Telecommunication Work related to OFC Network has to be carried out by the Bidder as defined in Scope of Work of Job specification, other specifications, drawings, other provisions of Contract and instructions of Engineer-in-Charge including but not limited to followings works. For all supply, the scope covers design, manufacturing, factory testing, inspection, packaging, forwarding, transportation, insurance, handling and storage at site etc.
SUPPLY OF OFC AND ACCESSORIES (as per tender Technical specification).
Supply of 24 fibre composite Optical fibre cable (6 Fibre G-655 & 18 Fibre G-652) of 4000 Meter ± 2.5 % cable drums (Qty as per pipeline length) Shorter-length drums (less than 4 km by up to 2.5%) shall be acceptable subject to site conditions and approval of the Engineer-in-Charge (EIC), in accordance with the tender specifications. Any additional requirements arising due to the use of shorter-length drums, as per the Technical Specifications / Scope of Work, shall be within the vendor’s scope of supply.
Supply of Jointing Closures (suitable for 24 Fibre OFC ) including all accessories of approved make of GAIL/PMC only.
Supply of Jointing Closures - 3 way / 4 way (suitable for 24 Fibre OFC ) including all accessories of approved make of GAIL/PMC only.
Supply of Permanently Lubricated Telecom HDPE Duct & Accessories as per Technical specificationof Bid documents
Supply of 40 mm, permanently lubricated HDPE Telecom DUCT (1000 meter drum), Factory Acceptance Testing as per specification. (Qty with spares) Supply of spare HDPE accessories Plastic Couplers (PC), End Plugs (EP), Cable Sealing Plugs (CSP), End Caps (EC) etc suitable for supplied Duct .
SITE WORK (as per scope of work & Technical specificationof Bid documents)
Submission of optical fiber cable & HDPE alignment sheets as per the requirements of specification based on the existing pipe line survey (No separate survey reqd.), estimation of OFC & HDPE duct including all accessories in accordance with the alignment sheet and specifications. Laying work can not be started without approval of these documents from Client / Consultant / EIC.
Erection of HDPE Duct as per specification
Testing of continuity of existing HDPE ducts laid by other contractors. In case any defect, blockage, or discontinuity is observed during testing, installation of 40 mm OD permanently lubricated HDPE ducts shall be carried out in the same pipeline route, either direct buried or in cased crossings through CS/HDPE conduits (two ducts in cased crossings), or by open-cut method or by moling method or by HDD method, in all types of strata. The scope of work shall include, but not be limited to, works in terminal areas or non-pipeline areas such as excavation, padding, backfilling, supply and laying of common warning mats, cleaning and sealing of ducts. For river crossings, provision of additional blowing pits at both ends of the river bank shall be included. The work shall also include jointing of HDPE conduits, erection of accessories as required, testing of laid permanently lubricated HDPE ducts, rectification (if required), cleaning and sealing of ducts after testing, preparation of test reports, joint location marking in CAS, and final acceptance/handing over of the system to GAIL, including all drawings and documentation, complete in all respects as per specifications provided in the bid document. Supply of all HDPE accessories, including Plastic Couplers (PC), End Plugs (EP), Cable Sealing Plugs (CSP), End Caps (EC), etc., suitable and sufficient for the supplied ducts, shall be included, complete in all respects, as per specifications and directions of the Engineer-in-Charge (EIC). (This duct is intended for blowing of 24F OFC for the total length of the pipeline, as per specifications and drawings.)
Laying of HDPE ducts through open cut method in all types of strata.
Laying of HDPE ducts through moling method in all types of strata.
Laying of HDPE ducts through HDD method in all types of strata.
Laying of HDPE ducts in the same pipeline trench, either by direct burial or through cased crossings in CS/HDPE conduits, executed by other pipeline contractors. Note: The bidder shall be responsible for proper coordination with other contractors for execution of the work in all respects, without any extra cost or time implication.
Supply of OFC Blowing pits / Jointing pit (RCC pit as per technical dwg & at every 1 KM distance for BP and every 4 KM for JP, at 1 meter away from the main pipeline), including sand etc all complete as per spec for all planned BP/JP, drawing provided in the bid document. Any unpanned BP/JP will not be paid. At every junction / branching points blowing pit has to be considered.
Blowing / Laying of Optical Fiber Cable
All activities pertaining to Blowing / Laying of optical fiber cable in same pipeline trench inside 40 mm HDPE telecom duct (after testing of OFC drum at site), through CS/ HDPE conduits at crossing, testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document & as per direction of EIC. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit & 20 Meter at each station on wire-mesh (if applicable) shall be provided- No payments for laying shall be made for these spare loops) Unit of measurement shall be the running meter (RM) measured of the pipeline route.
Supply & installation of 300 dia OFC cable markers at all pipeline warning markers locations on same pipeline markers / KM marker / directional marker post as per specifications & drawing provided in the bid document and direction of consultant.
Splicing, Jointing of optical fiber cable , final Jointing / splicing, Testing of OFC after jointing all completed as per specifications & drawing provided in the bid document and as per instruction of EIC.
Supply and installation of Joint Marker at all jointing locations as per PMC drawing all complete as per spec., drawing provided in the bid document and the direction of consultant.
Supply and Installation & Commissioning of Electronic Marker System as per specification , test certificate and documents etc. consisting of :
Electronic Markers (To be buried underground along with OFC Joints at all jointing location)
Electronic Marker Locator and accessories (Including probe and locator electronics)
Supply of FTC for OFC termination (in and out) (approved Make ) with zero dB connectors and other accessories for termination of OFC - 24 fibre in the equipment room (at all control room locations) (tentative). At common locations such as SV; contractor has to provide FTC for 48 F with Zero dB connector for both direction OFC termination as per channeling plan. The channeling plan will be provided to succesful bidder during detailed engineering.
Locations where CONTROL ROOM IS AVAILABLE - Installation of FTC for OFC termination (in and out)(approved Make ) with zero dB connectors , supply and installation of wiremesh (structural size 1.5 Mtr x 1 mtr and mesh size 15 cm x 15 cm) and other accessories for termination of OFC in FTC.
Locations where CONTROL ROOM IS NOT AVAILABLE - Supply of weather proof JB, post for JB with canopy etc., inclufing all the items required for erection of FTC. Installation of FTC in field in weather proof JB, post for JB with canopy etc including all the items required for installation of FTC, Termination of OFC on FTC with Zero Db connector (including supply) and all work as required for complete termination of OFC on FTC (including splicing) .At All such locations additional 50 meter cables has to be stored in blowing pit near to FTC post. The blowing pit cost shall be included in lumpsum price. Refer PJS
Termination & Testing Splicing with street fibre, test of the fibre for the smooth operation system on wavelengths, OTDR Test of the laid OFC, end to end Power Testing of laid OFC, Identification of the fault, Rectification, preparation of reports, reconciliation of free issued OFC etc., all testing reports in the format provided in the tender, CD of all fibre OTDR traces, work complete in all respect with all necessary accessories for all location, final acceptance / Handing over of the same to GAIL and as per the direction of Engineers in charge, as per specification & contract agreement. RESTORATION OF ROADS
Restoration of asphalt / concrete / red stone roads / pavement/ pavor block including compaction of soil, to original condition as per requirement and to the entire satisfaction of EIC and / or concerned Owners having jurisdiction for following thickness.
Restoration of Asphalt road upto 10 cm thickness
Restoration of Asphalt road beyond 10 cm upto 20 cm thickness
Restoration of Concrete road upto 10 cm thickness
Restoration of red stone road / footpath / pavement upto 4 inch thickness
GROUND PENETRATING RADAR
Carrying out subsurface utility survey along the proposed pipeline route and/ or as specified by Engineer-In-Charge for 5 m corridor using Ground Penetrating Radar (GPR) for depth upto 5m below the existing ground level to locate and identify all existing underground utilities/buried objects including but not limited to pipelines, sewers, conduits, cables, drains, manholes, appurtenances etc in the proposed corridor along with location, DGPS coordinates, depth, shape and dimensional details of utilities. Four (4) Copies of Report and Drawings incorporating all collected datas shall be submitted as per scope of work and direction of the Engineer-in-charge. Scale of Drawing shall be Planimetry (X Axis 1:1000, Y Axis 1:100), Longitudinal Section (Z Axis 1:100) and Transverse Section at critical location.
1.Survey Agency for execution of GPR Survey Work to be engaged by the Contractor shall be submitted for approval of GAIL prior to start of work.
2. GPR Work shall be carried in presence of Contractor's Representative.
Pipeline Laying Liasioning (including Crossings) and getting permission from the statuatory authorities.
Submitting request for (after obtaining the letter from client) permission , follow up , assisting in site inspections / route suevey / site report making/making site inspection drawings , submitting at designated offices , resubmission after correction , modification if required , soft and hard copy in nos. as required /if required in sizes , and collecting permission from the statuatory authorities including NHAI , PWD , Railways , Irrigation , Forest , Municipal Corporation etc. Obtaining work permits /NOC from various statutory authorities having jurisdiction before execution of the work and complying with all stipulations /conditions/recommendations of the said authorities. Only statutory fees shall be paid by the owner.
