Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Total value of civil engineering works executed and payments received in the last five years year-wise

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Banker Details

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government or Government of India or Union Territory.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e- Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value Min Rs.500 or- & Max Rs.7500 or- soon after contract has been issued to bidder

As per Karnataka State Government order No. LD or300 or LET or2006 Bangalore Dated: 01-01-2007 and Government Letter No. PW or134 or BMS or 2007 Dated: 27-07-2007 a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund and Contractors should follow strictly prevailing rules of labour act

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer District Level Officer and scan the Original Certificate and attach the scanned file to the Bid.

Financial Year will be reckoned as the period between first day of April and Thirty First day of March of succeeding year both days inclusive

Conditional tenders will not be accepted

The tenderer shall scan the original ownership documents/lease/hire commitment agreement for the machineries and attach the scanned file to the bid.

The Employer reserves the right to Reject any or all Tenders without assigning any reasons

Royalty Charges will be Deducted in every bill of contract as per rules

The bidder is required to maintain the road executed and completed projects during the defect liability period of 12 months from the date of completion of the work.

Department Registration Details

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

All safety precautions warning signs night illumination reflectors deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. The contractor should indemnify the client to that extent

The Item Rates quoted shall include the cost of Royalty charges on constructive materials & other taxes as per the rates prevailing Government Orders at the time of execution and including cost and conveyance of all materials curing loading and unloading with all leads and lifts labour hire charges of machinery & equipment etc. complete and all incidental charges. All the items shall be executed as directed by the Engineer- in-charge of the work

GST will be paid as per the present rates at 18%, if GST revises (Increases or Decreases) same shall be paid accordingly as per the Govt Circular No: FD 417 EXP-12/2024 Date: 09/08/2024.

Tenderer who meet the above specified minimum qualifying criteria will only be qualified if their available tender capacity is more than the total tender value.

All materials required for this work shall be procured by the bidder himself and should got tested by the quality control authorities at his own cost before use on the work.

To Qualify for award of this contract each bidder should give all details and documents as per technical and financial bid attached to this tender

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-3 KPWD and further orders thereon

Period for completion of work is 6 months including Monsoon

Within 20 days of receipt of the Letter of Acceptance the successful Tenderer shall deliver to the Employer a Security deposit for an amount 5% of the Contract price

The Department is not responsible for any delay in accessing eprocurement portal

Financial turnover of previous years shall be given a weightage of 10% per year to bring them to the price level of the 2024-25 in the Technical Qualification Criteria mentioned in the next section

LOC or Letter of Credit should be in prescribed format as per KW-3 Bid Document. if not attached then the tender will not be accepted

The Tenderer should be a PWD Registration Certificate (P.W.D License Class- III & above)

The Earnest Money Deposit Total Rs. 1,62,000/- shall be in two parts 1. Rs. 50,000/- by e-payment, Part 2. Balance EMD of Rs.1,12,000/- shall be in favour of Executive Engineer PWD, Dharwad Division, Dharwad, and may be in the form of Bank Guarantee issued by Nationalized/Scheduled Bank / in favor of Executive Engineer, PWD, Dharwad Division, Dharwad (Contractor should upload the scanned Copy of Bank Guarantee issued by Nationalized/Scheduled Bank. Original Bank Guarantee should be handed over by the bidders to THE EXECUTIVE ENGINEER, PUBLIC WORKS DEPARTMENT, DHARWAD DIVISION DHARWAD.

Any deviation/error/mistake found in units of items,they should be read as in the unified SR 2023-24and the rates shall be quoted accordingly.

Item for which no rates or price has been entered in will not be paid for by the Employer when executed & shall be deemed covered by the other rates & prices in the bill of quantities

As per Govt circular no GO-FD/AE 263/EXP12-2022 dt 11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted.

LOC/Letter of Credit should be in prescribed format-2, if not, then the tender will not be accepted

To qualify for award of this contract each Tenderer in its name should have in the last five years i.e. 2019-20 2020-21 2021-22 2022-23 and 2023-24 Satisfactorily completed at least 50 Percent of the contract value as prime contractor at least one similar work such as Improvements to Asphalt Road work of value not less than Rs.40.49 Lakhs.

3.3) Each Tenderer should further demonstrate: (a) As per this note, each tenderer should demonstrate availability of few key equipments / machinery for execution of the work. However as per Govt circular no GO-FD/AE 263/EXP12-2022 dt 11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted. However it is obligatory for the contractor to use the following machineries for various activities involved in construction as per Morth specification.1) Excavator like JCB/Hitachi etc , 2)Tippers / Trucks, 3)Road Roller (vibrator) , 4)PRR Roller, 5)Hot mix with plant (minimum capacity of 40/60 TPH), 6)Paver finisher, 7)Vehicle Mounted (tank) Mechanical sprayer, 8)Pug Mill (suitable Capacity).
