Railway reserves the right to procure entire or bulk of tendered quantity from RDSO approved sources for the tendered item. Tenderer to up load current and valid RDSO approval letter with their offer. The status of the firm shall be reckoned as on the date of tender opening and not thereafter , unless there is a case of downgrading / removal/ suspension/ banning.

Trading enterprises and authorised agent/ dealers of OEM will not be extended any MSE benefits. Such enterprises are required to deposit E.M.D. mandatorily else their offer will be considered as unresponsive and will be summarily rejected.

Delivery at single point is not acceptable. In case tenderer quote for delivery of entire tendered quantity to one consignee against Railways present requirement of delivery to multiple consignees, such offer shall be considered valid only for quantity required as per tender schedule by the consignee to whom delivery is offered by the tenderer and it shall be considered that there is no offer for the remaining consignees.

Any firm quoting on behalf of OEM must submit valid & tender specific authorization certificate from their OEM along with their offer and agree for inspection by the nominated agency (as the case may be) at the premises of their princip[al, failing which their offer is liable to be rejected.

Time is the essence of contract. As time is the essence of contract, the bidder is to note that the deliver y schedule given in the bid document and quote accordingly. Vague delivery period i.e. 2-28 weeks, 3-8 months etc. or a very high delivery period compared to Railways specific delivery period in bid document ma y be considered commercially unresponsive and offer is liable%A0to%A0be%A0ignored.

This tender complies with Public Procurement Policy (Preference to Make in India) Order No P- 45021/2/2017-PP (BE-II) 2019 dated 16/09/2020 of Ministry of Commerce. Under this policy it is found that there is sufficient local capacity and competition in supply of the tendered item towards required quality hence procurement of this item will be restricted to Class I local suppliers only ( i.e. having local content equal to or more than 50%) and the vendors who do not qualify to be Class I local suppliers should not quote in this tender as their offer shall not be considered for any ordering. In case any vendor who does not qualify to be Class I local supplier for this tendered item participates in the tender it does so at its own Risk and Cost and Railways shall not be liable for any loss or damage caused to the vendor.

WARRANTY/GUARANTEE The warranty /guarantee period will be 30 months from the date of delivery or 24 months from the date of commissioning whichever is earlier.

a) The offer shall remain valid for a minimum period of 60 days from the date of opening b.) Delivery Period offer should be within proposed delivery period. (c) Delivery of the material is required directly to the consignee.
