List of Financial Resources with Certificates

The intending bidder in his / its name should have in the last 5 years i.e., 2020-21 to 2024-25 achieved in at least 2 financial years, a minimum financial turnover of Rs. 886.85 Lakh (Usually not less than two times the estimated annual payments under this contract) (Rs.332.57 lakhs X 2 X 12 months / 9 months). The turnover prior to FY 2025-26 will be updated to the Present Price Level (FY 2025-26) by giving weight age of 10% each year. Audited Profit and Loss account certified by a practicing Chartered Accountant bearing UDIN along with copy of Income Tax returns filed for the years indicated above should be furnished.(Reports on the financial standing of the tenderer, such as profit and loss statements and auditors reports for the last five years. The Financial Statement shall be certified by a practicing chartered accountant bearing UDI number generated on UDI portal of the Institute of Chartered Accountants of India and the same shall be counter checked on the ICAI portal.)

The intending bidder should have in last 5years i.e., from 2020-21 to 2024-25, satisfactorily completed (not less than 90% of contract value), as prime contractor, one similar work costing not less than 50% of the amount put to tender of Rs.166.28 Lakhs in last five years The work done certificate should be obtained duly signed from an officer not below the rank of Executive Engineer of the concerned Division and countersigned by the Superintending Engineer of the concerned Circle or equivalent in case of other Government undertaking within India. The cost will be updated to the present value by giving weight age of 10% each year. Note 1) Similar work means-Construction of Canal works, Excavation, Embankment, Concrete structures.

The intending bidder should have executed minimum quantities in last 5years i.e., from 2020-21 to 2024-25, (i)The Cement Concrete Works, Usually 80% of the Peak annual rate of Construction is 1762.90 Cum (ii)Steel Reinforcement Works, Usually 80% of the Peak annual rate of Construction is 140.02 Tonne.(iii) Earthwork Excavation / Embankment Works, Usually 80% of the Peak annual rate of Construction is 11,833 Cum. (The work done certificate should be obtained duly signed from an officer not below the rank of Executive Engineer of the concerned Division and countersigned by the Superintending Engineer of the concerned Circle or equivalent in case of other Government undertaking).

The intending bidders should be a registered contractor enrolled in valid KPWD Class-II and above

The requisite Earnest Money Deposit in e cash

Valid Employees Provident Fund Registration certificate

Each bidder should furnish liquid assets and/or availability of credit facilities of not less than Rs.110.35 lakhs from any Nationalized / scheduled bank (Credit lines/letter of credit/certificates from banks for meeting the fund requirement etc. (Usually the equivalent of the estimated cash flow for 3 months in the peak construction period)). The format for Bankers Certificate/ Line of Credit (BC/LOC) letter to be issued by the Banks as per circular No: FD- CAM/16/2022 (P-2) dated 22.08.2022

Valid GST Registration Certificate mandatory

Tenderers who meet the above specified minimum qualification criteria, will only be qualified, if their available tender capacity is more than the total tender value (Rs 3.32Crore).The available tender Capacity will be calculated as under-Assessed available tender Capacity is (AXNX1.5 - B), where, A is Maximum value of civil engineering works Executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress.N is Number of years prescribed for completion of the works for which tenders are invited.B is Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next 9 months (Period of completion of the works for which tenders are invited).

Each Tenderer should further demonstrate ( a) Availability by owning at least 50% of the required / specified key and critical equipment for this work.(1) Concrete mixer -2 own and 2 Hire/Lease, (2) Tippers - 2 own and 2 Hire/Lease, (3) Excavator like JCB / Hitachi - 2 own and 2 Hire/Lease,(4) Water Tanker-2 own and 2 Hire/Lease.The intending bidder should have Own/Lease equipments and machineries shall be furnished as per the Finance Department (GOVT) Circular No. FD 263/EXP/12/2022 dated 11.05.2022
