Special Eligibility Criteria

   Eligibility for Developmental Orders (up to 20% of NPQ): 1. Technical Eligibility : The following shall be the technical eligibility requirements to qualify for developmental purchase. Note : If supporting documents for credentials as per the eligibility criteria are not enclosed then MCF may use its own available records or reject the bid. 1.1 Capability & Quality certification: The bidder shall have the following certifications valid as on the date of bid opening. The copies of the certificate shall be provided as a part of the bid document. The copies provided shall be verifiable. 1. ISO 3834-2 / EN15085-2 certification. 2.ISO 9001:2015 certification. 1.2 Requisite design infrastructure:The bidder shall have requisite design infrastructure capable of handling the models provided by MCF and generating the manufacturing part drawings. This may be in-house or outsourced to a reputed design firm. The following documents shall be submitted with the bid. 1. For In-house infrastructure, details of design workstations and the certificate of NX licenses owned by the firm. 2. For outsourced design support, the copy of the agreement with the firm and the details of design workstations, certificate of NX licenses owned, details of designers employed by the firm. 1.3 Requisite Manufacturing Infrastructure are as per Annexure A (attached). The bidder shall upload copy of this document filling remarks against each clause. Firms to note that offers without this document or with incomplete document shall be ignored.

   Eligibility for Bulk/Regular Orders :- The following clauses list of the eligibility for bulk (regular) orders:- 1. Manufacturers with proven supply credentials : Either of the following criteria for credentials shall be acceptable for placement of the bulk orders as provided under 1.1 OR 1.2. 1.1 Approved vendors listed on UVAM Approved Vendors of RCF for Shell Kits as below: All vendors approved for UVAM RCF item ID 2400018, AND RCF Item ID 2400026. The bidder shall qualify only if they are approved for both the UVAM-ID of RCF. All approvals for any sub-items of the UVAM-ID mentioned are acceptable. Note : (i) Vendors approved as developmental for any of the items listed above shall be considered only for developmental orders (up to 20% of NPQ). (ii) Note: Directory of approved vendors of RCF only as available on UVAM as on date of tender opening shall be considered valid directory for evaluation of offers and EMD exemption and SD exemption. OR 1.2. Manufacturers who have successfully supplied the following assemblies to MCF/ICF/RCF. The bidder should have completed (supplied with valid R-Note) the following minimum quantities using stainless steel or corten steel, within the period of current financial year & previous three financial years (period to be reckoned as on the date of tender opening). Firms to note that only copes of R/Note will be considered for this clause, copies of PO or IC without R/Note will not be considered. 1. Underframe of any LHB coaches Or Underframe of any MEMU/EMU/DEMU/Trainset Steel Type Corten, 25 (Quantity (coach sets)). 2. End wall of any LHB coaches Or End wall of any MEMU/EMU/DEMU/Trainset Steel Type Stainless Steel,25 (Quantity (coach sets)). 3. Side wall of any LHB coaches Or Side wall of any MEMU/EMU/DEMU/Trainset Steel Type Stainless Steel, 25 (Quantity (coach sets)). 4. Roof of any LHB coaches Or Roof of any MEMU/EMU/DEMU/ Trainset Steel Type Stainless Steel,25 (Quantity (coach sets))

   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order, No.: P- 45021/2/2017- PP(BE-II) dated:16.09.2020 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor

   Firm should mention place of inspection. In case of procurement from approved sources, place of inspection mentioned in vendor directory available on UVAM shall be followed.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
