Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

The Item Rates quoted shall include the cost of Royalty charges on constructive materials & other taxes as per the rates prevailing Government Orders at the time of execution and including cost and conveyance of all materials curing loading and unloading with all leads and lifts labour hire charges of machinery & equipment etc. complete and all incidental charges. All the items shall be executed as directed by the Engineer- in-charge of the work

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1%of the bill amount will be deducted towards Construction Labour Welfare fund.

Conditional tenders will not be accepted

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer(District Level Officer)and scan the Original Certificate and attach the scanned file to the Bid. The Original Certificate/Certificates shall be produced at the time of opening of technical Bids for physical verification.

The Employer reserves the right to Reject any or all Tenders without assigning any reason

The Department is not responsible for any delay in accessing KPPP portal

To qualify for award of this contract, each bidder should give all details and documents as per technical and financial bid attached to this tender

The bidders shall bear all costs associated with the preparation and submission of each tender, and the employer will in no case be responsible and liable for those costs.

All materials required for this work shall be procured by the bidder himself and should got tested by the quality control authorities at his own cost before use on the work.

Financial turnover of previous years shall be given a weightage of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria mentioned in the next section

The Tenderer should be a PWD Registered Class III & Above contractor

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-3 KPWD and further orders thereon.

The Earnest Money Deposit Rs. 1,67,000/-shall be in two parts 1.Rs.50,000 or- by e-payment Part 2. Balance EMD of Rs.1,17,000/-EMD shall be in favor of Executive Engineer PWD Sirsi Division Sirsi and may be in the form of FDR issued by Nationalized or Scheduled Bank in favor of Executive Engineer PWD Sirsi Division Sirsi Contractor should upload the scanned Copy of FDR issued byNationalized or Scheduled Bank

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government or Government of India or Union Territory.

Financial Year will be reckoned as the period between first day of April and Thirty First day of March of succeeding year both days inclusive

The tenderer shall scan the original ownership documents/lease/hire commitment agreement for the machineries and attach the scanned file to the bid.

Royalty Charges will be Deducted in every bill of contract as per rules

The bidder is required to maintain the road executed and completed projects during the defect liability period of 1 Years (365 days) from the date of completion of the work

Department Registration Details

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

All safety precautions warning signs night illumination reflectors deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. The contractor should indemnify the client to that extent

Tenderer who meet the above specified minimum qualifying criteria will only be qualified if their available tender capacity is more than the total tender value.

Period for completion of work is 06 months including Monsoon

Within 20 days of receipt of the Letter of Acceptance the successful Tenderer shall deliver to the Employer a Security deposit for an amount 5% of the Contract price

LOC or Letter of Credit should be in prescribed format as per KW-3 Bid Document. if not attached then the tender will not be accepted

Only relevant document needs to be uploaded. un-necessary documents or any kind of fake documents will lead to rejection of tender

Any Deviation or error or Mistakes found in units of items they should be read as in the unified SR 2023-24 and the rates shall be quoted accordingly Estimate Rates are Exclusive of 18% GST

Star rates are not applicable

As per this note, each tenderer should demonstrate availability of few key equipments / machinery for execution of the work. However as per Govt circular no GO-FD/AE 263/EXP12-2022 dt 11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted

3.2 B) To qualify for award of this contract,each Tenderer in its name should have in the last five years i.e. 2020-21, 2021-22,2022-23, 2023-24 & 2024-25 Satisfactorily completed as prime contractor, at least one similar work such as Asphalt road of value not less than Rs.41.75 Lakhs.

However as per Govt circular no GO-FD/AE 263/EXP-12/2022, Bangalore Dtd: 11.05.2022, this clause for owning key equipments for works costing up to Rs. 3.00 crores is exempted. However it is obligatory for the contractor to use the following machinery for various activities involved in construction as per Morth specification Excavator like JCB/Hitachi, Tippers, Road Roller(vibrator), PRR Roller , Paver finisher, Water Tanker, Tractor Mounted Sprayer and 40/60TPH CAPACITY HMP
