iron and connected to earth test point as shown in electrical plate No. 3 of SSR Part-1-2009 and as specified or indicated and testing on completion including excavation and earth work any in type of strata available at site, PCC (1:3:6) type C-1 for earth chamber, precast RCC slab 50mm thick in cement concrete (1:2:4) type B-1 reinforced with welded steel wire fabric (xpm) weight not less the (4kg/sqm) funnel with GI watering pipe of 20mm bore medium grade, wire nuts and lugs complete all as specified and directed. (c) Earth resistance tester shall be provided by the contractor. It should be caliberated from authorised company/ lab. (d) After testing if desired earth resistance of less than 5 Ohm is not obtained, the earthing will be redone at no extra cost to Govt till desired result is obtained.

Material and labour for in repairs Galvanised iron Earth strip of size 32 x 6 mm fixed on proper post insulator at the instrument end complete all as per specified and as directed.

Supply and fixing in repair test point terminal block made of gun metal or phosphorus bronze size 75x75x25mm drilled and screwed including 3 nos. 8mm dia 25mm long hex head screw all as specified and directed.

Supply and fix in repair Aluminium strip 25 X 3 mm with saddles and fixing screws etc. for roof conductors and down conductors above ground brazing at each joints between strip including saddle/Ceramic insulator/PCC block where required. all as directed.

Material and labour in repair for Copper strip 20 x 3mm thick as earthing lead fixed to wall/roofs etc all as directed. NOTE : All Joints should be joined by Exothermic Welding or Brazing.

Supply and fixing in single pointed copper franklin rod/Air Termination rod of 12mm dia 1000 mm long fixed to copper strip including drilling holes, nuts, bolts washers, Insulating mounting pads for resting/ supporting of air terminals etc. complete all as directed.

Supply and fixing in repair 40 mm bore galvanised steel water medium grade with all fitting laid in trenches/road cutting complete all as specified .

Supply and fixing in repair 20 mm bore galvanised steel water tubing medjum grade with all fitting fixed to wall and ceiling or laid in floors etc complete all as specified and directed.

Disconnecting of burnt/ damaged cables from panels/ junction boxes etc, cutting out the burnt out ends, making new end joints by supply and fixing new aluminium lugs/ insulation tapes etc and reconnecting using new nuts/ bolts/ washer etc and restoring three phase and neutral in the junction box complete all as directed for the 25 - 50 sqmm 3.5 core size of LT underground armoured cables etc complete all as specified and directed. Note :- Earth work required for extending the incoming/ outgoing cable in junction box/ panel board etc shall be deemed to be included in the unit rate quoted.

Supply, installation, testing & commissioning in repair for maintenance free chemical earthing system comprising 17mm dia copper bonded rod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducing liquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 A by any NABL accredited lab. The above mentioned rod shall be installed in 4-6 inch bore, 12 feet depth with a distance of minimum 3 meters between each installation etc complete all as specified and as directed. Make : Model HTSP 317 of safeTrode or equivalent in OBO Betterman/ FURSE/ERICO.

The quoted rate is deemed to be included the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 04 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate. (ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors. (iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate. (iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor before commencement of work. (v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH valve should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.

(vi) Copper strip of size 20 x 3 mm should be fixed on proper post insulator at the instrument end ( copper strip will be measured and paid separately). (vii) Testing of earth shall be carried out in presence of departmental and user representative and report shall be submitted to Garrison Engineer duly signed by all concern. (ix) Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintened duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained. (viii) Earth resistance tester will be provided by the contractor. Tester should be calibrated from authorised company/ lab. (x) The contractor shall given a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion. (xiii) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing per each earthing shall be retained from payment due to the contractor for the guarantee period. (xii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is mainained. (xi) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.

(xv) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination. (xvi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm. (xvii) The contractor shall submit CPRI India certified document for copper bonded rod to ensure genuity of material. (xviii) Sign board of mild steel 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing should be fixed near the earth pit after completion as directed by engr -in- charge. (xix) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.

Material and labour in repair for Earth pit cover made of heavy duty poly plastic of high grade polypropylene tested and certified by any NABL accredited lab for load bearing capacity not less than 9.2 tonnes with top dia not less than 250mm, bottom dia not less than 330 mm and height not less than 260 mm dia for each electrode pit complete all as specified and directed. Make : Model SEPC 250 of SAFE TRODE/ Electrogrip Model/ EGTEK3LC of ISG Global or equivalent in OBO Betterman/ ERICO.
