Special Eligibility Criteria

   BULK ORDER : Bulk Order (Bulk Order is defined as minimum 80% of net procurable quantity in a tender) shall be ordered on established sources having proven past supply performance as defined below. For placement of bulk quantity order, the manufacturer firm must have successfully supplied minimum 01 nos. of the tendered item or similar item* in a single purchase order or contract of Zonal Railways/ PUs/ CORE/Govt. Department during the period of 07 previous completed financial year and current financial year up to date of tender closing. Successful supply shall mean acceptance of supply (proof required) by consignee. Similar item means 03 MVA or above Copper Wound, 33/11 KV, ONAN type As per IS 2026(Part 1) 2011 (with latest amendment).

   ONUS OF SUBMISSION OF REQUISITE DOCUMENTS: The onus of submission of requisite documents as given above for establishing their eligibility for bulk or developmental order lies with the tenderer.Tenderers are to note that non submission of the documents as detailed above shall be taken as they are not having any such documents. In such case their offer shall be considered based on iMMS. No back reference in this regard will be made to them.

   Preferably manufacturers should participate. Participating traders/agents must attach authorization letter issued by the OEM or OEM authorized stockiest along with their offer. Authorization letter should preferably be tender specific. In case of general authorization letter, it must clearly indicate the validity period/expiry date. Offers with general authorization letter silent on validity period/expiry date will not be considered for placement of order and that offer is liable to be ignored.

   Price Variation Clause : Price Variation Clause applicable: As the required transformer of copper wound and to be supplied with oil filled condition, the following Price Variation Clause may be incorporated in the tender as mentioned below. Price Variation Clause: Tenderers may submit their offer with IEEMA PVC Formula for Copper Wound Distribution Transformer as per IEEMA circular IEEMA/PVC/DISTT_CU_ Above 2.5 MVA/2021 w.e.f. 01.09.2021 as follows: P = Po/100 [8 + 40 x C/Co + 24 x ES/ESo + 8 x IS/ISo + 4 x IM/IMo + 8 x TO/TOo + 8 x W/Wo ]. Detailed IEEMA PVC Formula is also attached as an Annexure.Detailed IEEMA PVC Formula is also attached as an Annexure. Tenderer must submit their offer with IEEMA PVC Formula for Copper Wound Distribution Transformer with base date IEEMA DECEMBER 25 APPLICABLE COPY ATTACHED. The date of delivery means the date of call of inspection of material. Payment will be made as specified in above referred IEEMA Circular. Note : If any tenderer submits offer without PVC i.e on firm price basis or with different PVC, such offer would be treated as unresponsive and will be summarily rejected. Hence , tenderers are requested to submit offers strictly as per given above only.
