Supply, Installation, Testing & Commissioning of IP Based Video Surveillance System for Rolling Stock of Indian Railways

For sub part/ components of the tendered item, tender specific authorization can be issued to multiple bidder by the OEM (of sub part/components) will be acceptable. However for complete tendered item only one tender specific authorization will be acceptable if OEM (of complete tendered item) is not participated in this tender.

Conditions for Eligibility of Tenderer :

1.0 The purchaser reserves the right to place order on: Vendor who possess STQC certification for camera & software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 on or before tender opening date. The tenderer has to submit STQC certificate for camera & software of MNVR along with bid documents. OR Vendor possessing STQC approval of software of MNVR (Mobile network video recorder) on or before tender opening date subject to submission of STQC approval of software of MNVR along with bid document & tender specific authorization from STQC approved camera OEM of camera. Vendor has also to submit STQC approval document of OEM of camera as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR Vendor possessing STQC approval of camera on or before tender opening date subject to submission of STQC approval of camera along with bid document & tender specific authorization from STQC approved MNVR (Mobile network video recorder) OEM for software of MNVR. Vendor has also to submit STQC approval document of OEM for software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents OR System Integrator who shall submit tender specific authorization for Camera, Software of MNVR (Mobile network video recorder) from OEMs of camera and MNVR. Tenderer has to submit STQC approval of camera and software of MNVR from OEM who possess STQC approval on or before tender opening date as per the requirement of RDSO Specification No. RDSO/SPN/TC/106/2025, Ver. 3.1 of OEMs along with bid document. 1.1 In addition to above, firm has to submit clause wise compliance of special condition mentioned in Annexure-II failing which offer of vendor will be summarily rejected. 1.2 The vendor found suitable for order has to clear Prototype test of 01 Loco set as per RDSO Specification No. RDSO/SPN/TC/106/2025, Ver. 3.1, annexure- 2 (Excluding RDAS).

Offer without STQC certification as detailed above will be summarily rejected. OEM's Authorization Clause: Bidder who are not OEM of the tendered item to quote with Bid specific authorization directly from OEM of the tendered item along with any tender specific authorisation of Camera , Software of MNVR wherever required as detailed in the tender, otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM's authorization certificate wherever required should be on company's letter head and must contain the full name, designation, active e-Mail address & Mobile number of the authorized signatory along with company's stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required.

Tenderers are requested to see the Annexure-III for detailed terms and conditions for applicability of CAMC including Pricing therein.

COMPLIANCE CONDITIONS: Check list : 1. Have you read and accepted tender conditions? 2. Have you furnished Bank account details such as Name of the Bank and address, account no., MICR, IFSC code and type of account to facilitate EFT payment? 3. Have you quoted correct GST rate and HSN code Number as per SECR General Tender Condition-2019? 4. Have you mentioned Make/Brand of OEM? 5. Have you indicated the percentage of Local Content in the relevant column? 6. Have you gone thoroughly through CAMS annex attached with the tender

Security Deposit: - The successful tenderer will have to deposit security money @ 5 % of contract order value (rounded off to higher Rs 10/-) within 21 days of issue of supply order/Purchase order subject to the exemption as mentioned in SECR General Tender Conditions 2019 and correction slips to SECR General Tender Conditions 2019 enclosed herewith. The security money has to be deposited in any of the forms mentioned in the SECR General Tender Condition 2019. Vendors approved by RDSO/ICF/CORE/PUs are being exempted from submission of SD subject to the approved status being valid on the date of tender opening. 2. Tenderer are advised to read carefully SECR General Tender Condition 2019 and all Correction Slips issued regarding revised EMD & SD which is applicable in this case. 3. Purchase Preference to MSEs:- Micro and small Enterprises who want to avail benefits under MSE policy are advised to submit UDYAM certificate only. Certificates such as NSIC, DIC, UAM will not be considered and firm will be treated as non MSE firm. (Authority: Railway Board letter No.2022/RS(G)//363/1 Dtd. 21.09.2022).

Firm should clearly state HSN Code of eight digit and also mention that under which chapter and sub-heading of central excise tariff, their GST tariff falls. Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder.

Firm should furnish Bank account details such as Name of the Bank and Address, Account No., MICR, IFSC code and type of account to facilitate EFT payment in the event of placing order against this tender.

The tenderers in their bids shall indicate the details of their jurisdictional Goods and Service Tax(GST) Assessing Officers (Designation, address and email ID) . In case of a contract award, a copy of the LOA/Purchase order shall be immediately forwarded by purchaser to the jurisdictional GST Assessing Officer mentioned in the tenderers bid.

Validity of offer: Validity of offers should be minimum 120 days from the date of tender opening. Offers with deviation to the tendered validity period will be summarily rejected without any back reference.

Financial deviations: The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended].

The contract shall be governed by Revised IRS condition of contract - 2025 and as amended up to date, SECR General Tender Condition 2019 (along with all correction slips) as amended up to date, and all other terms and conditions in corporate in tender documents attached with this tender.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
