PE PIPELINE
Pipe Laying in any type of surface like unprepared surface (Katcha surface)/ Normal Surface/ Hard surface/Rock surface etc using open cut/ Moling (without Casing)/ Moling (with Casing)/Directional Drilling technique ( without casing pipe) methodology.
-Receipt, Loading, unloading, storing, reloading, tranportation, unloading, stringing and laying of PE100, SDR11 line pipes of all sizes including, proper stacking, identification,and supply of accessories of all sizes & thickness like PE Bends, Couplers, Endcaps, Tee, Reducer, CS / GI to PE Fittings (i.e. Transition Fittings of sizes 20 mm to 125 mm), Warning Mat etc. Handling, Stringing / uncoiling, aligning of the PE line pipe on the pipeline Right-of-Use / route, laying / installation of PE line pipe alongwith required accessories as mentioned above as per specification wherever required depending on site condition including execution of all works; Storage of material in contractor's store, fabrication, access for construction procurement and supply of all materials, consumables, equipments, labour and other inputs. In the case of free issue items, the scope also includes, receiving and loading from Owner's designated store, transportation, unloading and stacking of free issue items at Contractor's store. -Laying of all PE pipe (PE 100 SDR11), -Survey of under ground utilities, execution of the work as per specification, including excavation of pits moling with the hole size not exceeding 20% of the pipe dia, jointing and insertion of carrier pipe with casing, testing & commissioning and restoration of the pits to original condition, submission of As-Built Graph as per specifications and the instruction of Engineer-in-charge.
Carrying out all temporary, ancillary, auxiliary works required to make the PE pipeline ready for commissioning as per drawings.
Specifications, scope of work indicated in PJS and other provisions of Contract document and instructions of Engineer-in-charge, including but not limited to carrying out the following works:
Surveying of route and detours required at the time of execution, preparation of construction drawings showing survey details and submit same to Owner for review / approval.
Carrying out preliminary activities such as preparation of isometrics, HDD crossing design and drawing, route survey, and other required tasks for crossings, wherever necessary.
Preparation and getting approval of schedules, execution procedures, drawings/ sketches/ wherever required, making trial pits to determine the underground utilities/ services etc., restoration of the abandoned trial pits to original condition.
Stacking and installation of construction markers, clearing, fencing, grubbing, cutting of trees, full filling all the requirements of various statutory/ environment authorities to the entire satisfaction of concerned authorities, grading of work area.
Barricading the work area as per local authorities norms & to the satisfaction of Owner/ Eingineer -in- charge, installation of safety signs.
Barricading the pipeline construction area prior to execution of the works as per standard drawing enclosed with tender document and to the entire satisfaction of owner / engineer- in -charge.
Laying using open trench without casing includes survey of under ground utilities (through trial pits), execution of work as per specification including Trenching to all depths by excavation in all types of soils including soft/ rocky strata and different type of pavement / footpath / roads etc. including rock breaking, chiselling or otherwise cutting etc. as required and storing excavated soil, reusable materials at designated area as directed by Engineer in charge and to a width to accommodate the pipeline as per the relevant standard/ specification etc. [The minimum depth of the top of pipeline shall be 1.0 m measured from top of pipeline to the top of undisturbed surface of the soil or as per Specification/ OISD- 226 & PNGRB latest guidelines whichever is higher]. Dewatering of trenches / pits if required as per site condition. Repairing of all damaged utilities if any, and payment of any compensation (if claimed by owner / other utility agencies)
Uncoiling / stringing & aligning of PE pipes, clamping, jointing of the pipe ends / fittings / valves by qualified personnel using approved electro- fusion techniques as per specification. Note:- Coordinates to be taken for implementation for GIS for Valve pit ,Fusion welding location and MRS.
The scope of work against this item also include Electro-fusion jointing of valves, fittings wherever required and as directed by Engineer-in-charge.
The scope of work against laying of 20/32 mm pipe also includes works like making of PCC pedastal of grade (1:2:4) and size ( (300mm(L)X200mm(W) XHeight (H)),(H>=300mm & will be as per site condition) ), supply and installation of GI Sleeve (Heavy (C-Class) as per IS-1239), filling of sand and installation of TF (along with supply).
Pneumatic testing, purging with nitrogen and commissioning as per specification and approved procedures providing all tools and tackles, nitrogen, instruments, manpower and other related accessories and as per the instructions of the Engineer-in-charge.
Final clean-up of right-of-use or area disturbed by contractor during their construction activities for laying of pipeline works and disposal of debris and surplus material to designated disposal areas and backfilling of trench and compaction of the same as per satisfaction of Owner and / or as directed by Engineer–in–charge.
Maintaining the completed pipelines and installation for any defect or failures during defect liability period (i.e. 12 months from date of completion of work) .
Handing over the completed works to Owner for their operation/ use, reconciliation of material area wise and obtaining "no objection certificate" from Owner/ Consultant.
Preparation and submission of Daily progress report, Laying Graphs / PE line cards on daily basis.
On completion of gas charging of pipelines. Preparation and submission of As-built drawings, crossings details, termination, utility graphs and deviation statements.
In case, the minimum required depth is not possible due to site condition, necessary mitigation measures with minimum permissible top cover shall be carried out by the contractor in consultation with EIC as per PNGRB Guidelines, without any time and cost implecation to owner.
Submission of all documents required for contract closure in numbers as mentioned in contract.
Any other activities not mentioned / covered explicitly above, but otherwise required for satisfactory completion / operation / safety / statutory / maintenance of the works shall also be covered under the scope of work and has to be completed by the Contractor within specified schedule at no extra cost to Owner. i) The lengths of pipelines are tentative.
ii) For restoration of asphalt / concrete roads, the item for construction of asphalt top / concrete top / Tiles/Stone slab/Paver Blocks/Curb Stones shall be paid separately as per the rates quoted for the same elsewhere in the SOR.
iii) Payment for items above under pipeline laying in all type of rocky slrata shall be made only whereever hard rock is existing and supply and installation of padding materals(i.e. rand/soft soil) shall be done as per the direction of EIC.Bidders la quote accordingly.
Installation of GI Service Pipe (For Commercial Connection and Installaton of Service Regulator)
Supply, loading, storing, unloading and laying of GI pipes, including supply of GI fittings/accessories of all sizes & thickness like Elbows, Tees, unions, sockets, reducers, GI plugs, sleeves etc., installation of GI line (alongwith installation of required accessories as mentioned above) of following sizes, including fabrication with supply of all materials, consumables, labour and other incidental works. Carrying out all temporary, ancillary, auxiliary works required to make the GI line ready for commissioning as per drawings specifications. Note: GI pipe is free issue to contractor. Welding of joints (if required) shall be paid seperately.
Finalisation of optimum route with consent of customer, from transition fitting to cooking oven/ appliance.
Making temporay but stable platforms/ scaffolding/ rope ladders and all other safety devices.
Installation of GI Pipes, Fittings, Valves, warning plate including NPT threading, painting as specified (installation of meters & regulators forms a separate SOR item).
Drillings of holes through walls (Brick, RCC), Granite, Marble, Glass Cutting with proper heavy duty hammer drill machine tools and tackeles, using proper sealent /grout materialed colors to match the original replacement of damages during drillling, restoring the area to original condition.
Supply & Fixing of approved clamps, Tie-roads (as per the direction of EIC based on site conditions), Dowell Plugs with screws, grout material, suitable thread sealant i.e. Teflon Tape/ lock tight, drilling of holes through tiles/ wood/ marble/ Granite etc. jointing of PE to above Ground service GI pipes, testing, purging with Nitrogen and commissioning of the complete installation as per specification.
Painting of entire length of pipe along with fittings after proper surface finish by one coat of approved primer paint and two coats of approved synthetic enamel paint complete as per specification & direction of EIC. Restoring the wall surface to origin
All above activities to be carried out as per specification to the complete satisfaction of consumer & as desired by Engineer-in-charge.
Handing over the completed works to Client for operation/ use, reconciliation of material area wise.
Any other activity not mentioned/ covered, explicitly above, but otherwise required for satisfactory completion/ safety/ statutory/ maintenance of works shall also be covered under scope of work and has to be completed by contractor within specified schedule time. Excavation of Hard rock/surface
Excavation of trench or pits, wherever hard rock presence is exceeding 1.5 m in any direction of the trench and excavation of trench or pits in Malba/Multiple layers of asphalt/ brick / PCC/RCC etc and removable only by pneumatic chisel / drill as per the specifications and direction of EIC. The rates are payable over and above the Laying rates as per relevant SOR Item Code A00100.
Cutting of PCC/RCC surface with thickness more than 12" or Continuous asphalt multi-layer/ Malba/ Brick / Boulders more than 24".(Malba shall be considered as a strata where soil is in mixed form of debris/building rubbish or discarded pieces of bricks/stones )
Rock Cutting encountered while excavation of trenches for SOR Item Code A00100., not exceeding 1.5 meter in width, and lift upto 1.5 meter, including getting out the excavated soil and disposal of excavated soil as directed within a lead of 50 meter. In case of rocky soil, the bedding shall be done with approved/ good quality packing sand, subject to the approval of the EIC, the size distribution of the sand / shall be the same as per soil. The packing sand shall be placed to a minimum thickness of 150mm around the pipe in case of rocky terrain.
MRS / Metering Skid/Wall Mounted MRS -GAIL Supplied Unit
Installation of Pre - Fabricated MRS / Metering Skid/Wall Mounted MRS
Receiving, handling, loading, transportation, unloading, installation,grouting, fixing and painting of pre- fabicated FIM MRS/Metering Skid/Wall- Mounted MRS from the Owner's designated stockyards to the site or agency/ Contractor’s designated fabrication yard. The scope includes installation on the foundation/designated location (including the supply of all structural items) and hookup with PE pipes, along with all necessary works to complete the job as per the drawings, specifications, and the scope of work mentioned in the tender document. Additionally, the scope covers various associated works required for commissioning the MRS/Metering Skid/Wall-Mounted MRS. Note: 1) The amount towards civil work shall be payable as per the related SOR items. However, the contractor's scope includes grouting of pockets, anchoring/bolting (including mechanical anchor fasteners), fixing, etc., complete in all respects. 2) Rate to include cost of all labour, tools, tackles, equipment, hire charges. 3) Bolts, nuts, washer, U-clamps, gaskets etc. if required during installation shall be procured and supplied by the Contractor within the rate quoted. These items shall not be separately measured and paid. 4) Carbon steel piping work includes welding,fabrication, testing,NDT etc. and payment for the CS piping & other work will be paid in separate SOR item. 5) Payment for supply & installation of transition fittings and other PE fittings will be paid in separarte SOR. 6) Rate includes all fabricated spool piece, supports , accessories etc. assembling , installation, erection, testing, painting and pre- commissioning/ commissioning .

Note: i) The quantities mentioned are indicative only.ii) For all the supply items mentioned above, procurement shall be made as per specification & preferred vendor list in tender and after due approval of engineer- in - charge. ii) The items mentioned above, which are separately paid under a separate SOR, will be paid for individually as per the payment terms.
Shifting of MRS/ Metering Skids, Wall Mounted MRS (all capacities) from existing consumer's premise,
Dismantling and removal of MRS/Metering Skids/Wall-Mounted MRS (all capacities) from an existing consumer's premises to another site. Shifting of the dismantled skid to a nominated safe place nearest to the existing customer or the designated location. The scope of work also includes excavation to retrieve the PE pipeline and disconnection of existing pipelines (PE & Steel). Transportation of the removed Metering Skid/Wall-Mounted MRS and its installation at the new location shall be payable under SOR item code B00102..
Supply and Installation of Transition Fittings with all required necessary fittings for Commercial/Industrial connections
Construction of RCC structure for protection of service line for drain/nallah Crossings
Construction of Non suspended slabs/pavement slabs including pedestal/ramp etc.using reinforced cement concrete of M-25 grade (Concrete shall be design mix/nominal mix with 20 mm & down size graded crushed stone aggregates) to protect the PE pipe laid. All necessary form work, finishing the top surface rough/smooth as required in any position, shape, level and thickness etc. shall be as specified and directed by EIC. The rates shall include grouting of pockets, supply of all material, tools, reinforcement steel etc.

Earth Work
EARTH WORK IN EXCAVATION/ SITE GRADING AND BACKFILLING
a) Earthwork in excavation in all kinds of soil including soft rock upto 3.0 M depth (excluding rock requiring excavation by mechanical means) and including all lifts, in both wet and dry conditions, dewater-ing of surface and subsurface water, shoring, planking and strutting (if required) including backfilling with approved earth and compacting in layers of 15 cm within any lead as directed with watering, ramming and compacting thoroughly each laye,r disposal/stacking of surplus excavated soil and unserviceable earth etc. within any lead and as per technical specifications and direc-tion of the engineer in charge.
b) Same as above for more than 3.0 M depth.
C) Earth work (in all types of Rocks) in excavation by mechanical means (Hydraulic excavator) / manual means over areas (exceeding 30 cm in depth, 1.5m in width as well as 10 sqm on plan) including disposal of excavated earth, lead upto 500 m and lift upto 1.5 m, disposed earth to be levelled and neatly dressed
Notes:
1. The Contractor rate shall includes the provision for excess excavation required for necessary working space, cutting in slopes etc., which may be required for excavation and other allied works and refilling the side slopes and working space in layers as per requiremet.
2.Rate to include cost of all labour, tools, tackles, equipment, hire charges, shoring, bailing and pumping out water etc. with all bye works and sundry works complete in all respects.
3. To be read in conjunction with relevent clause of PJS
(The measurement for payment shall be for the theoretical exca-vation volume only as per drawing i.e. for the volume of the block of the excava-tion having the depth and maximum bottom dimensions as per drawing after deducting corresponding quantity of hard rock if any paid sepa-rately under respective items. The contractor shall take into account in his rate the provision for any excess excavation for necessary working space, steps, sloping etc required for excavation safety and other allied works and refilling the side slopes/working space etc.).
EARTH WORK IN FILLING
a) Earth work in filling with good quality borrowed earth (from approved source) in the layers of 150 mm and compacted up to 90% (Proctor Compaction Test) to its Maximum Dry Density (Optimum Moisture Content by means of roller of different kinds depending on the soil characteristics) up to 3 m depth and any plan dimension including all testing, watering, rolling each layer with 1/2 tonne roller or wooden or steel rammers, and every 3rd and top-most layer with power roller of minimum 8 tonnes and dressing / filling up ground depressions etc. complete in all respect as per scope of work, detailed construction drawings, as per technical specifications and directions of the Engineer-in-charge.
b) Same as above for more than 3.0 M depth.

1. Rate to include cost of all labour, tools, tackles, equipment, hire charges, cost of borrow earth by way of royalties, right of way, cess, and backfilling using serviceable earth in all conditions, etc.

SAND FILLING
Supplying and filling Sand in 150 mm thick layers watering, rolling, ramming, consolidating and dressing the surface including cost of sand (zone-II/Zone-III sand only) complete in all respect as per scope of work, detailed construction drawings as per technical specifications and directions of the Engineer-in-charge.

Supply, fabrication, painting, transportation to the site location, and installation of any kind of steel structure other than those mentioned in SOR item G00101, such as crash guards for the protection of wall-mounted cages for industrial/commercial PNG meter-regulator systems, gates, fencing, and base frames of canopies for MRS (in the case of ground frame-mounted systems), etc., as per the detailed scope of work and drawings. This includes the complete work, including priming and painting of the structure. The scope also includes submission of as-built drawings. Cleaning and flushing by water/ compressed air, testing of the systems including hydrostatic, pneumatic and any other type of testing as specified, draining, drying by compressed air/other methods approved by EIC/RCM/Owner.
Precommissioning & making operational all piping system and equipments and provide all necessary assistance in term of supply of man-power, equipment, tools and tackles required amount of nitrogen for purging of entire terminal piping system including equipments etc. to the company during commissioning activities.

The scope includes supply, transportation, loading, unloading, painting, installation, testing, and commissioning, complete in all respects, including all applicable taxes, duties, and inspection charges, but not limited to the following items, in accordance with relevant specifications, data sheets, scope of work as defined in the SCC, drawings, and instructions of the Engineer-in-Charge (EIC), and as per all provisions of the Contract Document. Performance of radiographic inspection by gamma radiation/ X-ray as per scope of work and as per specifications in piping of all types and thickness including providing/hiring of all necessary equipments, supply of all consumables, and whatever else even though not expressely mentioned but required to perform the work as per specifications and instructions of Engineer-in-Charge (full circle re-radiography of the repaired joint and additional radiography necessitated due to poor performance of contractor's welder shall be carried out by the Contractor at his own cost and shall not be paid extra by Company). All socket weld joint are MPT/UT/DPT shall be done and shall be carried out as per API 1104 (latest edition)/ BANDR specification / OISD / PNGRB and same shall be approved by Engineer–in–charge (EIC)/ RCM. Payment of MPT/UT shall be paid under this sor item.

Registration of Commercial PNG Connections
Assistance in conducting Commercial PNG registration work as directed by the Marketing In charge of GAIL (I) Limited / Authorized representative, including but not limited to the following: I) Enrolling & registering Commercial PNG Customers according to the given target. II) Collecting filled-up forms, along with Cheque/Demand Draft for Security Deposit amount and documents. All other necessary activities to complete the work as defined in the Scope of work, to be read along with the Special Conditions of Contract and as per instructions of MIC. Conducting marketing activities for Commercial PNG connection, complete in all respects, as per directions/instructions of the Marketing In Charge, including but not limited to the following: Distribution of leaflets & FAQ, Installation of banners provided by the client at prime locations. Payment shall be made after complition of all registration formalities.(Unit: Based on number of customers)
Conduct a detailed route survey and prepare isometric drawings as per the finalized route, including the bill of materials and required support structures. Obtain approval from the GAIL Engineer-in-Charge (EIC) for the prepared drawings and materials. Carry out necessary site visits, meetings, and follow-ups with the customer and utility service providers to ensure alignment with project requirements. Prepare execution schedules, execution procedures, and ensure compliance with regulatory guidelines. Additionally, collect necessary drawings and sketches from the Owner/Engineer-in-Charge and other concerned authorities for seamless project execution. (Unit - Based on per customer). A GPR survey, if required, shall be paid separately as per the SOR.
TPIA certification for commercial/Indistrial customer connection as per PNGRB guidelines before commissioning of the line.
Supply, installation, testing, commissioning of the complete earthing protection system, earth electrodes/ pit, earth main ring, earthing of electrical equipments, field instruments, process equipments and pipes/ flanges including all associated civil work with all material and labour as per specification and drawings approved by the company.
Earthing Electrodes 65mm dia x 3mtr long & 4.5 mm thick GI pipe for earthing of cathodically unprotected pipeline at consumer station/DRS station/Metering skid and earthing. Total grounding resistance shall be limited to 2-3 Ohm max.
