Servicing/ comprehensive maintenance of fire alarm system comprising of Smoke detection control panel , Smoke detector (Photoelectric detection Technology), Conventional Fire Alarm control panel, flame detector, conventional manual call point with EN 54-11 : 2001 and LPCB, conventional sounder etc by attending fault testing of system, quarterly checking of system including preventive maintenance by replacing small spare parts complete all as specified and directed. Note for item No 1 :- (a) The repairs/ maintenance shall be carried out through the Authorised service agency only as per instructions recommended by the original manufacturer.

(b) The rate quoted shall be deemed to include for carrying out all repairs noticed during the period.

(c) The authorised service agency has to attend complaints as and when called for urgent nature of repair of the fire alarm equipments irrespective of number of visit. The cost of visits shall be deemed to be included in unit quoted rate.

(d) Checking of Alarm signal should not lost when primary power failure untill the alarm signal processed.

(e) Checking of smoke detector sensibility.

(f) Checking of all speaker circuit and loops.

(g) Cleaning of smoke detector as per OEM recommendations.

(h) Periodicity shall be overall 3 months or as per manufacturers recommendation.

Supply & install in replacement smoke and heat detectors, photoelectric / optical type certified to EN 54 addressable with self built intelligent with connected accessories complying with optical chamber, cover, case molding, photodiode (transducer), infrared LED all as specified and directed. NOTE:- i). Metal junction box of suitable size for detector made of 16 SWG sheet steel is to be provided for mounting of detectors in the concrete mother ceiling / surface along with necessary gland and boxes duly painted with two coats of super enamelled paint over a coat of red oxide primer. ii) Rate of metal boxes shall be including in quoted rate of items. Comprehensive maintenance of firefighting system comprising of Main pump of capacity not less than 75HP, Jockey pump not less than 12.5 HP, Diesel driven pump 72HP and (Roof Top) centrifugal pump 7.5 HP of M/s Kirloskar brothers co Ltd for fire hydrants , controlled by auto control panel ,control valves & pressure gauges for automatic operation of fire pumps and fire hydrants, etc. periodical maintenance as recommended by the original manufacturer including replacement of minor spares complete all as specified and directed. Location : Gurukul Note (a) (i) The contractor shall make AMC contract with the original manufacturer or authorised reputed service provider of firefighting systems. (ii) The repairs/maintenance shall be carried out through the original manufacturers or authorised reputed service provider of fire fighting system only. (b) Checking oil level in diesel engine if necessary filling upto mark level and leakage in system inform to concerned accordingly for necessary action. (c) Tightening of all nut and bolts. (d) Checking of all electrical connections for the in proper tightness incl checking of charging alternator and battery clamps. (e) Supply and greasing in all grease points. (f) Checking all fire hydrants if found leaking of water to arrest the leakages. (g) Checking all pumps glands and if required to replace the gland packing rope. (h) Check all motors and touch if overheating to inform to concerned. (i) Test run of complete system is to be carried out once in a month in presence of MES & Air Force reps. (j) Check all pump pressure and maintain required pressure. (k) Contractor is responsible to ensure required water pressure in the system always as directed by the Engineer-in-Charge.

Supply and fix in repair of MS pipe ERW Heavy (IS1239) errect, jointing complete of 150 mm dia with necessary supports and specials such as tees, bends, reducers etc including consumables and painting with one coat of red oxide primer and two coat of synthetic enamel paint including making good the disturbed surfaces of wall/ ceiling etc complete all as directed.

Supply and fixing in replacement butterfly valve of size 150 mm dia Cl body, both ends flanged duly drilled, ISI marked with IS-14846-2000, having Stainless Steel spindle and check nut including operating wheel fixing with new nuts, bolts, washers and rubber insertion/packing complete all specified and directed

M & L as in repair for hose box of any description and providing new hose box made of MS sheet with double door with 4mm thick glass and door frame made of MS sheet painted synthetic enamel paint of red coloured outside and inside box complete all as specified and directed.

Supply and fix first aid hose reel Drum full swing of 30 m long of dia 19 mm dia including taking down of old unserviceable one complete all as specified and directed.

Supply and fix as in repair of 2mm thick transparent Arcilary sheet for Hose reel Drum and hose box complete all as specified and directed.

Single hydrant stand post made of MS pipe of size 80 mm bore heavy grade, 1.50 m height with 90°, duck foot bend both end flanged and including welding if required to suit single fire hydrant valve and testing complete including taking down existing one complete all as specified and directed .

Supply and fix Gun metal hydrant valve 63 mm single headed type including taking down of old unserviceable one complete all as specified and directed.

Supply and fix fire hose of 15 m length 63 mm dia Gun metal with hose clamp including taking down of old unserviceable one complete all as specified and directed.

Supply and replacement of fire brigade inlet connection 2 way with isolating valve and instataneous gun metal coupling 100/80/63 mm dia including with all accessories complete all as specified and directed.

M&L Taking down defective centrifugal pump set 75 HP capacity by disconnecting the pump from motor after unscrewing nuts/ bolts of coupling, foundation, suction pipe delivery pipes and shifting of pump to workshop for repair/ servicing, comprising strip opening of pump, replacement of any defective parts, carrying out necessary lath work, re-assembling and shifting from workshop to site, re-installation at same location as directed by Engr-in-Charge, testing on full load capacity at least for 8 hrs, complete all as specified and as directed. Note :- (a) The spares shall be measured and paid seperately in the relevent items given below. (b) Cost of labour for replacement of spares and transportation are deemed to be included in the quoted rate. (c) The pumpset shall be spared for one week for repair from the date of complaint given by AGE/ JE E/M regarding breakdown. The Contractor is responsible for making alternate arrangement of pump set in case of time required more than one week. (d) In case services affected due to delay in repair of pump set, a penalty of Rs 1000 per day will be levied from the contractor. (e) Please note that this penalty is exclusively other than the condition 56 of IAFW-2249 and shall be treated as interim condition of the contract. (f) The decision of the Accepting Officer in this regard shall be final and binding.

Supply and replacing power contactor 3 pole of suitable for 75 HP motor starter panel board , with NO and NC complete all as specified and directed. Make : ABB/Schneider/Siemens/L&T

Repair, maintenance and making the continuity of supply after rectifying the defects of the electrical items such as light point, fan point, call bell point, socket point 5A/15A, switches, sockets, regulator, lamp holder, brackets, bell, buzzer, push button, batten, ceiling rose, pendent, any type of MCB's, DB's any type of light fixtures, any type of lamp, ceiling fan, exhuast fan, geyser, capacitor, replacement of fuse wires and all elcectrical accessories in day to day/door to door maintenance including reconnection with S&F small pieces of elctrical cable of size upto 4 Sqmm single core and length not exceeding 0.50m, complete all as specified and as directed. Note : (i) Any major items required to be repaired/replaced will be measured and paid under relevant items as supply only. (ii) Cost of labour for replacement/ attending five complaints in same building number will be treated as one job.

Note for item No 125 :- (a) The above job shall be carried out by a trained electrician having ITI in electrical, documentary proof of the education of tradesman shall be produced to Engr-in-Charge before commencement of work.

(b) All bldg light complaints including service connection, sub main & internal electric for entire OTM and Md accn at AF Stn Jalahalli East & West shall be attended

(c) Record of complaints/complaint slip showing qtr No, bldgs No, nature of job supported with users signature shall be prepared as per format as directed by Engr-in-charge & will be deposited to concerned JE E/M within 24 hrs.

(d) All sort of petty T&P items such as PVC insulation tape, ladder, galvanised screws, nuts, bolts, washers etc. required to accomplish the job shall be provided by the contractor without any extra cost to deptt.

(j) In case of any delay in attending the complaint more than 12 hrs after handing over routine/urgent complaints, the contractor shall be liable to pay the penalty as described in penalty clause given here as under.

(k) The penalty shall be applicable to the contractor if the delay is noticed by the Engr-in-Cahrge more than twelve hrs after handing over works of urgent/ routine nature to the contractor. The Engr-in-Charge shall handover the slip containing specification of work to the contractor by lodging the time and signature of contractor shall be obtained on slip. The contractor shall attend the complaint immediately and shall report to Engr-in-Charge with in 12 hrs. The contractor will keep his tradesmen in stand by for attending any routine / urgent works from the executive. If the nature of job is such that the work cannot be completed within period of 12hrs then the facts shall be brought to the notice of the GE/Engr-in-Charge and the period for the working to the complaint shall be decided by the GE/EIC. If the delay is more then twelve hrs period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs 50/- per job shall be deducted from the dues of the contractor. Please note that this penalty is exclusively other than the condition 67 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt.

(l) The decision of the Accepting Officer in this regard shall be final and binding.

(I) The parameters of input and output shall be maintained as under :-

(a) Inlet parameters :- (i) BOD - 250 - 275 mg/ltr (ii) COD - 400 - 550 mg/ltr (iii) TSS - 400 mg/ltr (iv) PH - 7 to 7.5 (v) Fecal Coliform - < 230

(b) Parameters for treated sewage effluent required are as :- (i) BOD - Less than or equal to 10 mg/ ltr (ii) COD - Less than or equal to 150 mg/ ltr (iii) TSS - < 30 mg/ltr (iv) PH - 7 to 8 (v) E coli - Less than or equal to 100 counts/ 100 ml (vi) Residual chlorine - > 0.5mg/ ltr (iv) DO (Dissolved oxygen level - 2 to 4 mg/ ltr in biological system to be maintained)

(II) The following daily maintenance to be carried out :- (a) Bar screen chamber should be cleaned every day to ensure that it’s not choked. (b) Cleaning of Oil & Grease trap. (c) Once in every two hours pumps should be changed between working and standby i.e, Sewage feed pump, blower and Filter feed pump. (d) Maintain disinfection liquid in chlorine dozing tank. (e) MGF and AGF back wash & rinse – Once in a day simultaneously. (f) Settling tank – Sludge should be disposed from settling tank to sludge drying bed. Once every 8 hours based on MLSS growth. (g) Monitoring and maintenance of log books periodically. (h) Treated water tank – chlorine content should be analysed to ensure that chlorine % is below 0.2 ppm. (j) MLSS growth – to be checked in aeration tank and equalization .

(III) The following weekly maintenance to be carried out :- A NGP STP system is inspected weekly and the following points attended to :- i) Inspect Equalisation Tank/ Entry to system for blockages, plastics etc and remove. ii) Inspect Aerator and note biomass growth, recirculation and any malodour. iii) Inspect Secondary clarifier (Humus, Tank) and note visual appearance of final effluent and absence (or otherwise) of sludge build up. iv) Check the outlet of the system for blockage etc. v) Check grease trap empty and if required top up with clean cold water. vi) Grease the bearings

(IV) The following monthly maintenance to be carried out :- Aerator MUST BE SWITECHED OFF during monthly maintenance procedures. Refer weekly maintenance schedule and follow the below mentioned instructions. i) Check motor for overheating (by touch) and remove dust etc. from air fins. ii) Grease all bearings through nipples. iii) Grease all chain couplings through casing nipples. iv) Check oil level in gearbox and top up if necessary. v) Check sludge return system from Humus Tank for function. vi) Apply light lubricating oil in small quantities to locks and hinges. vii) Empty and clean out grease trap and fill with clean cold water

(V) The following items for routine maintenance shall be provided in plant :- (a) Liquid chlorine - 200 ltrs per month (b) Urea - 100 kg per month (c) DAB - 50 kg per month (d) Bio culture - 25 kg per month (e) Cow dung - 100 kg per month (f) Deforming chemical - 10 ltr per month (g) INDI foam 3000 - 15 ltr per month (h) Sercon 203 - 10 ltr per month

(VI) The following items shall be replaced as and when required or as directed by the Engr-in-Charge :- (a) Gaskets, Gland Packing. (b) O rings. (c) Drive belts for air blower and clarifier. (d) Minor electrical accessories viz Indication lamps, fuses etc. (e) Blades (f) Pasting materials (g) Consumables like gloves, safety jackets, helmets, respirators etc (h) Cleaning Chemicals, reagents, Lubricants etc.

Note for item No 253 :- Provide the following technical services and the quoted rate deemed to be inclusive of the following :- (a) The contractor shall visit the site/ plant before quoting the tender. The existing STP plant is MBBR and Original Equipment Manufacture is M/s Hydrotech

(b) For technical support in comprehensive maintenance of STP, the contractor shall enter into MOU with the OEMs. No additional payment on this account shall be made to the contractor by the department.

(d) Irrespective of the fact that MOU is signed by contractor with an OEM, contractor shall be fully responsible for overall performance and quality of treated water coming out after treatment.

(e) The comprehensive maintenance of STP plant of MBBR will be carried out through the OEM's personnel under the supervision of contractor and the Engineer-in-Charge. The OEM shall be responsible for all technical support for comprehensive maintenance and shall also be responsible for performance of the plant in terms of outlet parameters mentioned here-in-before.

(f) OEM or their authorised service centre shall employ one technician having sound knowledge in STP Plant to operate the plant, carryout water analysis checks through approved Laboratory and monitor the performance of the plant on a regular basis, interpret the results and suggest remedial measures in case of major deviations and one person for daily maintenance and cleaning of the plant.

(g) Visits of service Engineer of OEM at least once in every month and during break down or when urgently required for the Inspection, servicing repair, rectification of problem and submission of report.

(h) The maintenance supervisor shall be fully responsible for maintaining the STP in operational condition in consultation with the Engineer-in-Charge.

(j) The cost of supply and replacement of worn out/ defective equipments, each and every type of repair, renewals, regular servicing for efficient and smooth functioning of STP and connected equipment/ items shall be deemed to be included in the unit quoted rates of BOQ.

(k) Repair/ replacement of any equipment/ machinery or part thereof provided under this contract shall be got done only from the manufacturer's authorised dealer/ OEM and record thereof shall be maintained.

(l) The contractor has to provide all consumable spares, oil & lubricants for greasing of various equipments, chemicals, consumables for electrical and mechanical plant & machinery.

(m) One month's consumables and required spares shall always be kept at site in advance.

(n) Major repairs/ overhauling etc. shall be notified to the GE immediately on occurrence. The cost of each part/ equipment replaced shall be deemed to be included in the unit rates quoted by the contractor. The rates quoted in BOQ shall be deemed to be included for all materials and labour reqd for comprehensive maintenance including repair/ replacement of all the component equipment for keeping the STP in operational condition.

(o) The entire treated water will be reutilised for arboriculture purpose. The quality of treated water shall meet all the criteria given here in before.

(p) The contractor shall carry out various tests on treated sewage as per frequency mentioned here-in-before and record the same in registers. The tests shall be carried out from any Govt approved laboratories. Contractor shall also be at liberty to establish his own laboratories at site for same after prior approval of GE, however, GE can ask the contractor to get independent tests from any Govt lab/ Govt Engineering colleges/NABL lab . The cost of above shall be deemed included in the rates quoted by contractor in BOQ.

(q) The Installation shall be frequently visited by the MES/ Air Force officers. It shall be contractor responsibility for proper upkeep of the area in a presentable state all the time. Surrounding area upto the fencing/ boundary of STP shall be kept clean and cleared of bushes/ shrubs and grass all the time to give a neat and clean appearance of the area.

(r) Registers of record of periodical maintenance carried out data wise for each equipment separately.

(s) Repair to system in case of break down (due to normal wear & tear) shall be rectified by the contractor within 24 hrs. In case of failure noticed more than 24 hrs, recovery shall be effected @ Rs. 500/- per hour beyond 24 hrs.

(t) Disposal of all sludge at suitable frequency outside the defence land. Contractor is deemed to have identify the area suitable for disposal for sludge. The cost of disposal of all sludge shall deemed to have been included in the unit quoted rates.

M&L for repair/maint of Dual Media Filter of 100 KLD Sewage Treatment Plant, opening top cover of sand filter tank for taking out all filter media i.e. sand, gravels, strainer with complete connection of pipes & valves and repairing the same including re-filling of existing filter media /chemicals after washing and topping up of filter media/chemicals as required and testing complete all as specified and as directed. Notes:- The fwg points is deemed to be inclusive in unit quoted rate :- (i) Keeping leak proof of whole DMF assembly including all types of valves, replacement of rubber hose, clamps, etc. (ii) Topping up of all filter media to DMF like gravels, sand, strainer etc. (iii) Disconnect & interconnect pipes of any sizes, valves, gauges, and all accessories etc., including reassembling the whole DMF by welding/ jointing etc. (iv) Cost of labour elements towards removing of unserviceable items & refixing of serviceable items for below mentioned supply only items will be deemed to be included in unit quoted rates.

Taking out silt, liquid water sludge in solid/semi solid state / pumping out all mud sewage water from collection sump of STP tanks of any capacity and size at AF Stn East & west area and removing the same using truck mounted honey sucker of capacity minimum 4 cum and to dispose off the sludge in low lying area at far distance during Sunday and holiday as per requirement, depositing the sludge in low lying area with covering by earth over it and leaving the collection sump clean etc. complete all as specified and directed.

Note :- The tenderer shall take into consideration for following points while quoting his rate for this item and the unit rate is deemed be included for :- (i) Cutting and filling shall be cleared of shrubs, vegetation, grass bush, weed, trees and sapling not exceeding 30 cm in girth, measured at a height of two metre above ground level around collection sump. Useful material shall be stacked.

(ii) De-watering by high pressure submersible pump all complete.

(iii) Removal of sludge & sand from inside the tank scrubbing and washing side walls and bottom with bleaching powder solution and making surface free from any fungus, deposited stains using wire brush filling of cavities inside of tank with CM (1:2).

(iv) cleaning of walls , flooring and ceiling with special mechanized high pressure jet machines by high pressure jet pump 80-180 bar pressure , which dislodges the layer of dirt, algae, fungus stuck on its surface usage of scrubbing machines for old stains.

(v) Anti-Bacterial Treatment of Inside of the tank should be treated with specially developed 4 ft long ultraviolet Radiator to kill further floating bacteria/virus in order to make the tank totally clean, bacteria free and safe for storage of water.

(vi) Cleaing/ above operations should be executed by trained workers and technicians.

(vii) Cost of T&P like rods, bamboos, gum shoes and hand gloves etc complete.

(viii) Driver and operator must be in possession of a valid licence and confirm the serviceability of the Truck.

(ix) Removal of blockage of sewage lines up to one metre from collection sump including manholes by using necessary tools/ mechanically tools or manually such as passing rope knots, bamboo kamti and disc of required size including safety measures such as test for gas etc. before flushing the pipe well with water after removal of blockage of pipe complete all as specified and directed.

(x) Tank shall be made available for cleaning for a period of 8 hours only and contractor has to arrange sufficient labour/ T&P to complete the job with the given period only. or otherwise penality shall be imposed @ Rs 500/- per Hour.

Chemical testing of treated sewage water of sample taken from various STP locations at AFS Jalahalli East and West area through a Central/ State Govt/ NABL approved lab. Supply, installation, testing & commissioning of maintenance free chemical earthing system comprising of 17mm dia copper bonded rod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducing liquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 A by any NABL accredited lab. The above mentioned rod shall be installed in 4-6 inch bore, 12 feet depth with a distance of minimum 3 meters between each installation including taking down existing one, complete all as specified and directed.. The quoted rate shall also deemed to be included the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 08 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate.

(ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors.

(iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate.

(iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor along with the sample approval

(v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH value should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.

(vi) Copper strip of size 20 x 3 mm shall be fixed on proper post insulator at the instrument end (copper strip upto 7.5 RM shall be considered in unit quoted rate and extra will be measured and paid separately).

(vii) Testing of earth shall be carried out in presence of departmental and user representative and report shall be submitted to Garrison Engineer duly signed by all concerned.

(viii) Earth resistance tester will be provided by the contractor. Tester should be calibrated from authorised company/ lab.

(ix) Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintained duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained.

(x) The contractor shall give a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion.

(xi) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.

(xii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is maintained.

(xiii) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing for each earthing shall be retained from payment due to the contractor from final bill for the guarantee period.

(xiv) The electrode shall carry manufacturer's name .

(xv) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination.

(xvi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm.

(xvii) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.

(xviii) The contractor shall submit CPRI India certified document for copper bounded rod to ensure genuineness of material.

(xix) Sign board of mild steel sheet 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing shall be fixed near the earth pit after completion as directed by engr -in- charge.

Material and labour for Earth pit cover made of heavy duty poly plastic of high grade polypropylene tested and certified by any NABL accredited lab for load bearing capacity not less than 7.2 tonnes with top dia not less than 250mm, bottom dia not less than 330 mm and height not less than 260 mm for each electrode pit complete including taking down old unserviceable pit cover of any decription all as specified and directed. (ii) Insulators, bus bar sleeves, lugs, gland etc including complete wiring with suitable size of copper wire are all inclusive in unit quoted rate. (iii) Make of Switch gear : Schneider/L&T/C&S. (iv) MCCB should be ICu =100% ICs. (v) Make of LT Panel/FPB shall be as mentioned in list of makes (PS).

Note :- An amount of Rs 2,03,357.00 on account of credit schedule for schedule 'A' part II shall be deducted from the total amount of BOQ to arrive at the contract sum.
