(A) Monoperc half cut DCR Solar Photovolaic Modules of 540 Wp or more (module power and number of modules to be selected according to available roof top area & adequate walkway), minimum cell efficiency of 21 to 22% at standard test condition and form fill factor more than 0.76, plant performance ratio > 75%, made of high transmitivity glass front surface and it shall give high encapsulation gain (transmittance above 90% and bending less than 0.3%). The modules shall have the following features :- (a) The electrical parameters of SPV modules under standard test condition of irradiance 1000 W/sqm, AM 1.5 Spectrum and temp 25 degree Celsius shall be as under:- (i) Max Peak Power Pmax : 540 Wp or more (ii) Voltage at Max Power : > 39 V (iii) Current at Pmax : > 9 A (iv) Short Circuit Current : > 10 A (v) Open Circuit Voltage : > 47 V (vi) Module Efficiency : > 19 % (b) Rated output of the modules shall have positive tolerance of 3-5% and no negative tolerance is allowed. (e) Each module shall have RFID tag encapsulated with solar cell bearing following details :- (i) Name of Manufacturer of SPV Module (ii) Name of Manufacturer of Solar Cell (iii) Month and year of Manufacturing (seperately for cell and module) (iv) Country of Origin (both cell and module) (v) Peak wattage, Im, Vm and fill factor of the module (vi) Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate. (vii) Unique serial no and model no of module (viii) IV curve of module (f) The temperature coefficient of power for the module shall not be more than 0.50% per degree Celcius. (g) Every module must have bypass diode of suitable capacity. (h) PV module must confirm to latest edition of IEC 61215/ IS 14286. In addition the modules must confirm to IEC 61730 salt mist corrosion testing Part I and II for construction and testing & safety qualifications and confirming to IEC 62804 PID.For use in a highly corrosive atmosphere through out their life time, they must qualify to IEC 61701/BIS 61701. (j) It shall also be in confirmity to latest minimum technical specification issued by MNRE & IREDA from time to time. | 1.03Sl Item 1 Contd…. (l) Plants installed in high dust geographies like Punjab must have the solar modules tested with relevant dust strands(Applicable standard would be 60068-2-68). (m) Both PV cells and SPV modules shall be make in India. (n) Each structure should have angle of inclination as per the site conditions to generate maximum power. However, to accommodate more capacity the angle inclination may be reduced to 10 - 13 Degree until the plant meets the specified performance ratio requirements. (o) Any damage to the existing roof treatment of any type due to the Installation of Solar Power System shall be made good as per existing treatment. Cost of the same shall be included in the unit rate quotedby the contractor. Nothing extra shall be admissible on this Account. (p) The contractor shall submit drawing and design of on-grid roof top solar plant duly vetted by NIT/IIT within 34 days of hands over of site to Accepting Office. | |||||||
| 1.04Sl Item 1 Contd… (B) Junction Boxes : Supply and fix jucntion boxes of suitable Nos (as per design)/ OEM recommendations inputs and suitably rated output having separate DC fuses for both (+) & (-) on input and isolator on output terminal for each string. Each junction box must have a spare input terminal. The junction boxes shall be dust and vermin proof and water proof made of FRP/ Thermo Plast with IP 65 protection in compliance with IEC 62208 and shall be UV resistant, fire retardant. It shall have surge protection and maintenance free earthing as per relecant standard. The junction box shall have suitable arrangement of the following :- (a) The strings are required to be connected to the copper bus bar through individual fuses. (b) Provide arrangement for disconnection (DC dis-connection switch) for each SJB/ SCB. (c) Provide a test point for each sub group for quick fault location and to provide group array isolation. (d) Each array box shall be of relevant IEC standard. (e) Each array junction box shall have suitable bypass & reverse blocking diodes for maximum DC blocking voltage of 1000V with suitable arrangement of its connection. | 1.05Sl Item 1 Contd… (C) DC and AC Cables : Suitable size of XLPE insulated tinned single core DC type 1 Copper cable as per site requirement of Solar grade, 1100 Volts and UV resistant for outdoor installations confirming to IEC : 60227/15694 & 60502/ IS : 1554 (Pt I&II) and shall be as under :- (a) All cables and connectors for use of installation shall be of Solar grade which can withstand harsh enviromnetal conditions including high temperature, UV radiations, rain, dirt, burial and attack by moss and microbes for 25 years and voltage as per latest IEC/ IS. (b) All the cables / wires shall be provided with UV resistant printed ferrules for DC side. (c) The size of the cable shall be such that avearage voltage drop at full power from PV module to inverter shall be less than 1.5%. (d) Cable batch No, drum No, IS code and size and make shall be metioned on every one meter or as per OEM practice. (e) Cable of suitable size and type from output of solar inverter to LT panel any deemed to be included in quoted rates. (f)The wiring of the module interconnection shall be in UPVC/HDPE pipe of suitable size. (g)The cost of interconnecting DC Copper cable, MS cable trays, and earth work for trenches/ MS cable trays suitable to accommodate Solar grade cables from SPV module upto inverters are included in the item. | |||||||
| 1.06Sl Item 1 Contd…. (D) Module Mounting Structure (MMS) : Design, procure, fixing, support structure made of hot dipped galvanised with min 85 micron thickness including necessary PCC foundation and associated work (cutting, grouting, PCC filling, dispoing waste material, etc., complete) and fixing mounting arrangement suitable for SPV modules so as it can withstand wind speed of 200 km per hour. The mounting structure is to be installed at RCC Roofs and the array structure has to be so designed that maximum load is directly on roof beams and columns. It shall also occupy minimum space without sacrificing the output of SPV panels & adequate space between the arrays shall be available for easy cleaning and maintenance. Nuts, bolts, mounting structure including module mounting structure shall have to be adequately protected from the atmosphere and weather prevailing in the area. All the fastners shall be of Stainless Steel of grade SS 316. Module mounting structure may require to customize with respect to the site availability and incase if any water tank is present on the roof,mounting structure height should be more than 1.5 feet above the water tank height so that space of water tank should be fully utilized for insatallation of PV module. Notes : (a) Two numbers of anti theft fastners of Stainless Steel on two diagonally opposite corners of each module shall be provided. (b) The module mounting structure shall be installed to provide maximum generation.The locking arrangement for adjusting the angle of module shall be accessible from the ground. (c) The contractor shall submit structural design on Stad- Pro based on wind load 200 Kmph, live load and dead load of structure with solar panel & seismic zone of Ferozpur, Punjab. Any deflection to the mounting structure shall be as per IS 800:2007. Note :- Structural design of the mounting structure should be carried out by a consultant, approved by the GE. The height of Roof top MMS shall be as per latest MNRE & IREDA guidelines. (d) Water Leak Protection has to be ensured with Pure Epoxy Resin based chemical anchoring system. Note :- Any damage done to water proofing/Roof structure during installation shall be made good by the contractor at no extra cost. | |||||||

(E) Lightning Protection for PV Array : Design, procure and fix lighting arrestor system cofirming to IS/ IEC-62305 (Part 1 - 4) per roofs as planned and given above building number . The air terminal shall be fixed at the top of GI elevation pole with base so as to be at least two meter above the structure to be protected. Its height above roof level shall be depend upon the level of protection and protection radii required. Notes : (a) The cost of all equipments, Al strip upto earth test point,LA, etc., shall be deemed to be included in this item. (b) The cost of sufficient earthing as per design for lightning protection is also included in this item as directed by engr-in-charge and no extra payement will be made to the contractor on this account. (F) Power Conditioning Unit (Inverter) : Procure, fixing, testing and commissioning of sutiable capacity planned per building as given AC (nominal power), Solar power inverter suitable to convert DC power of Solar PV module/ array to AC for further feeding to grid confirming to IEC : 61683 for efficiency, IEC : 62109-1 or equivalent for safety and IEC : 62093 for reliability. Sl Item 1 Contd…. (x) The inverter should have MODBUS, PROFIBUS, ETHERNET common ports. (y) The inverter shall include appropriate self protection and self diagnostic feature to protect itself and the PV array from the damage in the event of inverter componant failure or from parameters beyond the inverters safe operating due to internal and/ or external causes. Inverter shall have protection arrangement against ground leakage faults, over voltage, (SPD) & over current. Inverter shall have arrangement for adjustment for adjusting DC input current and shall trip against sustainable fault down stream and shall not restart till fault is rectified. (z) The inverter should have provisions of Galvanic isolation, anti-islanding protection (IEEE 1547/UL 1741) equivant IS and lightening. (aa) PCU must have the feature to work in tandem with other similar PCUs and be able to be successively switched ON and OFF automatically based on solar radiation variations during the day.
Sl Item 1 Contd… (a ) Earthing complete with galvanised steel earth plate electrode 600x600x6mm thick burried directly in ground, earth pit not less than 2.25 mtr depth below ground level at any type of strata with top edge of the earth plate not less than 1.5mtr below normal ground level surrounded with adequate quantity of charcoal dust mixed with salt to a packed thickness of 15cm all around the plate, connected by 4 mm GI wire as earth lead by means of brass nuts and bolt, thimbles check nuts, washers including concrete chamber of PCC (1:3:6) type C-1 using 20mm graded stone aggregate with fair finish, internal surface of concrete chamber shall be given internal dia 300mm x300mm, 15mm thick plaster in CM (1:4) funnel with wire mesh, RCC pit cover of 320 x 320 x 80mm size PCC (1:2:4) Type B1 using 20mm graded stone aggregate rainforced with XPM all as shown in electrical plate No 3 of MES SSR Part-1(2020) and specified including and provision of GI wire upto 7.5 mtrs long with 15 mm dia light grade GI pipe protection and watering pipe of GI 20 mm bore, medium grade, including all exavation and earth work and connecting the earthing wire to panel, including testing on completion complete all as specified and directed- Qty as per design approved Note:- RCC pit cover shall be precast of RCC(1:2:4) type B1, 80mm thick reinforced with XPM weighing not less than 4kg/sqm in lieu of CI cover.

Sl Item 1 Contd… Metering Arrangements: (a) Suitable dual metering arrangements with recording facility shall be provided.The metering arrangements must have feature to measure and record per buidling , (i)Parameters of KW,KWh,KVAR,voltage,current,PF and any other metering required to determine efficiency and efficacy of the system. (b) LT 3 Phase 4 Wire Electronic Tri vector Meter with CT ratio should be as per capacity of SPV plant. (H) Balance of System (BOS) Items/ Components :- The BOS items/ components of the SPV power plants/ systems deployed under this project shall conform to the latest edition with certificate of IEC or equivalent BIS Standards/ MNRE specifications/ as specified in Para 1.01 / 2.01 of 'Minimal Technical Requirements'/ 'Standards for SPV System/ Plants' to be deployed during this financial year under the programmes of MNRE available on MNRE website as on last date of quoting of tender. Notes : (a) The contractor must visit the site before quoting the rates for this item to asses the site condition so as to decide up on location and layout of SPV, placement of inverter as per buildings, length of DC cables, lightning arresters, etc,complete. (b) The contractor shall submit complete scheme including electrical diagram of the work, schematic diagram, SPV module layout, placement of LAs, Civil work, etc., complete as per IREDA latest guidelines as applicable, Relevant IEC/IS norms to the GE for approval with in one month of date of commencement of the work. (c) New Iron Ladder work for approach to each roo fwhere solar panel to be installed subjected to drawing approval

(K) GENERAL NOTES: The items of work mentioned in this schedule shall be executed as per following:-(a) The above items shall be quoted and executed on ground based on performace Guarantee basis.The performance Guarantee is related to achieving the 190 KW generations with specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of minimum 25Yrs. (b) Design calculation:The tenderer should work out design based on the conditions prevalent at AFS FEROZPUR on roof Building No.P-13,14 & 15 without battery) where grounds pecification as existing. The complete design and installation and layout solar roof system be carried out inconsonance with MNRE latest guidelines for roof top solar phase II and preliminary solar panel direction layout, structure design with stad pro and single line diagram be rectified by MNRE empanelled charted Engineer.

(c) Plan depicting layout of all equipment and Sub Systems of the PV system.This shall be self contained and self explanatory representation of layout of equipment and subsystems.The dimensioned drawing of the site of work clearly marked with all sub systems components etc shall be submitted. (d) Schematic diagram of the electrical system. This shall contain specification, size, current, voltage and fault levels rating of all cables,switch gears and instrumentation & control systems and all metering and interlocking etc. (e) All the documents/technical details mentioned above duly vetted as specified above shall be approved by accepting officer.The accepting officer may approve the documents as submitted by the Contractor or may suggest modification/alteration in documents/technical specifications duly supported with reasons for the same. The work shall be executed based on the approved doucments. In case of any dispute the matter shall be referred to Accepting Officer. The decision of Accepting Officer shall be final and binding.
Sl Item 1 Contd…. (f) The drawings and other techincal details submitted by the successful contractor,alongwith all calculations, drawing, technical write ups etc shall become departmental property. Department may use the sesubsequently as deemed necessary.The contractor shall have no claim on these documents and their subsequents use by the department. g) After execution of project the contractor will verify generation of electricity as per vetted design and report submitted. h) The contractor shall ensure suitable arrangements for solar PV Panels. (l)Supply and Installation of Display board of 6’X4’size showing all technical information of SPV plant shall be done by the contractor.The matter written on the boards shall be finalized with GE. (j) Suitable Provn to be provided by contrator to avoid any damage to the devices/Solar Panels due to Monkey menance and the cost of the same are deemed to be included in rates quoted.

(k) Pump :- Residential water tullu pump of 1 HP installed for washing of roof of panel along with plumbing work ie CPVC pipelines, nozzels, gate valve complete all as specified and directed by Engr-in-Charge. (l) ACDB LT panel : Manufacturing of panel Rating as per SLD, IP 65, switchgear design and drawing of panel alongwith capacity of MCCBs/CT/volt meter/Amp meter/indicator lamp etc are design on the basis of site requirement and complete all as specified and directed by Engr-in-Charge. (m) RMS system : RMS system with 5 year portal subscription should required as per site and complete all as specified and directed by Engr-in-Charge. (n) Cable Tray perforated of 200mm width, 70mm height and of 14gauge powder coated including couple plates, bend, angle iron 40x40x5mm size at every 1 meter for support with wall etc and complete all as specified and directed by Engr-in-Charge. (o) Note Item No. 1.23 (k to n) the cost of the same are deemed to be included in rates quoted.
