Supply, Installation, Testing & Commissioning of IP Based Video Surveillance System for Rolling Stock of Indian Railways for Electric Locomotives.

Special Eligibility Criteria

   Eligibility criteria for Supply, Installation, Testing & Commissioning along with CAMC of 5 years (After 3 year of warranty from date of commissioning) for IP-Based Video Surveillance System for Rolling Stock of Indian Railways as per RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1, annexure- 2 (Excluding RDAS) shall be as per CLW letter no. C- D&D/T/54/1 dated 13.06.2025 which is as follows: The purchaser reserves the right to place order on: Vendor who possesses STQC certification for camera & software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 on or before tender opening date. The tenderer has to submit STQC certificate for camera & software of MNVR along with bid documents. OR Vendor possessing STQC approval of software of MNVR (Mobile network video recorder) on or before tender opening date subject to submission of STQC approval of software of MNVR along with bid document & tender specific authorization from STQC approved camera OEM of camera. Vendor has also to submit STQC approval document of OEM of camera as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR Vendor possessing STQC approval of camera on or before tender opening date subject to submission of STQC approval of camera along with bid document & tender specific authorization from STQC approved MNVR (Mobile network video recorder) OEM for software of MNVR. Vendor has also to submit STQC approval document of OEM for software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents OR System Integrator who shall submit tender specific authorization for Camera, MNVR (Mobile network video recorder) from OEMs of camera and MNVR. Tenderer has to submit STQC approval of camera and software of MNVR from OEM who possess STQC approval on or before tender opening date as per the requirement of RDSO Specification No. RDSO/SPN/TC/106/2025, Ver. 3.1 of OEMs along with bid document.

   In addition to above, firm has to submit clause wise compliance of special condition mentioned in Annexure-A attached with CLW letter No. C- D&D/T/54/1 dated 13.06.2025 failing which offer of vendor may not be considered.

   Additionally, bidders must submit the following documents of make and model no. of product offered along with their bid failing which their offer shall be summarily rejected. (i) Complete and detailed Test Report of MTBF calculation of make and model no. of camera offered, issued on or before the date of tender opening by Govt./NABL accredited Test labs, like Centre For Reliability (CFR), Chennai under STQC Directorate, etc., as per Clause 3.15 of RDSO specification no. RDSO/SPN/TC/106/2025, Ver. 3.1 read with RDSO clarificatory letter No. RDSO- TELE0LKO(SPEC)/5/2019-Part(2) dtd.15.12.2025 addressed to CELE/NER (Annexure B) in conjunction with Para-3 of RDSO letter No. RDSO TELE0LKO(SPEC)/5/2019-Part(2) dtd. 16.10.2025(Annexure C) and Para 3 of Railway Boards MoMs of Meeting held on 19.09.2025 vide letter no. 2025/Dev.Cell/ICC1/1 (E 3485651) dtd. 22.09.2025 (Annexure D). Note: NABL accredited Test labs issuing MTBF test report must have the clear-cut scope for MTBF testing for electronic hardware by NABL. Bidders to attach requisite documents for proof of the same. (ii) All Regulatory Approvals/ Certification as per RDSO specification RDSO/SPN/TC/106/2025 Ver. 3.1, Clause 4.1 (xxiii) for make and model no. of camera offered and Clause 4.2 (xxi) for make and model no. of MNVR offered.

   OEM's Authorization Clause : Bidder who are not OEM of the tendered item to quote with Bid specific authorization directly from OEM of the tendered item along with any tender specific authorisation of Camera, MNVR wherever required as detailed in the tender, otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM's authorization certificate wherever required should be on company's letter head and must contain the full name, designation, active e-Mail address & Mobile/contact number of the authorized signatory along with company's stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required.

   For sub part/components of the tendered item, tender specific authorization can be issued to multiple bidders by the OEM (of sub part/components) which will be acceptable. However, for complete tendered item only one tender specific authorization will be acceptable if OEM (of complete tendered item) is not participated in this tender.

   Only Class-I and Class-II local supplier as defined under the order (Revised Public Procurement (Preference to Make in India), Order -2017), shall be eligible to bid irrespective of purchase value and the vendors who do not qualify to be Class-I and Class-II local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I and Class-II local supplier for the tendered item participates in the tender, it does so at its own risk and cost and Railway shall not be liable for any loss or damage caused to the vendor. Para No. 2.24 of attached bid documents shall be applicable.

Procurement in reference to the Ministry of Railway letter No. 2010/RS[G] /363/1 dated 13.02.2019 as mentioned in bid document. If yes, Please attach the requisite registration certificate specifically for the tendered item for the same application issued by appropriate agency. Also indicate whether MSE's is owned by SC/ST/WOMEN/OTHER. The requisite certificate is to be uploaded with tender document.    Essential Commercial Condition:- Important conditions are given below, deviation to which shall lead to summarily rejection of offers. Bidder must adhere to these conditions for their own benefit.

   Validity of offers: Minimum 120 days.

   1-Any firm quoting on behalf of OEM must submit tender specific authorization certificate along with their offer and agree for inspection by the nominated agency (as the case may be) at the premises of their principals, failing which offer shall be ignored without any backreference. 2-The OEM / Authorized dealers/agents must comply with the following conditions, failing which their offer(s) will be ignored. (i) In a tender, either the Indian Agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. (ii) If an agent submits a bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item/product.

   80% payment shall be made on receipt of the items in satisfactory condition, against suppliers challan certified by consignee gazetted officer, and inspection certificate issued by the nominated inspection agency. Balance 20% payment shall be made after successful installation, commissioning and acceptance of the equipment by consignee subject to submission of Bank Guarantee for 10% of the contract value for warranty obligations, valid beyond 6 months period of warranty.
