Biennial maintenance contract for Optical Fibre Cable network under DCSEM at Anushaktinagar, Mumbai

Preventive maintenance of Optical Fibre networks racks containing LIU's, Switches etc. at various locations at Anushaktinagar as per scope and specifications detailed below; 1) Racks - 88 nos. (42 U- 3 nos. & 12 U- 85 nos.) containing 335 nos. of total LIUs 2) Surface of all the racks shall be cleaned with semi wet cotton duster with light detergent if require and inner surface are to be vaccum cleaned. 3) Checking of mounting and if required fixing to be made proper with required accessories. 4) Routing / fixing / glanding / sealing of entry etc. of cables, if required. dressing of cables, patch chord and pigtails with cable tie and velcro as required and instructed by Engineer In Charge. 5) Fans, power sockets & supply to rack to be checked and and rectification of defects of fans, power PDU power cable etc. with required marerial, if any. LIUs: Cleaning with specified cleanning agents, Port caps integrity, provide port caps if missing. 6) All terminated cable to be checked with OTDR for loss measurement in every six months except fibre cores that are in service. (Quantity 88 nos x 4 Half yearly = 352 nos)

Fault Rectification :Following works are to be carried out as and when required. On occurrence of any fibre cable fault, vendor shall deploy men power with necessary materials / equipment within 2 hours on receiving call from department by telephone / e-mail and rectify the fault. Fault shall be rectified by establishing connections and testing within 4 -6 hours of reporting, failing which penalty of ₹ 100/- per hour delay shall be recovered from the bills.

Finding location of OFC fault by OTDR / Visual method. Note: This is applicable for measurement if location of fault is not exposed and required to find out. Charges for excavation shall be paid seperately. Fault means snapping/breaking/ disconnetions etc. No measurement shall be recorded for cheking of any nos. of cable. Cable segments( from & to) and locations of fault is to be pin pointed for measurememt purposes.

Installation of Splice enclosure aerial / wall mounted / underground / duct mounted suitable for 2 nos of 24 core OFC (48 cores) vertical enclosure for outdoor duty Note: 1. Cost of fibre core splicing shall be paid seperately. 2. Splice enclosure for use shall be issued from DCSEM. Transporting to site is in the scope of work.

Earth excavation for cable fault finding, new cable/ pipe laying etc. After completion extra earth to be removed and site to be maintained as original condition.

Excavation & breaking of concrete/asphalt road as required filling, dewatering if necessary, reinstatement to original condition, disposal of excess earth/concrete debris etc. stacking of rocks at designated places as per instructions of Engineer-in-charge.

Splicing: Termination including glanding in LIU or jointing kit or splice box / Straight jointing of SM OFC per core using fusion splicing method and testing including supply of all the required materials except pigtail. Loss at connection should be less than 0.3 db @ 1310 nm splicing. Cost of patch chord/pig tail will be paid seperately, if required. Alternatively pigtail shall provided by the department.

Pulling of existing OFC for enabling jointing including opening of cable loops available in chambers / at ends and again maintaining the original condition.

Supply and installation of readymade RCC chamber with cover of suitable size to accommodate outdoor enclosure and cable loop.

Laying of following cables including GI spacers, saddles and all fixing accessories etc. and as per instruction of EIC. Note: 1. Cables shall be issued from DCSEM stores. Transporting to locations of work is in scope of work. 2. Power & optical fibre cables shall be fixed on the surface of wall/column/slab/drain wall with 5mm thick GI Spacer and 20 SWG GI saddle fixed with nylon plug,wood screw etc. and drilling hole through brick wall etc all as instructed by EIC. 3. In ground: Pulling through existing HDPE pipe . 4. Cat 6 cable on the surface of wall/column/slab shall be installed with PVC casing/capping. 5. Removing / pulling out of damaged Cat - 6 cable is also in the scope of the agency wherwever required. 6. Excavation, as required shall be measured seperately.

High Density Poly Ethylene Pipe: Supply & insallation of 40 mm dia PLB HDPE pipe for under ground optical fibre cable with 4 mm Polypropylele rope as per TEC/GR/TX/cDS-800/03/MAR-11 or TEC/GR/FA/CDS-008/04/AUG-19 specifications with following accessories/fittings complete in all respect and as per instruction of Engineer-in-charge:. 1. Cable sealing plug: 6 nos for each 100 m length, 2. Straight joint couplers: - 2 nos for each 100 m length,, 3. Tee: - 6 nos for each 100m length, 4. With marking on duct as "DCSEM IT" Make: Duraline / Jain Irrigation / Texmo or Similar approved. Note:- Balance accessories if any, after installation shall be hand over to the department for further maintenance purpose.

In ground including excavation in all type of soil to be laid approx. 600mm depth.

On the surface of walls/ drain wall with GI clamps and on pole/poles etc.

In existing trench/hume pipe/GI pipe/drain pipe etc.

Installation of following LIU's as per instruction by Engineer-in-charge. Note: LIU shall be issued from DCSEM stores. Transporting to locations of work is in the scope of work.

Rack mount 24 port /48 port Fibre patch panel (LIU)

Wall mount 48 port Fibre patch panel (LIU) including cost of all mounting accessories like anchor fasteners/grouting bolts etc is in the scope of work.

Supply & installation of GI pipe

50mm dia Class B GI pipe laid in existing trench etc. with proper fixing / mounting.

50mm dia. Class B GI pipe fixed over the wall / surface etc. with GI clamp, coaches screws etc.

Removing cameras from the existing old poles and relocating and installing at the adjacent new poles including cable and HDPE ducts with proper re-routing by excavation, hardwares, GI flexible conduit wherever required, Nut bolts, SS cable ties etc. Note: Whenever cable gets short due to shifting, same shall be provided by the department for replacement and will be measured separately. However, termination will be in scope of work & as per instruction of EIC.

Removing JB’s from the existing old poles and relocating, shifting and installing at the adjacent new poles including proper re-routing by excavation of cable and GI pipe/HDPE ducts , dressing, nut bolts, cable ties, etc, earthing connections of JB with 8 SWG GI wire, and providing brick chamber of suitable size prefereable 400(L)x400(W)x300(D)mm with pipes entry arrangements & filled with sand after keeping cables loop. Note: 1. Whenever cable gets short due to shifting, same shall provided by the department for replacement and will be measured separatoly. However termination will be in scope of work & as per instruction of EIC. 2. Wherever required, check nuts for GI pipe fixing in JB shall be in scope of work with making thread on GI pipe.

Providing aluminium cable tags at both ends of cables, embossed with cable number and type of cable of approximate size 100 mm x 25 mmx 2 mm (thick) and tied to cable with GI wire and as per instruction of Engineer in charge.

Supply and installation of SS tie of size 680mm(L)x4.6mm(W) for fixing the existing cables/HDPE pipes on street light poles and as per instruction of Engineer in charge.

Supply & installtion of double section 19" wall mounted, 12U height & 600 mm depth, network Racks with all mounting accessories like anchor fasteners or as per instruction of E.I.C. as given below 1. Rack having safety toughened glass door. 2. Rack shall be steel metal and frame made out of heavy grade Aluminium extrution and shall be powder coated deep Gray (RA-7037). 3. Each Rack shall be provided with following integral accessories. a. Fans (230 V AC)- 2 nos. b. Horizontal cable manager - 4 nos. c. AC power panel with 6 nos of 5A 3 pin socket with suitable switch and spike guard and 6A SP MCB control and power cord of 3 Core, 1.5 sqmm, 1.5 m. d. Wall mounting hardware and cage nut etc. all as required. e. Blanking plates: 2U - 2 nos. & 1U - 4 nos. f. Door lock

Providing & installation of G.I cable marker embossed as "OFC cable" or "LT Cable" as required complete with 32mm dia NB medium G.I pipe support as per IS 1239, PCC of 1:2:4 concreting base of 300mm(L) x300mm(W)x150mm(H) , G.I. nut bolts, including excavation in all types of soil upto required depth and refilling etc. all as per the instructions of E.I.C

Fabrication,supply and istallation of MS angle/MS flat/MS rod/MS clamp with required fixing accessories,painted with two coats each of primar and enamel paint as per instruction of Engineer-in-charge.
