Provision of Telecommunication Infrastructure in Annexe Building at Divisional Office, Northern Railway, Jammu.

The tenderer must have minimum average annualcontractual turnoverof V/N or 'V' whichever is less;where V= Advertised value of the tenderin crores ofRupees N= Number of years prescribed forcompletion ofwork for which bids have been invited.The average annual contractualturnover shall becalculated as an average of "totalcontractualpayments" in the previous threefinancial years, as per the auditedbalance sheet.However, in case balance sheet of the previous yearisyet to be prepared/ audited, the audited balancesheet of the fourthprevious year shall be consideredfor calculating average annualcontractual turnover.The tenderers shall submit requisite informationasper Annexure-VIIB of Northern Railway StandardTender Document 2022,along with copies ofAudited Balance Sheets duly certified bytheChartered Accountant/ Certificate fromChartered Accountant dulysupported by AuditedBalance Sheet.

(a) The Tenderer must have successfully completed or substantiallycompleted any one of the following categories of work(s) during last 07(seven) years, ending last day of month previous to the one in whichtender is invited: (i) Three similar works each costing not less than theamount equal to 30% of advertised value of the tender, or (ii) Two similarworks each costing not less than the amount equal to 40% of advertisedvalue of the tender, or (iii) One similar work costing not less than theamount equal to 60% of advertised value of the tender. (b) (i) In case oftender for composite works (e.g. works involving more than one distinctcomponent, such as Civil Engineering works, S&T works, Electrical works,OHE works etc. and in the case of major bridges- substructure,superstructure etc.), tenderer must have successfully completed orsubstantially completed any one of the following categories of work(s)during last 07 (seven) years, ending last day of month previous to theone in which tender is invited: (i) Three similar works each costing notless than the amount equal to 30% of advertised value of eachcomponent of tender, or (ii) Two similar works each costing not less thanthe amount equal to 40% of advertised value of each component oftender, or (iii) One similar work each costing not less than the amountequal to 60% of advertised value of each component of tender. Note:Work experience certificate from private individual shall not beconsidered. However, in addition to work experience certificate issued byany Govt. Organization, work experience certificate issue by Public listedcompany having average annual turnover of Rs. 500 crore and above inlast 3 financial years excluding the current financial year, listed onNational Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shallalso be considered provided the work experience certificate has beenissued by a person authorized by the Public listed company to issue suchcertificates. In case tenderer submits work experience certificate issuedby public listed company, the tenderer shall also submit along with workexperience certificate, the relevant copy of work order, bill of quantities,bill wise details of payment received duly certified by CharteredAccountant, TDS certificates for all payments received and copy offinal/last bill paid by company in support of above work experiencecertificate

Substantially Completed Work means an ongoing work in which paymentequal to or more than 90% of the present contract value (excluding thepayment made for adjustment of Price variation (PVC), if any) has beenmade to the contractor in that ongoing contract and no proceedings oftermination of contract on Contractor's default has been initiated. Thecredential certificate in this regard should have been issued not prior to60 days of date of invitation of present tender

Definition of Similar work: Supply & Installation of IP Exchange /Digital Electronic Exchange comprising up to 1000 ports. or AMC of IP Exchange / Digital Electronic Exchange comprising up to 1000 ports. Note A1: a. SDH/STM/PDMUX/IPMPLS/VOIPb. Control equipmentc. ISDN/IP based exchanged. CCTV/Video surveillance systeme. Integrated security systemf. Networking equipmentg. Train information display board/Coach guidance system /IPIS/GPS CLOCKSh. secured communication system atlevel crossing gatesi. VSATJ. MTRC1. The equipment shall be procured from: a) If there is any RDSO approved source, then the equipment to be procured from the RDSO approved source or its authorized dealer/distributorb) If there is no RDSO approved source but there is TEC approved source, then the equipment to be procured from the TEC approved source or its authorized dealer/ distributorc) If there is no RDSO or TEC approved source then the equipment to be procured from the OEM or its authorized dealer/ distributor2. Make, Model, Specification of the offered equipment along with OEM authorization if the tenderer is other than OEM shall be submitted along with the tender.3. MOU with RDSO approved Source or TEC approved source or the OEM, covering Supply, installation, testing, commissioning of system including after sales support required during warranty period shall be submitted along with the tender.

Completion certificate issued by competent authority should mandatorily mention Name of work, name of agency, Contract agreement number, date of completion/date of completion of substantially completed work, Completed Cost/substantially completed cost of work, Nature of firm (Partnership/Proprietorship etc.) and details of its constituents, if any, PAN/GSTIN etc. so that evaluation may be done accordingly. 5. If Tenderer is sole proprietor: Notarized copy of Affidavit on Stamp paper of appropriate value declaring that his/her concern is a Proprietary concern. 6. If Tenderer is Partnership firm: Self attested copy of (i) Registered/Notarized partnership deed (ii) Original/Notarized power of attorney. 7. If Tenderer is JV/Limited Company: Copy of Memorandum and Articles of Association of the company. Power of Attorney (duly registered/notarized as per prevailing law) by the company authorizing the person to do/act on behalf of the company. 8. If Tenderer is Company: Copies of MOA (Memorandum of Association) & AOA (Articles of Association) of the company. Power of attorney duly registered/notarized by the company in favour of the individual signing the tender on behalf of the company. Resolution of Board of directors in regards of approving Power of attorney issued. 9. If Tenderer is Society: Attested copy of the certificate of registration. Deed of formation. Power of attorney in favor of the tender signatory.10. Copy of PAN number and TIN number.
