"Laying of MDPE Pipeline of PE100 grade with SDR 11 by any methodology (open cut trenching/trenchless/manual or mechanical boring/mo ling/HDD) in all kind of soil (soft/hard/rock) including hard rock with all kind of surface (normal/built-up/CC) as mentioned in SOR item. Raking up of built-up surface for the entry and exit pit in case of laying by moling/HDD or open trenching in case line is la id by open cut method is covered under the scope of this item. Procurement and Installation of PE Fittings, Transition Fittings, War ning Mats and any other items required for execution of work shall also be in Contractor's scope. Preparation of detailed route plan , making trial pits to determine the underground utilities/ services etc. Liasioning shall be carried out by the contractor to comp lete the project in totality. Restoration of the all excavation / trial pits as per satisfaction to Engineer- Incharge (EIC) to ori ginal condition, barricading the work area as per the procedures & drawings provided in the tender and as per the directions of EIC. Dewatering of trenches / pits if required as per site condition. Repairing of all damaged utilities if any, and payment of any comp ensation (if claimed by owner / other utility agencies). Trenching to the required depth in all type of surface/soil, providing addi tional protection like CC slab etc. as per PNGRB guideline where sufficient depth can not be attained, uncoiling / stringing of PE p ipes, jointing of the PE pipe ends / fittings / valves by qualified personnel, using approved electro fusion techniques as per the s pecification. No Separate rate is payable for excavation in any kind of strata including rock. All fittings whatsoever required to c omplete the work is in contractor's scope." Receiving, handling, loading, transportation and unloading of owner supplied PE pipes or any other free issue material from Owner's designated stock yards to Contractor's own stock-yards / work-sites. Proper storing, st acking, identification, providing security and insurance cover for the materials. Survey of designated area & submission of plan for laying of Medium pressure/Low pressure network/service lines for societies / colonies/ localities shall be done by the contractor. However the MDPE pipe is to be laid on best probable route after discussion with EIC. All the Proposed route/kmz file of medium pres sure main pipeline (180/125/90/63) and Low pressure network/service lines 32/20mm dia pipeline, as per site condition shall be discu ssed and finalised with IOCL/consultant for execution. Further, the scope of contractor also includes preparation of plan/kmz, for a ny change in route due to site condition for mainline (180/125/90/63) etc. Intimation to all other utility agencies through owner/ C BuD app as per the directives of EIC.
Preparation and getting approval of schedules, ex ecution procedures, drawings / sketches. Finalizing optimum route with consent of EIC. Uncoiling / stringing, laying and aligning of MDPE pipes in trench, clamping, jointing of the pipe ends / fittings / valves by qualified personnel using approved electro-fusion techniques as per specification. Achieving the desired top cover of MDPE pipeline Laying using any method with or without casing, survey of the under ground utilities, submission of site plans/layout drawings and H DD profiles for approval by EIC, execution of the work as per the specification, including excavation of the pits, moling with hole size not exceeding 20% of the pipe dia. Jointing and insertion of the carrier pipe in casing pipe (on case to case basis) and subse quent backfilling, compaction & restoration. Item also includes dewatering from the trench before laying of the pipes if required. T he laying shall be carried out by any methodology as per specification and site requirement as decided by Engineer-in-Charge (EIC). Lowering the PE pipe line in trench to required depth, padding around pipeline with suitable soil including supply of foreign soil/s and required in rocky area or any hard strata, supply & laying of PE warning mat over the pipeline along the complete route and back filling with available excavated material, if suitable, after screening or procurement of suitable sand / soil as per directions of EIC. Compaction with manual technique / jumping jack compactor and water at subsequent layers of 150mm, placement of all tiles / sla bs / kerb stones etc. removed during excavation. Roads, pavements, footpaths etc. shall be made motorable wherever pipeline is laid and shall be restored to original condition to the satisfaction of respective authority & EIC. Restoration Charges for all tiles / s labs / Kerb stones / Cement Concrete Road / Paver/ Brick soiling/ Asphalt road/ any type of tar road/ Red Sand Stone/ Channels etc. will be paid over and above with the separate SOR item rate Procurement & installation of Transition fitting, GI end plug at TF for domestic connections/ commercial and industrial installations as per Instruction of Owner/Owner's representative for satisfactory co mpletion of job. Supply & Installation of Transition fitting of any required size for PNG Connection/SR/Domestic/Commercial/Industri al connection is included in the PE laying rate. No separate payment shall be made for supply & installation of TF. Excavation, brea king through any obstructions, insertion of pipe, sealing the annulus, firm fixing of the sleeves with concrete mix, preparation of concrete pedestal & restoration of excavated pits within the size of pedestal & the same pit with the laying of pipe as defined in t echnical specification / instruction of EIC. Concrete Pedestal constru ction with supply of GI sleeve is included in the contractor 's scope and no separate payment shall be made.
GIS data collection: The scope includes Capturing GIS data of PE network along with all PE valves and fittings and sharing data in f ormat prescribed by EIC/IOCL. The specification of the device to be used for GIS data capturing is part the technical volume. GIS da ta to be collected prior to backfilling of trenches to locate & depict the as laid underground pipelines on GIS portal. Payment for GIS data collection shall be paid separately under relevant SOR. Cleaning the area of all unserviceable materials, debris, excess ea rth near trenches to the designated disposal area as per specifications, instructions of land owners / EIC to the complete satisfact ion of local authorities. Supply & Installation of Pipeline Markers as per relevant SOR. Flushing, cleaning, pneumatic testing, purg ing with nitrogen and commissioning as per scope of work, specification and approved procedures providing all tools and tackles, nit rogen, instruments, manpower and other related accessories and as per instructions of the EIC/ SIC. Maintaining the completed pipel ines/ installation for any defect, failures during defect liability period. Preparation and submission of as-built drawings, crossin gs details, termination, utility graphs and deviation statements. Submission of all documents required for contract closure in numbe rs as mentioned in contract. Handing over the completed works to owner for their operation/ use, returning of all surplus material t o owner stores, reconciliation of free issue material area wise and obtaining no objection certificate. Submission of as-graphs and as-built drawings as per the attached specification and the instruction of EIC/ Owner. Final clean-up of right-of-use or area distur bed by contractor during their construction activities for laying of pipeline works and disposal of debris and surplus material to d esignated disposal areas and backfilling of trench and compaction of the same as per satisfaction of Owner and / or as directed by EIC. Preparation, Certification and submission of (DPR) daily progress reports, graphs, As-built drawings, crossings details, utilit y graphs and deviation statements. Any other activities not mentioned / covered explicitly above, but otherwise required for satisfa ctory completion / operation / safety / statutory / maintenance of the works shall also be covered under the scope of work and has t o be completed by the Contractor within specified schedule. The list of areas where the pipeline to be laid/ allocation of work will be done after awarding of the tender. The quantities are tentative and it may be changed during the tenure of contract as per the r equirement of the Owner. In case more than 1 MDPE pipelines are laid in a common trench/bundle pulling, SOR rate of higher dia shall be paid as per relevant SOR. Payment for lower dia pipeline which is laid in common shall be made under item of common laying. No S eparate payment shall be made for any additional excavation including rocky strata if required for maintaining sufficient gap betwee n two PE pipelines. PE line should preferably be laid by open cut/moling methodology so that connection can be done easily as and wh en required. HDD method is allowed only after consent from Engineer In-charge (EIC) for any specific location/stretch for laying of PE line. Shallow depth to be preferred for HDD. Project area means areas where Low Pressure PE network (63/32mm) is not laid previou sly as decided by EIC.O&M area means areas where Low Pressure PE network (63/32mm) PE network is already laid & backfilled or commis sioned previously provided line is not laid under same work order as decided by EIC .

Taking tap-off from already laid PE line (which requires fresh excavation after restoration) for ground connection of PNG connection including excavation of required pits of any depth in any type of soil/rock & surface (soft/normal/hard) with supply & installation of PE tapping tee/saddle of required size. No separate payment shall be made for excavation under any SOR item. This item shall cov er excavation of trenches or pits for the identification of existing MDPE pipelines and tap-off or hook-up for new connectivity. All required shoring work shall be done by the contractor and is included in the scope. Removal of paver blocks/bricks included under s cope of this item. Note: This item is not payable if tap-off for last mile connectivity is taken during main/service pipeline laying works which do not require any fresh/additional excavation (after restoration of area and completion of PE laying work in all respe ct) for exposing main/service line for taking tap-off.

MDPE pipeline laying by any method with supply & installation of HDPE cas i ng pipe of PE 100 PN 6/ GI casing pipe of heavy class as per specification in all kind of laying like Nala crossing, as per the s co pe of work, standard procedure, specifications & PNGRB T4S, including excavation of the pits, jointing and insertion of carrier p ipe , subsequent backfilling, compaction, end sealing etc. The payment shall be made for length of casing pipe laid, remaining carri er p ipe length without casing shall be paid under SOR relevant to laying without casing pipe. No separate payment shall be made for exca vation including rocky strata under any SOR item. If required, Supply of Foreign sand/soil for 150mm thick padding all around pipeli ne is included under scope. No separate payment shall be made for rock excavation & cutting of built-up (PCC/RCC/Asphalt) su rfaces under any relevant SOR.

20mm PE pipe laying (in project/O&M area) for Pedestal/Varandah/Podium Crossing with supply of HDPE casing pipe as per tender refere nce drawing, HDPE Sleeves/Concrete U blocks & Clamps for protection to PE pipe including niche cutting on wall/platform, brick wo r k, concrete work and any other civil/restoration work as per site condition. For Payment purpose, length of PE pipe shall be consi de red starting from tapping point of service line (20mm) till transition fitting (excluding length of road crossing if any which s h all be paid under relevant SOR). No separate payment shall be made for any kind of re storation/civil work done for crossing porti on . Length of PE paid under this item shall not be paid under any other item. All work r equired for safe laying of PE pipe as per PNG RB guideline/IOCL requirement is included in the scope of this SOR.
PE Pipeline laying in common with another PE pipeline in all type of soil/surface (normal/hard/CC/Built-up etc.) & Strata including Hard rock strata by any methodology. Laying of PE pipeline in common with another PE pipeline in same trench or same bore using a n y methodology in all kind of soil and surface. Payment of higher dia pipeline will be paid as per relevant SOR. For lower dia pipe li ne which is laid in common, payment shall be made under this SOR. No Separate payment shall be made for any additional excavation in cluding rocky strata if required for maintaining sufficient gap between two PE pipelines. In case two same dia pipeline is laid one will be considered for common laying for which payment shall be made under this item. Testing, pre-commissioning, commissioning shal l be paid under relevant SOR. No separate payment shall be made for rock excavation & cutting of built-up (PCC/RCC/Asphalt) sur faces under any relevant SOR.

Cutting of built-up surfaces - PCC / RCC Road/asphalt multi-layer Road
Cutting of built-up surfaces - PCC / RCC Road/asphalt multi-layer Road (along length of pipeline) of any width and excavation for l aying of PE line in built-up surface as per direction of EIC. These rates are not applicable on HDD method and laying in hard roc k strata. Paver block shall not be considered as built-up surface and no payment shall be made under this SOR for dismantling paver b l ocks.
Providing extra protection for service lines where proper depth cannot be obtained. "The buried service lines shall be provided wit h a minimum cover of 1.0 m. Where it is impractical to provide 1.0 m cover due to physical constraints, additional protective measu r es such as concrete slabs shall be installed at least 300 mm above the service line. In no case the depth of cover shall be less th an 600mm. The depth of cover can be further reduced up to 375 mm provided it meets the following requirements: i. The line pressu re shall not exceed 110 mbar. ii. The diameter of pipe shall not exceed 63mm. All records of such cases of lesser cover shall be pre par ed & maintained separately."
Supply & Installation of RCC slab of minimum 150mm thick and 300mm width for protection of pipeline. There shall be sand filling ac ross three sides of the line pipe of 100mm each shall be required to be taken by contractor in consultation with EIC as per latest P NGRB Guidelines. No additional payment shall be admissible against the same. In case RCC slab protection is also required at the b ot tom of pipeline, length of same shall also be measured for payment purpose.
HSE Compliance - PE Work Charges for compliance to Health, Safety & Environment (HSE) as detailed in Scope of Work. MDPE Section -PPE, Continuous Barricades along the trenches as per approved drawing in tender, Use of Safety Boots, Hand gloves, Reflective jack e ts, Hard hats(helmets), Safety shoes, eye and ear safety equipments, Fire extinguishers, warning display board and as per the deta il ed scope of work in tender specifications and as per the direction of EIC.

Restoration of the all kind of pathway by using excavated material such as tiles/pavers /gra nite/red stone etc by providing PCC pf required thickness and making it as original as per the drawings and to the original con ditio ns Item includes providing of extra material such as Tiles/Paver/Granite etc matching to original pathways. Concrete road/ Co ncrete pavement: Restoration of concrete road and pavements shall be done by providing PCC 1:4:8 of specified thickness as per the drawing and to the original condition. The cost of all materials, labours, Shuttering, compacting the base surface etc. are in the scope of this item.

Providing and laying REINFORCED CEMENT CONCRETE (RCC) of M-25 Grade (Concrete shall be design mix / nominal mix) with 20mm & down s ize graded crushed stone aggregates in NON SUSPENDED slabs/pavement slabs including pedestals, ramps etc. leaving pockets, laying in alternate panels to required slopes, all necessary form work and finishing the top surface rough or smooth as required and dire cted , providing pockets/openings etc. including vibrating, tampering, curing, rendering and making smooth if required in any positi on, s hape, level and thickness etc. as specified and directed by EIC. The rates include grouting of pockets, procurement of materia l, shu ttering, tools & tackles, reinforcement etc.

Pipeline laying liaisoning and assistance in getting permissions from the statutory authorities
"Providing assistance to IOCL to obtain permission from land/RoU owing agencies like NHAI, Indian Railways and any other government agencies who maintains the public lands. This rates are not applicable for Private lands i.e. Apartments etc. Permissions required f rom various authorities like NHAI / SH/PWD/Railways / Irrigation (Canal) etc. falling enroute shall be inclusi ve in the item rate. "
Ground Penetrating RADAR "Carrying out subsurface utility survey along the proposed pipeline route and/ or as specified by Engineer -In-Charge for 5 m corridor using Ground Penetrating Radar (GPR) for depth up to 5m below the existing ground level to locate and i d entify all existing underground utilities/buried objects including but not limited to pipelines, sewers, conduits, cables, drains, m anholes, appurtenances etc in the proposed corridor along with location, DGPS coordinates, depth, shape and dimensional details o f u tilities. Four (4) Copies of Report and Drawings incorporating all collected data shall be submitted as per scope of work and di rect ion of the Engineer-in-charge. Scale of Drawing shall be Planimetry (X Axis 1:1000, Y Axis 1:100), Longitudinal Section (Z Axis 1:10 0) and Transverse Section at critical location. Assessment of mater ial requirement for installation at site, Order placement for Purchasing of GI fittings, Copper fittings, Brass Fittings & Flexible Hose (Anaconda; adaptors to be used preferably, anaconda to be used only if unavoidable), 1/2" femaleX3/4" (or any size as required) male GI bush for GI to regulator & regulator to meter connection, 1/2" male X 3/4" (or any size as required) female SS adaptor for regulator to meter connection as per specification from approved/recommended vendors by Owner for completing the work, Scheduling, Planning of material & Forwarding inspection call, getting dispatch clearance, handling, loading, transportation and unloading of t hese items at respective contractor's store. Finalizing optimum route with consent of customer from transition fitting to cooking oven / appliance and ensuring installations in well ventilated areas. M aking temporary but stable platforms/ scaffolding/ rope ladders and supply of all other safety devices. SAP/ Portal entry / Data Ent ry for new connections - New registration tracking and feasibility survey and its updation as per Owner defined TAT, printing of sta tionary as per approved Owner formats required during connections.
All fittings whatsoever required to complete the work is in contractor's scope. Connection using meter adaptor(s)/bush is preferrab le instead of anaconda. Anaconda is optional and only to be used for specific cases where connection using adaptor/bush is not possi ble as directed by EIC. Installation of GI service pipes & fittings, regulators, Valves etc. including NPT threading, as specified, Drillings of holes through the walls (Brick, RCC), Granite, Marble, Wood Cutting, Glass Cutting with proper heavy duty hammer drill machine, tools & tackles, using proper sealant/grout material and colours to match the original replacement of the damages during d rilling, restoring the area to the original condition, Painting of scratched length of powder coated pipe and fittings after proper surface finish by one coat of approved primer paint and two coats of approved synthetic enamel paint. Restoring the wall surface to original conditions. Copper tube shall be installed inside the kitchen only up to the Appliance valve as per requirement and the sa tisfaction of EIC, the contractor to provide all equipment, tools and materials necessary to execute the work in efficient manner by cutting, cleaning, flux application, soldering and lacquering. The work includes supply of tools, tackles and consumables including clamp for fixing the tubes. Supply & fixing of approved clamps & nylon plugs with SS 304 2" screws, grout material, suitable threa d sealant i.e. Teflon Tape, Joining of transition fitting to above ground service GI pipes, testing, purging and commission of the c omplete installation. The rates in connections also includes meter and regulator installation, tap off rates etc. Installation in al ready gas charged area, planning & coordinating with existing consumer's for New tap offs from existing riser with or without tee, t esting of these existing risers and commissioning of these connections with newly tap offs etc. is inclusive. Project area means - area where riser after TF/RIV is not installed/commissioned previously. O&M area means - areas where GI work is required for additi onal connection from already installed/commissioned riser provided riser work is not installed/commissioned under same work order. A rea to be declared and decided by EIC.

The rates include te s t ing of Kitchen piping from meter to Appliance valve and supply and fixing of one Steel reinforced Flexible Hose as per IS 9573 (w it h Type as per latest PNGRB guidelines) per appliance/stove with clamps. Cleaning and performing minor maintenance including g as inl et side change in stove, greasing etc. of the appliance. Testing and showing the performance to the customer, signing of joi nt mete r records (JMR) and instructing the customer on use & safety norms, complete as per specifications & to satisfaction of owne r / Engi neer in Charge. (Supply of Steel Reinforced Rubber hose, Nozzle jets for conversion of burners is inclusive.)
