Special Eligibility Criteria

   ELIGIBILITY CRITERIA:- CLAUSE NO 2.13 OF BID DOCUMENT VERSION -14 WILL BE REPLACED AS:- (A) BULK ORDERS WILL BE PLACED ONLY ON THOSE FIRMS WHO ARE ESTABLISHED RELIABLE INDIGENOUS MANUFACTURERS / PRODUCERS OF STEEL AND WHO HAVE SUPPLIED SUCCESSFULLY THE SAME ITEM TO RCF/KXH, ICF/ CHENNAI & MCF RAEBARELI IN PAST 4 YEARS AS ON DATE OF TENDER OPENING. (B) DEVELOPMENT ORDER ON THE NEW FIRMS CAN BE PLACED UP TO 20% QUANTITY BASED ON ASSESSMENT OF FOLLOWING:- (i) FIRMS WHO ARE INDIGENOUS MANUFACTURERS/ PRODUCERS OF STEEL AND (ii) HAVE PERFORMANCE IN THE LAST 3 YEARS FOR SUPPLY OF SIMILAR ITEMS TO OTHER RAILWAYS/ PRODUCTION UNITS OTHER THAN RCF, ICF & MCF AND HAVE FINANCIAL CAPABILITY.OR BASED ON LIST OF PLANT & MACHINERY RELEVANT TO MANUFACTURE OF THE TENDERED ITEMS AND FINANCIAL CAPABILITY. WHERE EVER NECESSARY CAPACITY/ CAPABILITY WILL BE ASSESSED BY CAPABILITY WILL BE ASSESSED BY RCF. NOTE 1 : THE ONUS OF SUBMISSION OF CERTIFICATE RELATED TO SUCCESSFUL SUPPLY OF MATERIAL TO ANY ZONAL RLY/PU LIES WITH TENDERERS ONLY . NON SUBMISSION OF SUCH DOCUMENTS SHALL BE TAKEN AS NOT HAVING SUCH PERFORMANCE AND THEIR OFFER SHALL BE CONSIDERED FURTHER AS PER EXTANT RULES. NOTE 2: OFFERS FROM AUTHORIZED AGENT WILL BE CONSIDERED ONLY IF THEY SUBMIT TENDER SPECIFIC AUTHORIZATION FROM THE MANUFACTURER FAILING WHICH THEIR OFFER WILL BE IGNORED SUMMARILY WITHOUT MAKING ANY FURTHER REFERENCE TO THEM. SIMULTANEOUS SUBMISSION OF OFFERS FROM THE MANUFACTURERS/OEM AND THEIR AUTHORIZED AGENTS IN A TENDER FOR THE SAME ITEM/PRODUCT IS NOT PERMISSIBLE. IN CASE IN A TENDER OFFER OF THE MANUFACTURERS/OEM AS WELL AS THEIR AUTHORIZED AGENTS IS RECEIVED FOR THE SAME ITEM/PRODUCT THEN BOTH THESE OFFERS WILL BE TREATED AS INVALID AND BE SUMMARILY REJECTED. Special Instruction to Vendors : Procurement of these items are restricted to Class I local suppliers only and the vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offer shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

   QUANTITY SPLITTING : AS PER CLAUSE NO.2.17.2 OF BID DOCUMENT VERSION 14.0 OR LATEST WITH ALL CORRIGENDUMS AND AMENDMENTS IF ANY ISSUED BEFORE OPENING OF TENDER.

   PRICE VARIATION CLAUSE :- (PVC) FORMULA WILL BE APPLICABLE AS UNDER :- P= Po+0.095 (Nip-Nio) Where in P=Updated basic rate for per MT of Austenitic Steel Po= Ordered basic rate per MT of Austenitic Steel Nio= LME rate of Nickel in USD per MT X Exchange rate (TT buying rate) as on one day before the date of tender opening. Nip= Average LME rate of 30 days of Nickel in USD per MT X Exchange rate (TT buying rate) as on one month prior to date of offer to inspection. for example if a tender is due on 01.07.2018 Nio= LME rate of Nickel in USD per MT as on 30.06.2018 and exchange rate from USD to Indian Rupees (TT buying rate) as on 30.06.2018 and if the date of offer of inspection is 01.10.2018 Nip= Average rate of Nickel of LME from 01.09.2018 to 30.09.2018 Note :- i) The date of offer for inspection shall be deemed to be the date on which inspection call is placed. ii) One month shall be deemed to be 30 days. iii) In case LME is closed on the date of placing the inspection call, last working days of LME shall be taken for calculation of Nip.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
