Appointment of consultant for Pre-consultancy and Post-consultancy for the following works

Part A- Pre-consultancy Providing Consultancy Services for Rehabilitation of sewer line by using best suitable latest technology including investigation of work comprising field investigation of sewer line present status of sewer line, detailed reasons of its malfunctioning sewer capacity (Hydraulic) assessment (present and after rehabilitation), measures to enhance structural capacity of sewer line and construction constraints and its solutions, providing design of liner as per WRC, ASTM or based on international specification for liner design, preparation of technical specification of sewer rehabilitation works (includes technical specification) preparation of detailed estimate, condition of contract for execution of work (review of COC to be used by clients). Preparation of detailed tender document, technical and financial evaluation of outcome of pre-bid conference to recommendation in NIT, tender evaluation, justification and recommendation of award of work to entire satisfaction of Engineer-in-charge of the work. Three set of hard copy of all documents shall be submitted with soft copy on CD, for the following works:- a. De-silting and Rehabilitation of 1100 mm & 1200 mm dia sewer line at Ashoka Road from Nirwachan Sadan to C Hexagon.

b. De-silting & Rehabilitation of Brick Barrel 1905 mm dia from Kushak Nallah to Aurobindo Marg at Brigadier Hoshiyar Singh Marg.

c. De-silting & Rehabilitation of Brick Barrel 990 mm dia from outer circle CP to C-Hexagon through K.G. Marg.

d. Cured in place pipe (CIPP) lining of damaged sewer line from Satya Marg to Kautilya Marg at Shanti Path. The scope of services of this assignment is as follows:- 1. Detailed Survey:-Present status of sewer, reasons for malfunctioning , sewer capacity (hydraulic) assessment (present and after rehabilitation), measures to enhance structural capacity of the sewer line , construction constraints and its solutions, preparation of suitable packages for calling of tenders. 2. Tender documentations:- Preparation of comprehensive technical specification of sewer rehabilitation works (includes technical specification for suitable liner methodologies), conditions of contract for execution of work (review of COC to be used by clients) , detailed bills of quantity for sewer rehabilitation works. 3. Estimated cost put to tender 4. Tender evaluation, analysis of rates, justification of cost on prevailing market rates and recommendation for negotiation and recommendation of award.

Part B Post-consultancy Periodic supervision visits by the P.M.C/Project Consultant Rehabilitation Experts during the implementation of the sewer rehabilitation work, provide a full time project engineer as required for the management of contract and construction supervision of the rehabilitation work executed by the contractor, Scrutinize contractors submittal, proposal and drawings, check and approve liner designs in co-ordination with client, monitor contractor’s progress and to take appropriate action, Organize collection of samples and testing of materials and ensure quality of material and workmanship, Liaise with contractor and process monthly progress report to client, Assist in the testing of sewer with complete satisfaction of Engineer in charge of the work, for the following works:- a. De-silting and Rehabilitation of1100 mm & 1200 mm dia sewer line at Ashoka Road from Nirwachan Sadan to C Hexagon.

b. De-silting & Rehabilitation of Brick Barrel 1905 mm dia from Khushak Nallah to Aurobindo Marg at Brigadier Hoshiyar Singh Marg.

C. De-silting & Rehabilitation of Brick Barrel 990 mm dia from outer circle CP to C-Hexagon through K.G. Marg.

d. Cured in place pipe (CIPP) lining of damaged sewer line from Satya Marg to Kautilya Marg at Shanti Path. Scope of services of this assignment is as follows :- 1. Periodic supervision visits by the Project Consultant Rehabilitation Experts during the implementation of the sewer rehabilitation work. However, site Engineer will be available during the currency of the contract period +2 working months of extended period. 2. Provide support service by key professionals, as required for the management of contract and construction supervision of the rehabilitation work executed by the contractor. 3. Scrutinize contractor’s submittals, proposal and drawings. 4. Review and vetting liner designs submitted by contractor. 5. Monitor contractor’s progress and to suggest appropriate action. 6. Review test results of samples and materials and suggest appropriate action. 7. Preparation and submission of monthly progress report to client. 8. Assist in the commissioning of sewer after rehabilitation of sewer line. 9. Monitoring & reporting of progress, contractual issues, co-ordinate and consult on safety and quality standard. 10. Preparation of project completion reports of completed works depicting final status work done.
