| 2.00SCOPE OF WORK : The schedules and services to be rendered and detailed in the Daily, Weekly, Monthly, Yearly report, furnished hereto, serve as a guide only and state the MINIMUM requirements. A. DAILY CHECK:- 1. Check the control panel to ascertain that it shows normal operation. Otherwise log the failure and ensure that any fault reported the previous day has received attention. B. WEEKLY CHECK:- 1. Ensure that the system is capable of operating under fire emergency conditions by operating at least one detector or call point on one circuit (zone or loop). Visually inspect backup batteries. C. MONTHLY CHECK:- 1. Checking of Battery charger of Fire Alarm Panel and set right for any abnormalities. 2. Checking of Manual Test of Hooter and set right for any abnormalities. 3. Checking of Acid level & gravity of Battery of Fire Alarm Panel and set right for any abnormalities. 4. Checking of individual zone by activation of Detector and set right for any abnormalities. 5. Conducting Mock Drill in presence of the concerned Assistant Engineer (Electrical), Junior Engineer (Electrical) & the concerned Authority. 6. Checking the loop wiring of Fire Alarm System and set it right for any abnormalities. D. ANNUAL CHECK:- 1. Check each detector for correct operation in accordance to manufacturer’s recommendation. Visually check all cable fittings and equipment are secure, undamaged and adequately protected. Record any defects in a logbook and upon completion, a certificate of testing is issued to the Engineer in Charge. 2. The whole fire detection system should be checked by the authorized Engineer/ Technical Personnel of the OEM and issue a certificate in respect to the Health of the system and its performance. The following components will be checked and measured under scope of work : i) Fire Alarm Control panel - -- 2 Sets ii) Repeater Fire Alarm Control panel -- 5 Sets iii) Graphics Software for programming the fire detection and voice alarm system ---- iv) Multi Sensing (Photo+Heat) Detector ---- a) Above False Ceiling Detector - 1218 Nos b) Below False Ceiling Detector - 847 Nos v) Response Indicator - - 1032 Nos, vi) Addressable Dual Action Manual Pull Station - 36 Nos vii) Addressable Monitor Module- 12 Nosviii) Addressable Relay Module -- 142 Nos ix) Addressable Control Module -- 29 Nos x) Fault Indicator Module--- 105 Nos, xi) Hooter cum Strob -- 29 Nos | ||||||
| 3.00ADDITIONAL & SPECIAL TERMS & CONDITIONS OF CONTRACT : 1. The agency has to depute technically qualified & experienced in fire detection system personnel [01 (one) no. Skilled and 01 (one) no. Semi-Skilled person for each shift out of three shift per day throughout the year including Saturday, Sunday & Holidays] who must be capable of maintaining log book in English and noting down the signal and intercom calls at the Fire Panel room. The maintenance personnel should have proper knowledge of functioning PA and CCTV system for necessary announcement to avoid any kind of chaotic situation. 2. The contractor shall do the preventive maintenance as per schedule of OEM and accordance to BS 5839 Part-1. No extra labour payment will be made for such works. The Agency will also be responsible for cover all inspection, mock fire drill of the system by a Supervisor or himself, who will sign and comment on the log book to be maintained by the Agency. 3. Periodical testing of all electrical connection of all smoke / heat detectors through the Main Fire Control Panel and to take corrective action immediately in order to keep the system working satisfactorily are within the purview of this contract also functional criterion of main fire panel as per existing OEM could be changed e.g. location/ detector number etc. 4. Agency has to arrange for full operational test/mock fire drill of the entire system once in every month in presence of Assistant Engineer (Electrical), Junior Engineer (Electrical) and the authority concerned. 5. Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. The agency will also have to attend immediately emergency calls at the site with staff, tools etc. on demand. | ||||||
| 3.016. Cost of any spares if required will be supplied by the Department for which requisition of Materials, signed by the Supervisor/ authorized representative of the agency, should be submitted to the concerned Junior Engineer (Electrical) well in advance except, other auxiliary items of negligible amount like fuse wires, screws, nuts, bolts, washers, insulating tape, dusters etc. which will have to be supplied by the agency on its own expense. 7. Separate Log books are to be maintained for Daily Check, Monthly Check, for Preventive Maintenance and service as per direction of EIC. This logbook will remain the property of the Department and may not be removed from the master control station under any circumstances. The periodical records of the Log books are to be signed by the Supervisor of the contractor and verified & signed by concerned Junior Engineer (Electrical) & Assistant Engineer (Electrical) and photocopy of the same should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. The Logbook should be available at site and should be produced on demand. 8. The Staffs should be polite to all and should be withdrawn for any complaint of irregularities against him. However, in normal cases, frequent change of Maintenance Staffs will not be allowed. Contractor shall be solely responsible for the credential /acts of his staff/workers. 9. The agency will issue the Staff, a photo Identity Card, duly signed by the agency and countersigned by the concerned Assistant Engineer (Electrical). They should always carry the said Photo Identity Card while on duty. The agency should also submit one copy of the said Identity Card to the concerned Junior Engineer (Electrical). 10. The Agency should be responsible for any damages to the fire detection system due to mishandling/mal-operation and the cost of thereof will be recovered from the bill as per direction of the Engineering-in-Charge and the accused operator should be immediately be replaced. | ||||||
| 3.0211. The agency will maintain one attendance register at site to record the attendance of the staff on duty which will be authenticated/ verified by the concerned Junior Engineer/ Officer-in-charge. 12. The agency should have a close watch on the attendance of the Staffs, in case of absence of any Staffs, the agency shall have to arrange for suitable alternative within an Hour, failing which, the charges for that day will be deducted from the bill of the agency. The concerned Executive Engineer reserves the right to terminate the contract in case of absence of Staff for more than three consecutive days, without showing further reason. 13. Bills should be submitted quarterly with the certification of satisfactory performance of the concerned Junior Engineer (Electrical) & Assistant Engineer (Electrical). Photocopy of Logbook and Attendance Register should also accompany the Bill, if asked for by the EIC. 14. The agency must have their office & Telephone contact with Mobile no. in Bankura and the same should be intimated to this Department in writing. The telephone call should be responded without delay. The agency must have separate Mobile Nos. for his office and all staffs deputed at worksite so that the agency may be communicated in case of any urgency and the same should be intimated to the EIC, Junior Engineer (Electrical) & Assistant Engineer (Electrical) concerned, in writing. 15. The space for sitting accommodation for the staffs of the agency inside worksite premises will be provided by the competent authority but the chairs, tables if any will have to be supplied by the agency. 16. The agency shall have to deposit all dismantled unserviceable materials to the concerned Section Office or any other locations within worksite premises by its own labour / arrangements / tools and tackles as per the direction of the Assistant Engineer/ Junior Engineer concerned. Fresh materials will be issued against respective defective materials. No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge. Agency is required to submit a copy of Challan for permission of the Junior Engineer (Electrical) before taking any materials out of the premises. | ||||||
| 3.0317. The contract may be terminated with two month notice on either side. 18. In case of any Accident and/ or physical illness of the staffs of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. 19. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. 20. As per latest prevailing labour act, Minimum Wages have to be paid. Documentary evidence in support of payment of minimum wages as per Labour Act to be produced to the Principal Employer, i.e., concerned Executive Engineer (Electrical), P.W.Dte. in-charge of works if asked for. Bidder will have to upload Analysis of Rates in support of submitted bid during e-Tender process as mentioned in this NIT. 21. In case of delay of maintenance, penalty @ Rs 500/- per day will be deducted from the bill. Decision of Concerned Executive Engineer is final in this regard. DLP period One Year. 22. Agency must have License under Section 12(1) of the Contract Labour (Regulation and Abolition) Act, 1970 or declaration and Certificate/ License for enrolment under EPF & Miscellaneous Provisions Act 1952 and ESI act 1948 or declaration, as mentioned in this N.I.T. 23. The philosophy of “Public Interest” would be the MOTTO of this maintenance contract. Any deviation may be viewed otherwise. | ||||||
