Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders Shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connection.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Activity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

Conditional tenders will not be accepted.

As per karnataka state government order LD/300/LET/2006 Bangalore dated 01-01-2007 and Govt letter No.PW/134/BMS /2007/dated 27-07-2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders.

All the documents to be uploaded shall be neatly scanned and the documents scanned shall be in original.

Any discrepancies observed in the documents uploaded by the tenderer the tender shall liable to rejected.

All the Formats prescribed in the bid documents shall be filled in complete manner. ( section 3 & 4 of the bid document ) and shall be uploaded properly, signed by Tenderer . Necessary Certificates shall be uploaded along with the formats wherever required. General documents Section can be used for this purpose.

Earnest Money Deposit will have to be in any one of the forms as per the instructions in the financial bid document and shall have to be valid for 45 days beyond the validity of the tender.

Tenderers are requested to read the Bid Documents before submission of their bid.

Department will not supply any materials, and the cost of the Tender form shall not be refundable.

The employer is not responsible for any delay in accessing KP Procurement Portal.

The Employer reserves the rights reject one or all tender without assigning any reasons.

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Division Vijayapur during office hours on all working days. It may be noted that if any of the dates mentioned above happened next working day will holds good in lieu of the dates mentioned.

The Tenderer are should be present during opening of the tender and also submit the uploaded documents duly attested by the Gazetted Officer not below the Rank of Executive Engineer.

Contractors should Registered in KPWD and copy should be uploaded in E-portal Attested by the Gazzeted officers not below the rank of Executive Engineer.

All Item rates are Exclusicve of GST.

The Increase in G.S.T shall not be paid in the extended period of Contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Work Completion/Execution Period is 06 months

The Contractor should maintain the Road in good condition till end tender period.

The EMD of Rs. 42,000/- Shall be paid in full through e-payment in fovour of Executive Engineer, PWD,Vijayapur Dn,Vijayapur

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria mentioned in the next section.

The Tenderer shall obtain any civil construction work the workdone certificate from financial year 2021-22 to 2025-26 (25% of the Amount Put to Tender i.e., Rs. 10.48 Lakhs) in the prescribed format from the Competent Authority not below the rank of Executive Engieer(District Level Officer)and scan the Original Certificate and attach the scanned file to the Bid.

The Tenderer shall achieved in at least one financial years a minimum financial turnover from financial year 2021-22 to 2025-26 of Rs.41.93 Lakhs (not less than the estimated cost under this contract).

For ST contractors reservation category participate in the tender, the contractors should upload the domicile certificate stayed in KARNATAKA for minimum of 10 years issued by a competent authority / Tahsildar.

This Tender is invited for the Tenderers belonging to Scheduled Tribe category only & to claim this reservation Schedule Tribe category certificate issued by the competent authority should be uploaded & should be submitted in original before tender opening.

If the Contractor is a firm, then all the partners or members of the firm shall belong to the Scheduled Castes or Scheduled Tribe as the case may be.

The contractor belonging to the Scheduled Castes or Scheduled Tribes participating in the tender shall be domicile of State of Karnataka for more than 10 (ten) years.

In accordance with the notification of Government of Karnataka No. DPAL 22 SHASHANA 2016, Bengaluru dated 29-06-2017 and 17-07-2017 and as per the Finance Secretariat Notification No. FD 876 Exp-12-2017, Bengaluru, dated 15-09-2017, this work is reserved for Scheduled Caste/Scheduled Tribe contractors (specified in the Name of work), and only Scheduled caste/Scheduled Tribe contractors shall have to participate in the tender. The Scheduled caste/Scheduled Caste contractors participating in the tender should compulsorily furnish the Caste certificate and Domicile Certificate issued by a competent authority, failing which the tender is liable for rejection.

including cost of all materials, labor ,HOM,l & UL, curing with all leads and lifts etc. complete as per specifications & as directed by Engineer-in-charge of the work.

The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarize himself with the Site of Works and its surroundings including source of earth, water, road aggregates, availability of labor etc. and obtain all information that may be necessary for preparing the Bid and entering into a contract for undertaking the maintenance Works. The costs of visiting the site shall be at the Bidders own expense.

The Contractor shall maintain the Road Assets in proper condition that comply with the Road Maintenance Standards and ensure users safety and comfort. The maintenance activities shall be so planned that the defects are repaired well before they reach maximum condition asper the permissible tolerance. After issuing the work order the contractor should complete 25% of the work every month.

If the contractor has not done the maintenance work satisfactorily in previous years such bids will be rejected.

The contractor should employe only registered labours as per government circular No. PWD/198/HMS/2009/ Dated: 24/06/2009 as per EPF and MP act 1952. In respect of the employ.

The tenderer should be a KPWD registered contractors.

Unique Document Identification Number (UDIN) form practicing Chartered Account is preferred.

Appeal as per the Government Ltr No. 572/CRM/2020/PWD-COMM-1-PWD-SEC, Dated: 09-10-2020 the appeal received in e-proc as per KTTP act/rules within the stipulated time will only the considered. Any written appeal received shall not be considered.

As per Government Circular No. FD/263/EXP-12/2022, Dated 11/05/2022 Tender Clause ITT 24.3 Tenderer not ready to make aggrement, Hence the tenderer EMD amount is forfeited and tender is rejected

As per Government Circular No. PWD/48/BMS/2022, Dated 31/05/2024 and KTPP 2000 Rules 26(A) contractor are liable for debarment if contractor does bad quality of work, if contractor fails to complete the work within stupilated period of time and also to follow all other conditions mentioned in the above said Government circular.

Supply of tools and plants (spade, pic axe, pan, sickle) required for maintenance work is to be provided by the Tendrer.

Contractor should visit the site and should give certificate that he will maintain the road pot hole free up to the end of tender Period.

Any deviation/error/mistake found in units of items,they should be read as in the unified SR 2023-24 and the rates shall be quoted accordingly
