COSULTANCY WORK (PHASE-I) : Engaging a specialist Solar power firm satisfying criteria laid down in Para 8(A)(ii) and 8(B)(iv) of Appendix-A to NIT on Sl. Page No 09 with whom MOU has been done or a Consultant (approved by MNRE / State authority and having experience of minimum 10 years in the field of planning, execution and maintenance of Solar Power Plant) to provide consultancy services for designing and preparation of DPR for Solar Power Plant as specified in BOQ. The specialist Solar Power firms or the Consultant shall prepare detailed feasibility study report, design and layout of the solar plant of all the sites as per MNRE specifications including all civil, structural, electrical & other related works and to supervise the works till completion of project in all respect as per details given below:- (Note: Contractor shall submit MOU with the specialist Solar power firm or three names of consultant and shall engage the consultant after approval of Accepting officer)
(iii) The basic design parameters for design of above steel structures to be considered are as below:- (a) Material for frame/ Structure - Hot rolled steel sections/ Steel hollow sections (b) For foundation/ base - RCC, Concrete M30, Steel Fe 500 (c) Load to be considered as per - IS 875 Part 1 to 5 (d) Seismic loads to be taken as per - IS 1893:1984 (e) SBC of soil of area where structures to be built- 200KN/m2 (f) Steel frame to be designed as per - IS 800:2007 (g) RCC Portion to be designed as per IS 456:200 (h) Any other criteria required at the time of design may be considered as per latest Indian Standard Codes (iv) The SBC given above is for guidance only. The contractor shall first ascertain the SBC and then finalise the design of structures. The rate quoted shall be inclusive of same. No price adjustment shall be made for any change in value of SBC actually obtained at site and rate shall be quoted accordingly. (v) This item contains only conultancy part of these structures and the rate for actual construction shall be quoted in Sr. Item No 3.00 here-in-after NOTE : (i) After acceptance of Design, Layout, DPR and other relevant Documents by the Accepting Officer, Execution of installation of Solar Power Plant Under PHASE-II, shall only be progressed as per DPR. (ii) Items which are not covered in the scope of Work, shall be executed at site as per DPR without any extra cost to the Department which will be deemed to be included in the quoted rate. (iii) The four steel structures as given above are to be utilised for placing solar panels over their roof and utilizing the entire roof area of the four structures for mounting solar panels. Balance solar panels to achive the required capacity shall be placed on existing structures (iv) This item is exclusively for consultancy services only and execution is covered under subsequent items.
INSTALLATION OF ON GRID TYPE SOLAR POWER PLANT OF 540 KW (AC at PF 1.0) CAPACITY (PHASE-II): Supply, Installation, Testing & Commissioning of ON-Grid connected solar PV plant of capcity 540 KW based on DPR, comprising provision of solar panel with anti glare coating with Si-Monocrystaline or its latest type PV Module, roof top structure power conditioning unit (Inverter Power evacuation equipment such as cable and Panels, Fire safety kit, earthing and lightening arrestors, all accessories etc including all preliminery Charges as per Daman and Diu Electricity Department / Electricity Supplying Agencies guidelines including all electrical works required for erection and commissioning of Solar PV plant with fixed tilt type structure and including all type of necessary civil works comprising of following sub-components/sub-systems and with following specifications complete all as specified and directed by Engineer-in-Charge:- (A) SOLAR MODULE Poly / Mono Crystalline silicon terrestrial photovoltaic (PV) modules high power solar cells shall be used in solar photo voltaic module. Each PV modular used must have a RF identification tag. The minimum power rating of each PV Module shall not be less that 250 Wp and PV Modules must have Certification of below IS/IECs : IEC:60068-2-2 :2007 IEC: 60068-2-78:2001 IEC:60068-2-30:2005 IEC 60068-2-1: 2007 IEC 60068-2-14:1984 IEC : 61000-6-2: 2005 IEC 61000-6-4:2010 IEC 60529: 1989
Solar PV Module must have Test Report / Certificate for the following protection from NABL approved laboratory from any of the rating : 1. Over current protection and over voltage(minimum +/-15%) on output side 2. Grid frequency variation limit and protection 3. Over temperature test 4. Noise level test 5. Idling current test 6. Reverse polarity protection 7. Array ground fault protection 8. Anti islanding test 9. Short circuit protection on AC side 10. Efficiency test SOLAR INVERTER The inverter shall be tested Manufacturing faciity in presence of Rep of Accepting Officer. Nominal AC output voltage and frequency : 415 V, 3 phase, 50 Hz Accuracy of AC voltage control : +/- 1% Output frequency : 50Hz Inverter efficiency (Minimum) : >97% Protection of enclose : IP-65 (Minimum) for outdoor. Rating and number of the each inverter should be as per DPR and all the certificate should be with the offered power capacity. Inverter must have specifications and certificates as per below IEC/IS : IEC:60068-2-2 :2007 IEC: 60068-2-78:2001 IEC:60068-2-30:2005 IEC 60068-2-1: 2007 IEC 60068-2-14:1984 IEC : 61000-6-2:2005 IEC 61000-6-4:2010 IEC 60529:1989
The structures should be designed from 2 kw to 150 KW solar panel and with a design to allow easy replacement of any module. On Roof the structure should be grouted with Hilti type chemical anchor alongwith suitable roof treatment to PCC block. Note: Contractor to visit the site before quoting his rates so as to ascertain the ground condition and scope of work. (C) Cables & Wires: Supplying & fixing of double insulated tinned copper conductor cables or Aluminium conductors as required at site (Solar DC cable) of double of current carrying capacity of the single string (D) AC termination Panel: Supplying, installation, testing & commissioning of factory assembled wall/floor mounted indoor distribution board dust & vermin proof powder coated self supported suitable for 3 phase 4 wire, 50 Hz 440 volt AC supply with locking arrangement. Current carrying capacity of all used components should be as per the inverter for the plant. Major components, MCCB/MCB of suitable capacity, 1. power meter, 1 nos. 3 pole SPD, light indication, with earthing connection. weather protection of IP 65. (E) DC earthing: Earthing of chemical maintenance free earthing of more than 1.5 meter long with accessories. Connecting arrangement will be with GI wire or copper cable of minimum 4.0 Sqmm with structure of Solar panel. (F) AC earthing: Earthing of chemical maintenance free earthing of more than 1.5 meter long with accessories. Connecting arrangement will be with GI wire or copper cable of minimum 4.0 Sqmm with Neutral and AC terminal panel. (G) Lightning arrester with earthing: Earthing of chemical maintenance free earthing of more than 1.5 meter long with accessories. Connecting arrangement will be with GI wire or cupper cable of minimum 4.0 Sqmm with highest point of the building.
(H) Net Metering: Supply, Installation, testing and commissioning of Bidirectional & Unidirectional CT operated Multifunction Energy Meter in IP 65 Box having all parameters like (V, A, F, PF, kW, kVA, kVAR, kWh, kVAh, kVARh,Bidirectional (Import-Export)) Class Accuracy 0.5 complete with accessories for making suitable arrangements of Netmetering with existing DISCOM system. Net Metering system shall be installed at HT side i.e 11KV. (J) SOLAR METERING: Supply, Installation, testing and commissioning of Unidirectional CT operated Multifunction Energy Meter in IP 65 Box having all parameters like (V, A, F, PF, kW, kVA, kVAR, kWh, kVAh, kVARh,Bidirectional (Import-Export)) Class Accuracy 0.5 complete with accessories for making suitable arrangements of Netmetering with existing DISCOM system. (K) Monitoring System: Remote Monitoring System, Data Logging on line PV monitoring of total 540 KW Roof top solar power generation plant etc. to collect performance information at the site of PV installation complete in all respect to regulate complete parameters like total unit generation, yearly generation, voltage current of the strings, history and rupees saved as per solar power generated. Remote monitoring should work on the GPRS/Wifi as per site condition. Should have a mobile application for daily monitoring. Note: Contractor will have the responsibility for liaising with Daman Administration regarding preparation of MoU between MES & Daman administration for concession in electric tariff after completion of work. Any payment regarding MoU will be paid by MES to Daman administration.
M & L for fabrication, installation and execution of following four nos steel structures as per approved design submitted by consultant (i) Parking shed all as per sketch-1 (ii) Parking shed all as per sketch-2 (iii) Steel shed to cover existing seating arrangement and front track all as per sketch-3 (iv) Steel shed to cover running track of length 400meters all as per sketch-4 Note: (a) The flooring of all sheds shall be measured and paid seperately (b) All design parameters shall be as applicable to actual place of execution shall be considered. (c) The entire roof area of these structures shall be used for installing solar panels (d) The roofing arrangement shall consist of suitable purlins and Galvalume pre coated steel sheet of 0.5mm thickness having tensile strength 550Mpa fixed with self tapping screws as per manufacturers recommendations. (e) General arrangement of each structure can be slightly altered without changing the internal clear dimensions of the structures. (f) The design of roof of the structures shall be carried out to suit installation of solar panels and the shape of roof shown in sketches are only indicative. (g) The mounting of solar panels on roof of sheds shall be done in such a manner that the roofing sheets are not punctured and the roof sheet shall be kept independent of panels. (h) The strucural steel to used shall be of grade Fe-410WA, ISI marked (IS-2062) (j) All steel members shall be painted with a coat of epoxy primer and two coats of epoxy paint of approved make and shade. (k) The consultacy charges for designing of these structures shall be paid under item No 1.00 here-in-before.

Comprehensive Maintenance and operation: (PHASE-III) Manning and Operation of Solar Photovoltaic power generation system 540 KW for a period of first two year, including repair / replacement of wornout / defective items / parts during the Warranty Period / defect liability period and ensure 100% functioning of Solar Power Plant . Note : (i) Repair and Maintenance of Solar Power Plant shall be done under defect liability period/ Warranty Period without any extra Cost to the Department. No payment shall be made for the same. (ii) Contractor shall engage Qualified personnel having experience of operation & maintenance of solar plant (One electrical diploma engineer/ITI holder having passed "solarmitra" programme by MNRE & one helper for the General Shift (0900Hrs to 1730Hrs) and as and when required at the time of break down & Maintenance.
(i) 1st Year after completion (Manning and Operation charges)
(ii) 2nd Year after completion (Manning and Operation charges)
Comprehensive maintenance including operation of Solar Photovoltaic power generation system 540 KW for the period of three (03) years including repair / replacement of wornout/defective items / parts after completion of Warranty Period/ defect liability period of two year complete all as directed. Note: Contractor shall engage Qualified personnel having experience of operation & maintenance of solar plant (One electrical diploma engineer/ITI holder having passed "solarmitra" programme by MNRE & one helper for the General Shift (0900Hrs to 1730Hrs) and as and when required at the time of break down & Maintenance.
(i) 3rd Year after completion (Manning and Operation including comprehensive maintenance charges)
(ii) 4th Year after completion (Manning and Operation including comprehensive maintenance charges)
(iii) 5th Year after completion (Manning and Operation including comprehensive maintenance charges)
Note for Item No 5.00 and 6.00: (ii) The repairs affecting the working conditions of Solar Power Plant shall be carried out within 24 hrs. If the contractor fails to comply/ rectify the defects with this requirement, penalty at the rate of Rs 10000.00 per day for the period of breakdown beyond 24 hrs shall be imposed & same will be recovered from contractors dues. (iv) In case non deployment of operator on duty, non rectification of defects/ cleaning of panel/ installations, non-maintenance of log sheet and other records of the installation on day to day, it shall be considered as absent of the operator on duty and recovery at double cost of rate of wages shall be deducted by the Engineer-in-charge from the bills without any notice to the contractor.
Taking down cement plaster on brick masonry walls built in cement mortar including raking out joints, hacking for key, scrubbing down with water and removal of debris outside MD land etc complete all as specified and directed
Dismantling of mud puska or concrete bedding including complete removal of existing water proofing treatment and cleaning of original roof by brooming, washing and roughening roof surface comple all as specified & directed
M&L for 15mm thick rendering in CM (1:4) laid on roof surfaces mixed with integral water proofing compound @ 3% by weight of cement, including finishing the surfaces even and smooth without using extra cement. (Note: WPC shall be measured and paid separately ) complete as specified and directed.
Supply only integral WPC all as specified & directed.
M&L for WPT to non accessible RCC roof slab/chajja/canopy/parapet etc to be executed surface thoroughly wire brushed, washed and dried up and cleaned of all foreign matter and dust to receive Shalitex primer @300 gms/sqm for laying 3.00 mm thick super thermo lay (APP modified membrane with polyster reinforcement) 3.6 Kg/Sqm laid by torch application method and 75mm overlap in longitudinal direction and 100mm in transverse direction, a coat of silver shield (solar reflective aluminium paint) @ 0.12 Kg/Sqm all as per manufacturer’s instructions etc complete all as specified and as directed. Make- Tikitar, STP texas, Shivam Hyperplast, Pidilite all as specified and directed.
