BLW reserves the right to order entire or bulk quantity on CLW approved firms for tendered item appearing on UVAM (CLW UVAM item ID: 2100438) for 3-Phase Asynchronous Motor, Type 6FRA-6068 for 3Ph Loco. The status of the firm shall be reckoned as on the date of tender opening and not thereafter unless a case of downgrading/removal/suspension/banning. Note: Directory of approved vendors of RDSO, CLW, BLW, RCF, ICF, MCF and CORE as available on UVAM only shall be considered as valid directories for all purposes by all stakeholders. Vendor directories being maintained in other forms (manual or online), if any, shall not be valid.
Offers of developmental vendors appearing in UVAM for the tendered item (without any condition for prototype/ field trial clearance) can be considered for developmental order up to 20% of NPQ.
Developmental vendors appearing in U- VAM (with condition for prototype/field trial clearance) as well as vendors whose name do not appear in U-VAM for the tendered item may be considered for small quantity developmental order [up to 5 Percent of Net Procurable Quantity]. Offer of vendors whose name do not appear in U-VAM for the tendered item will be considered for developmental order only if, along with offer, they enclose required past credential of supply of same item / similar to tendered item, details of Plant & Machinery, Testing Facility, QAP, ISO Certificate and other relevant document to substantiate their capacity to develop and supply the tendered item subject to successful capacity-cum-capability assessment and completion of formalities as per the bid condition. Offers of firms on whom developmental order with capacity- cum- capability assessment and/or prototype inspection of CLW/Other PU/Other Zonal Railway is pending, will not be considered for repeat developmental order.
[A] In view of the Public Procurement (Preference to Make in India) Order, 2017, as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore procurement of the tendered item is restricted to Class-I Local Suppliers or Class-II Local Suppliers only subject to satisfying other qualifying criteria. The vendors who do not classify to be Class-I Local Suppliers or Class-II Local Suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I Local Suppliers or Class II Local Suppliers for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. [B] Offers of only Class-I Local Suppliers or Class-II Local Suppliers, as defined under the PPP-MII order 2017, shall be considered for any ordering. [C] Percentage of Local Content declared by the bidder in Compliance of Make in India Policy will be referred to determine the Class of the Vendor while considering the bid

Please indicate [Y/N] whether you are interested in availing the benefits available to Micro and small Enterprises [MSEs] of their participation in Govt. procurement in reference to Clause No. 1.15.1 of BLW Tender Document Rev.Year 2026 (copy attached). If yes, please attach the requisite registration certificate issued by appropriate agency along with the offer. Please note that in absence of the requisite certificate, such benefits may not be extended.
If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise [in percent of order value] with further breakup of MSE owned by SC/ST. [Information will be provided in percent terms with 6 fields, Micro owned by SC, Micro owned by ST, Micro owned by Others, Small industry owned by SC, Small industry owned by ST, Small industry owned by Others].
Any firm quoting on behalf of OEM must submit tender specific authorization certificate along with their offer and agree for inspection by the nominated agency (as the case may be) at the premises of their principals. Further, Principal firm shall assure full guarantee and warranty obligations as per the general and special conditions of contract in the Tender Specific Authorization certificate and mandatorily provide the contact number and email of the designated person in the Tender Specific Authorization for verification. Failure to comply with any of the requirements shall make the offer liable to be rejected [Details as per Para 2.13.3 (b) of BLW Tender Document (REV. Year 2026 Ver- 01)
In case of Trader/Agent, the current and valid tender specific authorization certificate from their principals should be submitted. In case of O.E.M./ Manufacturer they should submit an undertaking that they are O.E.M. / Manufacturer. Offers from authorized agents will be considered only if they submit tender specific authorization from the manufacturer, failing which their offer will be ignored summarily without making any further reference to them. (Details as per Para 2.12.6 of BLW Tender Document (REV. Year 2026 Ver-01).
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
Firm should specifically mention the quantity which they can supply per month to BLW against this tender, which will be kept in view while ordering to ensure the availability of material at BLW as per requirement of tendered item.
Tenderer must enclose required past credential of supply of same / similar tendered item to show that they are capable of supplying the tendered item and to substantiate their capacity to develop tendered item. The firm should enclose details of infrastructure of Plant & Machinery and testing / quality control, QAP [approval status by Approving Agency ], ISO certificate details and other relevant document for the tendered item.
The Class-I/Class-II local supplier shall be required to provide along with the offer a self-certificate giving the percentage of local content of tendered item.
Bidders must submit a certificate as per Para 1.26.6 of BLW Tender Document (REV. Year 2026 Ver-01). If such certificate given by a bidder whose bid is accepted is found to be false, this would be a ground for immediate termination and further legal action in accordance with law. Non submission of Certificate may lead to rejection of offer.
The following declaration has to be submitted by the bidder on their letterhead (in case of dealer/agent, it should be from the OEM ) as per the attached Railway Board Letter dated 15.03.23: "I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India; I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable the evidence of valid registration by the Competent Authority shall be attached.)" 2. I have read the clause regarding restrictions on procurement from a bidder having Transfer of Technology (TOT) arrangement. I certify that this bidder does not have any TOT arrangement requiring registration with the competent authority. The criteria for placement of orders on MSEs under the Public Procurement Policy for MSEs will additionally require that the MSE firms also comply and meet the conditions for Eligibility of Tenderer in Tender Schedule for the tendered item.

Submission of more than one bid by an Agent on behalf of the different Principals/ OEM will be governed by Para 2.12.7 of BLW Tender Document (REV. Year 2026 Ver-01).
MSEs under PPP : In case, the tendered item is restricted for placement of bulk orders on approved sources, then the criteria for placement of orders on MSEs under the Public Procurement Policy for MSEs will additionally require that the MSE firms also.
Do you agree to supply the tendered stores at the rates quoted by you in accordance with the Tender condition, Special tender conditions [if any] and IRS Conditions of Contract?
The vendors can submit a revised commercial offer any time before the stipulated date and time of submission of bid and in such a case, the last revised offer submitted shall be considered valid. Tenderers must note that only last Revised offer, which is deemed to supersede all previous offers shall be tabulated.
Technical or commercial deviations if any are to be necessarily indicated at the nominated column on the offer form under heading Deviations only. If the deviations are uploaded in form of a document then it must have reference at the above nominated place on e-offer from duly indicating the file name of uploaded failing which such document will not be evaluated for deviations.
The firm shall pass on (as per section 17 (1) of CGST/SGST Act) any reduction in tax rate on supply of goods or any benefit of input tax credit to the Railway through a commensurate reduction in price without any undue delay. To the above effect the firm should give declaration that all the benefits accruing on account of change in tax rate and any additional input tax credit (ITC benefit) shall be passed on the Railways.
The authorized dealer has to upload the tender specific authorization letter from the manufacturer authorizing him to submit offer against this tender. The offers of authorized dealer without tender specific authorization letter from manufacturer/OEM, will be summarily rejected.
The tenderers in their bids shall indicate the details of their jurisdictional Assessing Officers (Designation, address & e-mail ID). In case of award of contract on them, a copy of the LOA/ Purchase order shall be immediately forwarded to the Jurisdictional Assessing officer mentioned in the tenderer's bid.
The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender.
Vendors are required to submit EMD as per clause 1.21 of BLW Tender Document (REV. Year 2026 Ver-01).
Tenderer must submit their offer with IEEMA PV formula for AC/DC Rotating Machine as mentioned in Tender Document. Are you confirming that your quoted rates are with tendered PVC.

Validity of Offer: No deviation from the offer validity period stipulated in the tender is permitted.
Price Variation Clause (PVC): Applicable The quoted prices are subject to PVC. Tenderer must submit their offer with IEEMA PVC Formula for AC/DC Rotating Machine as per IEEMA Circular No. 138/PVC/RM/05 dated 30/01/2026 effective from 01.12.2025. Applicable PVC formula is as under: - P = Po/100 [12 + 24 x C/Co + 20 x S/So + 7 x IS/ISo + 8 x PV/PVo + 4 x AG/AGo + 25 x W/Wo] Note: Tenderer must submit their offer with IEEMA PVC Formula for AC/DC Rotating Machine with base date of IEEMA prices as per the circular issued for the month of June-2026 (Irrespective of base month as indicated in the attached "New PVC clause document"). Offers with variation in PVC formula and/or base date of prices of input raw materials other than as specified in the tender schedule will be summarily rejected. Offers with fixed price shall also be summarily rejected. Payment will be made as specified in above referred IEEMA Circular
