Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The cost of the Tender form shall not be refundable

The employer is not responsible for any delay in accessing E - Procurement Portal

Contractors should be registered with KPWD Class II and above Registration

Royalty on construction materials and other taxes will be deducted as per prevailing Govt. orders

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-4 K.P.W.D. and further orders there on

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if he is an eligible registered contractor and he is willing to execute and complete the work at the accepted tender rates irrespective of the cost of the work

The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5percent of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract

Contractor should establish a fully functional laboratory at site at no extra cost in order to carry out all the required tests for the materials being used in the project

Contractor should take all precautions to ensure that no damage is caused to the existing similar structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost

Contractor should carryout additional test required to test the suitability of materials before using the same to the work

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

Formation levels and other data furnished are bare minimum the contractor should make all efforts to validate and to get additional data if required at his own cost

Contractor should execute the project with least impact to the environment.

Contractor should adhere to HSE policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Division, Mandya during office hours on all working days

Materials like Size stones, Bricks, Sand, Metal, steel, cement etc., required for the work shell be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost

The contractors assessed available tender capacity will be calculated as per the clause 3.6 of STD tender document Attached

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer - in - charge of this work

When Structure constructed disputes arising on account of damages to the existing field / channels, bunds, Structure and other private properties, if any, has to be resolved by the contractor. All precautions should be taken by the contractor so that there are no damages to such public private properties

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client

Contractor should follow strictly the prevailing rules of labour act

The tenderer who quotes amount less than amount put to tender should pay difference amount in the form of FDR purchased through any nationalized bank payable at Mandya only in favor The Executive Engineer at the time of execution of the tender agreement

One Lakh Rupees of the specified EMD should be paid in any one of the forms mentioned in Clause 13.1. Bank Guarantee/e-Bank Guarantee as per circular of Finance department GOK letter no:FD 5 EXP 12/2023 Dt:15.05.2023 must be given for the remaining amount in prescribed format. The copy of the Bank Guarantee must be scanned and submitted along with the Technical bid

The tenderer should maintain the executed works during the defective liability period for 1 year

Note:- If any postponement of receipt date of tender, the same will be published in the e-procurement portal

The intending contractor here with note that they should abide to complete the Electrification work also

All the originals of uploaded documents in e-portal should be produced within 7 working days from the date of opening of Technical Bid at the Division Office, failing which the tender is liable for rejection. No separate communication will be made in this regard, failing which action will be taken as per tender conditions and registration rules

For the vehicles / machineries / equipments for which RTO registration is statutory, for such vehicles / machineries / equipments the contractor should upload the Registration Certificate documents issued by RTO. For machineries and other equipments for which RTO registration is not applicable, for such machineries and equipments, purchase invoice document should be uploaded. If there is sale deed for such machineries and equipments, original invoice along with registered sale deed should be uploaded. Otherwise tender is liable for rejection

The contractor who participates in tenders for more than one work for which tenders are invited in this IFT, the tenderer must fulfill all the conditions and criteria cumulatively for the participated works

LOC / K-form for the stipulated amount should be submitted in the format as prescribed in the bid document only. Otherwise tender is liable for rejection

The returns submitted to the Income Tax Department shall be uploaded or shall be produced at the time of verification of original documents at Division office

The quoted rates shall be excluding GST and applicable GST shall be paid separately

Regarding Appealing Aggrieved contractors may appeal to the prescribed (Appellant) authority within 30 days as per KTTP and appeal should be through e-proc only as per Govt.order No:pwd/445/CRN-2024(E) Bangalore DT.14-08-2024. Same will not be considered if appeal through Letters

The time for completion of whole work is 9 Months (including rainy days).

Turn over and Profit and loss statement without UDIN Number will be rejected

B-Value of existing commitment details should be submitted. Else the ongoing works available in the e-portal will be considered as a whole

Work Done Certificate

The Tenderer or his identified sub-contractor should possess required valid electrical license for executing building electrification works and should have executed similar electrical works for an amount not less than Rs. 20.43Lakhs (in any one year) along with Electrical License/Registration copy.

Others -- Work-done certificate issued by an officer not below the rank of Executive Engineer or equivalentOthers -- Electrical license should be issued by an competent authority. Consent letter of sub-contractor should be submitted.

3.6 - Tenderers who meet the above minimum qualifying criteria, will only be qualified of their available tender capacity is more than the total tender value. The available tender capacity is calculated as under Assessed available tender capacity ( AxNx1.50 - B ) where A Maximum value of civil engineering works executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress N Number of years prescribed for completion of the works for which Tenders are invited. (N 0.75) B Value, at 2025-26 price level, of existing commitments and on-going works to be completed. during the next 9 months.
