Special Eligibility Criteria

   Past credentials : Documentary evidence for proof of supply to minimum 3 divisional/zonal railways/DFCCIL unit along with performance of a minimum of 5 Years (60 Months) must be submitted with offer. Offer received without these documents will be summarily rejected. Also, Firm should not be terminated by any zonal railways or DFCCIL in past three years. Firm should submit commissioning report and performance certificate to fulfill the above condition.

   OEM- The tenderer shall be OEM or authorized dealer/authorized system integrator of OEM for Hot Axle Box Detector system and shall have successfully executed similar work of Supply, Installation, Testing & Commissioning of Hot Axle Box Detector/Track Side Detection System/Condition Monitoring System. Bidder to quote with Bid specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM authorization certificate should be on company letter head and must contain the full name, designation, active e-Mail address & Mobile number of the authorized signatory along with company stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required.

   Tenderers/Bidder should go through the 'Condition for Tender Document 31.12.2021' available in the IREPS website before submitting their offer especially the clauses 4.0, 5.0 of the instruction to the Tenderers pertaining to EMD and SD. Please note that as per latest guidelines. . Non compliance of EMD and SD clause may lead to non consideration of the offers of the firm who are not exempted as specified in the above clauses.,

   Please carefully read para 9.2.4 of ECOR tender conditions uploaded on IREPS website applicable to this tender which is reiterated below- The OEM/Authorized Dealers/Agents must comply with the following conditions failing which their offers are liable to be rejected without further reference: i) In a tender, either the authorized agent/dealer on behalf of the Principal/OEM or the Principal/OEM itself can bid, but both cannot bid simultaneously for the same item in the same tender. ii) If an authorized agent/dealer submits bid on behalf of the Principal/OEM, the same agent/dealer shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item/product.
