1. This item is reserved for procurement from sources approved by BLW. The Railway reserve the right to order entire or bulk quantity on BLW approved firm. The status of the firm will be reckoned as on the date of tender opening and not thereafter. But, in case of downgrading/removal/ suspension/banning etc. after opening of tender, such changes shall be taken into account while considering the offers. 2. OEM's Authorization Clause: Bidder to quote with Bid specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM's authorization certificate should be on company's letter head and must contain the full name, designation, active e-Mail address & Mobile number of the authorized signatory along with company's stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required.This clause is not for bidders who are OEM of the tendered item. 3. The Railway Board's letter No.2001/RS(G)/779/7 Pt.2(1) dtd.06.11.2018 for consideration of developmental vendors (where there are not more than three Indian Suppliers categorized as approved vendors) for placement of bulk order without any quantity restrictions shall also apply for all items approved by all vendor approving agencies (Ref.: Railway Board's letter No.2021/RS(G)/779/7 dtd.18.01.22). 4. Vendors approved by any centralized vendor approving agencies for developmental orders with condition of prototype approval and/or field trial, will not be considered for any ordering. 5.Offers with deviation to the tendered DP will be summarily rejected. However, if tendered item is of proprietary in nature or with limited sources with high demand, above clause may be dispensed off.

1.Purchase Preference to MSEs:- Micro and Small Enterprises who want to avail benefits under MSE policy are advised to submit UDYAM certificate only. Certificates such as NSIC, DIC, UAM will not be considered and firm will be treated as non MSE firm. (Authority : Railway Board letter No.2022/RS(G)/363/1 dtd. 21.09.2022).SD & EMD conditions as per SECR tender documents & correction slips available in IREPS website.

Tender quantity may be reduced after opening of the tender as per the revised requirement.

The firm has to certify that the item offered meets the minimum local content and shall give details of the locations at which the local value addition is made.

Firm should clearly state HSN code of eight digit and also mention that under which chapter and sub- heading of central excise tariff, their GST tariff falls. Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder. Firm should also mention the place at where local value addition has been made.

IRS Conditions of Contract: The contract shall be governed by IRS conditions of contract-2025 with latest version, SECR General Tender Condition 2019 (along with all correction slips) amended up to date, terms and conditions incorporated in tender documents attached with the tender. wherever in SECR General Tender Condition 2019 (along with all correction slips) amended up to date there is reference to IRS conditions of contract same should be read as IRS conditions of contract- 2025.

SECR General Tender condition 2019 along with all latest correction slips uploaded on IREPS website is applicable.
