Design, Supply, Installation and Testing & Commissioning of Solid State Interlocking (SSI) /Electronic Interlocking (EI) based Signaling & Telecommunication System at Plate Mill Yard of Bhilai Steel Plant, T&D Deptt.

• The bidder shall fulfill the following eligibility criteria for which documentary evidence shall be submitted by the bidder in their offer:

A. The bidder should have experience of having successfully completed similar work(s) during last 7(seven) years ending last day of the month previous to the one in which tenders are invited should be either of the following: -

i. One similar completed works each costing not less than Rs 6.15 Crores (Excluding GST)

OR

ii. Two similar completed works each costing not less than Rs 3.84 Crores (Excluding GST)

OR

iii. Three similar completed works each costing not less than Rs 3.07 Crores (Excluding GST)

B) “Similar Works” means "Supply, Installation, Testing and Commissioning of Signaling & Telecommunication Equipment/ System with the provision of Solid State Interlocking (SSI)/ Electronic Interlocking (EI)."

i) Experience should be from Govt. Organization, PSU or Public Limited Company.

ii) In support of eligibility and experience, the tenderer is required to submit self-attested copies of Purchase Order/ Work Orders/ Contract and Completion Certificate (issued by the concerned authority).

iii) In case, completion certificate is not issued for the PO/Work Order/ Contract, Bidder shall submit a document in scanned original self-attested copy issued by the concerned authority certifying value of completed similar works given in the Eligibility Criteria above against concerned PO/Work Order/ Contract.

iv) The work Order and Completion Certificate / Paid Bills so submitted should be in the name of participating tenderer.

v) All work-orders having similar work where completion date falls within last 07 years ending last day of month previous to the one in which tenders are invited shall be considered for evaluation as per Eligibility criteria, irrespective of date of work-order.

• C). Financial Requirements:

i. Average annual financial turnover of the bidder shall not be less than Rs 2.31 Crores during the three (03) consecutive financial years during 2022-23, 2023-24 & 2024-25.

ii. P&L statement should be in the name of the participating tenderer.

iii. The Bidder shall submit scanned original self-attested copy of Audited Annual Reports (financial statement) clearly evidencing the Annual Financial Turn-Over figure for 3 (three) consecutive financial years as mentioned herein above in support of their meeting above stipulated financial criterion.

iv. Audited profit and loss account certified by the

CA members, submitted by party / tenderer in the support of the turnover against the eligibility criteria shall contain the Unique Document Identification Number (UDIN) for the financial years mentioned above.

v. The net worth of the bidder should be positive in the last financial year i.e. 2024-2025 as per Audited Annual Accounts.
