Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder shall quote his rates exclusive of GST but inclusive of all other applicable taxes, royalty, levies, duties, and Building Workers Welfare Cess at 1% etc., as per the latest GoK and GoI at prevailing rates as on last date of receipt of tender.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tender document is part and parcel of agreement.

Conditional tenders are liable for rejection.

The contractor shall follow minimum wages act and other statutory acts and its amendments.

KPCL shall recover the Income Tax, building workers welfare cess, at the prevailing applicable rates.

The successful renderer shall furnish a Contract performance guarantee (CPG)/Security deposit (SD) equivalent to 5% of the contract price) in the form of e-BG from any schedule bank acceptable to the Corporation in the prescribed format within 20 days of receipt of acceptance letter from KPCL. The validity of e-BG should be contract period plus 03 months or e-BG shall be extended until the final bill passed by the division. And shall execute the agreement within scheduled time, failing which will attract penalty

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-procurement portal due to internet connectivity issues and technical glitches at tenderers end.

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

Rates shall be quoted in price schedule in the website itself.

The tender shall be valid for 180 days from the date of opening.

The tenderer shall comply all the GST requirements.

The contractor shall quote his rates inclusive of PF as per the applicable rate as issued by the PF department from time to time and if any variation occurs it shall be paid / refunded by / to the Corporation against documentary evidence.

The tenderer shall register himself under section 7 and their worker who will be engaged for the work under section 12 of the building and other construction workers act 1996. If not the successful tenderer may do so immediately before award of work.

The successful tenderer shall give an undertaking that they would abide by the provisions of the Employees Provident Fund Act.

The tenderer shall obtain insurance coverage for all the workers deployed for this work.

The bidder should take into account the prevailing royalty charges while quoting their rates and shall be deducted from the work bills. The successful bidder shall strictly adhere to Rule 36 & 42 of Karnataka Mineral Concession Rules 1994 & its amendments thereof If the successful bidder/agency fails to furnish documents related to remittance of royalty charges for Coarse aggregate, Fine aggregate, murrum etc., as per Rule 44(4) of Karnataka Mineral Concession (amendment) Rules 2016, following penalty will be recovered from the work bills. (i)A penalty of 5 times the royalty amount or A penalty of Rs.1500/- per ton for building stone and Rs. 3000/- per ton for sand as per Schedule I-C in addition to royalty charges.(ii)A penalty of 30% of total royalty amount and the same will be transferred to District Mineral Foundation Trust as per rule 36(A).

The bidder should maintain register of workers deployed and wages paid for the workers and shall produce the documents whenever called for by the competent authority. Remittance towards PF shall be commensurate with the labour component of the work involved.

Bidder should have independent PF code. The bidder shall remit PF of labourers to Contractors permanent PF code number only and not to the KPCL PF sub code.

In case the dates notified above declared as holiday, the immediate next working day will be reckoned.

If the Bidder makes any alterations in the conditions of the contract or puts any condition of his own, such tenders are liable for rejection.

Any variation in labour wages made by the Government from time to time shall be borne by the agency. Any claim towards this variation will not be entertained by KPCL.

The bidder shall quote item rates on the basis of prevailing market rate.

In case of death of a contractor after executing the agreement/commencement of the work, his legal heir (to be intimated at the time of execution of agreement by the successful contractor), if any eligible registered contractor and willing, can execute and complete the work at the accepted tender rates irrespective of the cost of the work after obtaining approval from competent authority

Any Eligible reputed individual/company registered in KPWD Class-III & above contractors are eligible to apply and a certificate issued by the respective department in this regard shall be furnished.

Past Experience

The tenderer should have satisfactorily completed (at least 90% of contract value) as a prime contractor, at least any one civil /similar nature of work to an extent of value not less than Rs. 12.93 Lakhs (Excluding GST) in any one year in the last five financial years (i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The work done certificate issued from state / central Government / Government under taking from officers not below the rank of Executive Engineer or equivalent cadre shall be furnished. (Weightage of 10% per year will be given to the cost of completed works of previous years to bring them to the price level of present financial year).

N-Number of years prescribed for completion of the works for which tenders are invited for 0.33 years (04 months). Financial Status

The tenderer should have achieved in at least two financial years an average annual financial turnover of Rs. 25.85 Lakhs (Excluding GST) in the last five financial years (i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). Turnover certificate duly certified by the chartered accountant shall be furnished. (Weightage of 10% per year will be given to the financial turnover of previous years to bring them to the price level of present financial year).
