Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The intending tenderer is instructed to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-4 K.P.W.D. and further orders there on.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The responsibility of safe custody of electrical equipments/ materials, etc., shall be with the contractor until they are finally handed over to the Department.

All necessary paper works, etc. and any other formalities required to be observed shall be the responsibility of contractor.

Whenever executing authority insist proof of having purchased the materials (used during executing the work) for verification. The contractor shall produce the purchase bills.

The contractor is responsible for safety and security of all materials.

All hard ware materials used for work shall be of hot dip galvanized as per IS wherever necessary.

It is the responsibility of the contractor to pursue and obtain all necessary approvals.

The Contractor shall submit to the employer, for his review and approval, all shop drawings, samples, materials lists, equipment data, instruction manuals, record documents, manufacturers equipment manuals, and other information required by the Contract Documents, before use and execution and before bringing the material at Site.

As per Karnataka State Government order No. LD/300/LET/2006 Bangalore Dated 01.01.2007 and G.No. PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1% of the bill amount will be deducted welfare fund.

Conditional Tenders will not be accepted.

The tenderer shall obtain the work done certificate in the prescribed format from the competent Authority not below the rank of Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate/ Certificates shall be produced at the time of opening of tender for physical verification.

The tenderer shall scan the original ownership document/ lease / hire commitment Agreement scanned file to the Bid. The Original Documents shall be produced at the time of opening of Tender.

The Employer reserves the right to reject any or all Tenders without assigning any reason.

The tenderer should furnish Qualification and experience of the key technical and Management personnel in permanent employment with the Tenderer and those that are proposed to be deployed on this work, if work is awarded.

It is the responsibility of the licensed electrical contractor who executes the maintenance works to get periodical services of the installations from the concerned Service Electricity Companies duly obtaining approval from the govt. electrical inspectorate as the case may be. However the department will pay the deposit/statutory fees if any after hearing the respective statutory bodies.

The tenderer should not damage the building while execution If any damages made, tenderer should make good of it from his own cost.

The start date for this work has to be considered from the date of issue of work order.

The Tenderer should submit Latest GST clearance certificate

Tenderers must provide insurance to all the employees executing this work.

The employer is not responsible for any delay in accessing Karnataka Public Procurement Portal.

The Laboures deployed shall mandatory wear the face mask, Electrical safety hand gloves and take all safety measures to protect laboures and staff.

The Agency Should Coordinate with Civil Work.

The agency should consider necessary ladder etc required for fixing Electrical times.

The agency considers all labours required for fixing items.

The above buildings are government office /residential buildings, the electrical works cannot be executed during office working hours. Hence the agency should execute the work during non office timings, on holidays with out disturbing the working staff.

The agency should inspect the site before quoting the tender.

The quoted rates shall be excluding GST and applicable GST shall be paid separately.

3.2To qualify for award of this contract, each tenderer in its name should have in the last Five years i.e. 2020-21 to 2024-25. b) Satisfactorily completed (at least 50% of the contract value), as prime contractor, at least one similar work i.e., Providing VRF airconditioning system, electrification, LED energy saving fixtures, power points, UPS points, LAN points, Online UPS system, power DBs with all connected electrical works of value not less than Rs.83.11 Lakhs in a single electrical work.

Capabilities of Vendor

The tenderer as a Prime Contractor having valid Class-1 & above Electrical License issued by Electrical Inspectorate Govt of Karnataka and should have suitable technical, financial & managerial capabilities.

3.6Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under/ Assessed available tender capacity - (AxNx1.5 - B ) Where, A-Maximum value of construction works executed in any one year during the last five years (updated 2025-26 price level) taking into account the completed as well as works in progress. N Number of years prescribed for completion of the works for which tenders are invited. (03 Months) B - Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next. (03 Months) (period of completion of the works for which Tenders are invited) Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent

Financial Status

The Bidders shall deposit Rs.1,00,000/- through any e-payment mode and shall obtain Bank Guarantee on a Stamp paper of face value Rs.500/-, in the prescribed format for the balance amount. Rs.1,50,000.00. The Bank Guarantee shall be scanned and uploaded along with the technical Bid. The original Bank Guarantee should be handed over to the Executive Engineer before the prescribed date and time of opening of the Bids.

3.3Each Tenderer should further demonstrate: (b) liquid assets and /or availability of credit facilities of not less than Rs.49.86 Lakhs (For Particular work only) (Credit lines/ letter of credit/ certificates from banks for meeting the fund requirement etc. (usually the equivalent of the estimated cash flow for three months in the peak construction period).
