   FULL/BULK QUANTITY ORDER WILL BE PLACED ON TENDERERS WITH SATISFACTORY PAST PERFORMANCE OF SAME/SIMILAR ITEMS (Similar items will be Lead acid starter Battery with any capacity). PLEASE REFER CLAUSE 2.6.1 OF IBD ATTACHED WITH TENDER.

   If the tenderer himself is not the manufacturer of the item offered by him, he/she must be duly authorized by the manufacturer of such item. Such tenderers must enclose with their offer a certificate of Tender Specific authorization from the manufacturer, to participate in the tender.

   In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to class I local suppliers only and the vendors who do not qualify to be class I local supplies should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a class I local supplier for the tendered item participates in the tender it does so at their own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. The minimum local content for the local supplier of the above item, to be categorized as Class-I local suppliers shall be 50%.

   In case of procurement for a value in excess of Rs. 10 crore, the local supplier shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered account (in respect of suppliers other than companies) giving the percentage of local content. (Refer para 29.2 (b) of IBD (V- 3.0) of ECR for more details).

   Price Variation Clause : The bidder should quote the basic price of battery based on M/s HZL's ex- chanderiya Lead Zinc Smelter price of Rs 2,20,100/- per MT (exclusive of all statutory duties taxes and also without referring to any discounts offered by M/s HZL's circular) prevailing as on dt. 04.05.2026 for lead purity 99.99%. The Basic price will vary for every increase/decrease of Rs.100/MT (exclusive of all statutory duties taxes and without referring to any discounts) and part thereof, the price of the battery quoted will be subject to a corresponding increase/decrease of Rs 21.78 per battery set (exclusive of all statutory duties taxes) in the event of variation in lead price as declared by M/s HZL . The price of the lead prevailing one month prior to the date of offering the material for inspections will be considered for computing PVC and in case of consignee inspection, HZL prices prevailing 30 days prior to the date of billing will be considered for computing the PVC. Further for the purpose of aforesaid PVC, the basic price of lead ex-Chanderiya smelter shall be taken into account without referring to any discounts at any stage mentioned in the HZL circular. Note: The offer of the firm quoting fixed price or different PVC formula as mentioned above will be summarily rejected. Clause 21.0 of IBD (V-3.0) of ECR attached herewith may be referred for details.
