RFQ 1168 ECS

Bidder scope includes Supply, design, engineering, manufacture, procurement of materials and bought out Components, assembly at shop, shop painting, inspection, testing at manufacturer’s works, packing,delivery to Site, erection, commissioning ,mechanical and performance guarantee at site, Supply of commissioning spares, special tools and tackles, bidder/vendor TPIA charges,Touch-up paint of same shade (1 Ltr. for each ECS system) all fittings and accessories for " ELECTRICAL CONTROL SYSTEM (ECS) " as per the requirements specified in the Material Requisition (S-17047-4-EMR3520) "ECS" shall be as per latest revision of IS / IEC and other applicable standards and requirements specified in the Material Requisition (S-17047-4-EMR3520) and other related documents in the tender/bid. Vendor shall refer I/O signal requirement based on typical ECS I/O List , Single Line Diagrams of HV Switchboard and interface requirements with various Electrical equipment listed in I/O signal list of this MR and accordingly shall include Supply, FAT, SAT, installation and commissioning of following ECS equipment in scope for successful integration of new ECS system in 33 kV SS with existing ECS system at IOCL refinery (located at 4 km from new ECS system). 1)Ethernet switches and other required accessories like LIUs, ring switch etc. as required for interface and integration of ECS system and termination of cables. 2)Supply, laying, installation of Ethernet/FO/Pair/Control cables on existing cable tray for communication and hardwire signal cables between ECS System and Electrical equipment complete with necessary I/O cards, termination accessories, hardware and other accessories required. 3)Supply, laying, installation of all necessary hardware /software/cables to interface new ECS system at 2G plant with existing ECS system at IOCL refinery. (4 km distance) 4)Necessary addition/modification & hardware requirement required for completeness of system. 5) Supply of Madatory spares & commissioning spares as mentioned in MR 6)Desktop PCs of latest configuration suitable to new 2G ethanol ECS system monitoring (SCADA) & control shall be considered. Required software licence for the same shall be arranged. 7)Necessary software must include as per details given in MR scope. Other Scope: a. Supply of 7 nos Ethernet switches with IP42 enclosures as specified in MR.

Supply - For BOQ item no 1.00 above

Site Work inclusive of Services - For BOQ item no 1.00 above - Services of a competent engineer/technicians to carry the installation, testing, commissioning, CABLE laying of all equipment supplied by the vendor. Lodging, boarding, travelling, local transport to site shall be in bidder’s/vendor’s scope. Vendor to consider the required number of visits, number of days as required in MR.

Charges for training at site - Comprehensive hands on practical training for Operating and Maintenance personnel of IOCL at site. Training shall be conducted at site for 10 to 15 persons. Lodging, boarding, travelling, local transport to site shall be in bidder’s/vendor’s scope.
