SCHEDULE 'A' PART XIII - EFFLUENT TREATMENT PLANT

Design, Supply, Installation,erection,testing and commissioning of Compact Efflument treatment plant (ETP) of capacity 50 KLD for treating of Hospital generated effluent and biological waste espisialy from blood bank / laboretory and other various locations from Military Hospital Chennai as a raw effluent/ sewage,designed on input average parameters and desired output parameters as given below to include civil works and all foundation, complete as specified in the specifications and work includes civil structural drawings for the RCC tanks vetted from NIT/Govt Engg College to be submitted by the bidder before execution of the work. as specified and OEM drawing and as mentioned below. (i) Daily Avg. One pressure gauge for each pump has to be provided to measure pressure at the outlet.

(1 working & 1 standby) Twin lobe Air blower of 25 m3/hr @ 3.0 m head capacity with Direct drive 0.55 kW motor and all necessary accessories & fittings, for providing air in equalization tank. (v) One no. Flash Mixing tank in MSFRP construction fitted with agitator as per the given specifications and drawings Agitator 0.18 kW Mixer MOC Cast Iron Capacity of tank 300 lt. (vi) One set of Coagulant dosing system comprising of solution tank in HDPE of 500 ltr. Capacity fitted with agitator of 0.18 kw and 2 nos. (1 working and 1 standby) electronic metering type dosing pump of 20 lph each (single phase 100 Watt), as specified, with necessary connection. (vii) One set of Flocculant dosing system comprising of solution tank in HDPE of 100 ltr. Capacity fitted with agitator of 0.12 kw and 2 nos. (1 working and 1 standby) electronic metering type dosing pump of 6 lph each (single phase 40 Watt), as specified in PS, with necessary connection. (A) ALTERNATOR: Standard design alternator rated at 62.5 KVA at NTP and at power factor 0.8, AC 3 phase, 4 wire 415 volts, 50 cycles, 1500 rpm, self excited, self regulated, screen protected , brushless design, revolving field, self regulated through an AVR ,IP 23 protection with insulation class 'H'. (B) DIESEL ENGINE: Adequate capacity diesel engine suitable to above alternator, Liquid cooled, to drive independently above alternator directly coupled to alternator through flexible coupling or multicylinder, multistroke, direct injection, cold starting, 1500 rpm, as per relevant ISI/BS-5514 complete with standard accessories all as specified and required for safe running and operation. salient features of accessories shall be as under:- (i) Flywheel housing (ii) Air cleaner wet/dry type (iii) Fuel Filter (iv) Fuel Injection system incl. Injection pump, solenoid switch, nozzle as per manufacturer's specifications (v) Lubricating oil filter, bypass filter, oil cooler (vi) Lubricating oil pump (vii) Turbocharger (viii) Radiator for liquid cooling (ix) 12 volts starting system consisting of batteries of capacity as recommended by manufacturer, battery connections with copper leads and with lugs of adequate size, initial charging of batteries, battery charger/ generator with regulator, starter motor, starter gear, start and stop push buttons, ignition key and switch.

(x) Residential type exhaust silencer complete with exhaust pipe of suitable size dia upto outside the acoustic enclosure, all covered with glass wool wrapped with aluminium foil of suitable swg adequate to create draft for safe exhaust without transferring vibrations to buildings/walls, flexible exhaust pipe complete. (xi) Microprocessor control electronic metering and module (ECPG) for indication of battery voltage, oil pressure, water pump, engine rpm, hour meter and protection against low oil pressure, high water temperature and over speed of engine incl. electronic governing. (xii) Battery charging indicator (xiii) Radiator cooling system comprising of radiator, radiator fan belt, water pump with belts, thermostat. (xiv) Fuel hoses. (xv) Separate fuel tank of suitable capacity Type Drag type in base frame all fuel supply lines as required at site and as per manufacturers instructions including return and overflow as well as fuel filling arrangements. (xvi) Air intake system . (xvii) Common base frame of sturdy design suitable for antivibration mounting and permanent concrete foundation for mounting engine and alternator as per manufacturers instructions.

(C) AMF CONTROL PANEL: AMF Control panel shall be Microprocessor Relay based built in panel made out of suitable thick CRCA sheet of 14/16 gauge complete factory made dust and vermin proof, totally enclosed with front opening of 415V 3 phase, 4 wire system AC 50 Hz, having Aluminium busbar of capacity suitable capacity with incoming and outgoing termination with having facilities:-. (i) Key switch / Auto start generator set controller (ii) Multi digital function meters displaying the following parameters:- (iii) voltage, current, KVA, KW, Frequency (iv) oil pressure, water temperature (v) MCCB of suitable rating with overload and short circuit protection. (vi) current transformers. (vii) Indicating lamps for "load ON" and set running". (viii) Instrument fuses duly wired and ferruled . (D) Gen set controller: It should be a micro processor based generator set monitoring and control system mounted in the Gen set control panel .It should provide a simple operator interface to the generator set, manual and remote start/stop control, shutdown fault indication, and a LCD hour counter. (E) Control system : It should have all the functions necessary to locally or remotely start and stop and protect the generator set. (F) Key switch:- OFF and MANUAL/AUTO- in the off mode, the generator will immediately shut down (if running) and cannot be started. It also resets any fault.

(G) Manual start button -It should initiate a gen set in start sequence when the control is in MANUAL/AUTO mode. (H) LED indicating lamps- It should includes LED lamp indication for the following functions :- (i) Fail to start (ii) Over speed/ under speed (iii) Low oil pressure (iv) High engine temperature (v) Battery charging alternator fail. (J) Acoustic insulated enclosure/canopy for Generating set:- Acoustic enclosure shall be factory made up of 1.6/2 mm thick CRCA sheets built and walls of the enclosure are insulated with fire retardant foam so as cmply with the 75 dBA at a mtr sound level conforming to the provisions of environment (protection) second amendment rules 2002 issued vide notification no. GSR371(E) dated 17 May 2002 at Sl No 94 (Para 1&3) and tested complete . The enclosure has the following features: (i) Specially designed to meet stringent MOEF/ CPCB norms of 75 DBA at a mtr 75% load under free field conditions. (ii) Single point lifting for easy handling at site. (iii) Air inlet louvers specially designed to operate at rated load. (iv) Insulation materials should meet exacting IS 8183 specifications for better sound attenuation. (v) Fuel drains for lube oil and fuel. (vi) Fuel filling point

(K) Mounting arrangement: Engine and alternator are mounted on a common MS fabricated base frame with AVM pads including PCC Foundation as per OEM design. NOTE: The capacity of generator set shall be net after all derating factors as per relevant design.

Supply and fix Steel gate 5.50m wide including 1.50M wicket gate construction of RCC pillars as per drawing incl plastering , granite wall cladding in pillar, excavation in hard dense soil complete all as specified and as directed.

SCHEDULE 'A' PART XV (MANNING AND OPERATION OF STP & ETP DURING DEFECTS LIABILITY PERIOD)

NOTE FOR ITEM NOS 17.03 , 17.04 , 17.05 ,17.06,17.08, 17.09 , 17.10 & 17.11 below:- (a) The quoted rates shall be deemed to include the following operations:- (i) Preventive and breakdown maintenance of all the equipments by regular oiling, greasing , changing of gland packing , replacement of nuts and bolts etc during the period of work order. (ii) To take care of house keeping and environmental cleanliness, area up to 5m all around installation shall be kept absolutely neat and clean. (iii) To maintain the installations provided under this contract as per IE rules/Standard Engineering practice. (iv) The cost of spare parts to be replaced for operation/maintenance of sewage treatment plant and Effluent Treatment Plant shall be borne by the contractor being the liability of the contractor during the currency of defect liability period as per conditions of the contract.The cost of Spares to be replaced for operation & maintenance of sewage plant shall also be borne by the contractor during Manning & Operation of STP & ETP for further 2 years period after defects liability period of 03 (Three) years (v) Periodical maintenance shall be carried out by the authorized representative of the original equipment manufacturer (OEM) of the plant. (vi) Electricity and water for operation of the plant will be supplied by the Department free of cost. (vii) operation of raw sewage pump, air blowers, fitter feed pump, dual media filter activate cabon filter (if applicable) , dosing system, ultra filtertion system (if applicable)& control panel. (viii) removing of material arrested at bar screen. (ix ) removing of oil floating at surface. (x) change over from one pump to another daily on requirement (xi) change over from one blower to another daily on requirement. (xii) cleaning of air filter of blower regularly on requirement basis. (xiii) Applying grease to all motors blowers periodically including supplying of suitable quality of grease as per site requirement (xiv) draining of sludge from MBBR reactor once in a month to avoid chocking of air grid (xv) removing of sludge from tube settler depending upon the actual load (xvi) maintaining of log books for records of operation of plants including cost of stationary (xvii) back wash of dual media filter and activate carbon filter weekly (xviii) screening of inlet & outlet mesh box of MBBR reactor weekly (xix) washing of tube media with low pressure jut of raw water required (xx) draining of burnout lubricant oil and refilling of appropriate lubricant oil in air blower after 2000-2500 hrs of operation including cost of lubricant (xxi) maintenacne and operation of filter press and collecting output neatly (xxii) operation of standby DG set st and when required

Note:- This item is to be operated after physical completion and commissioning of the ETP& STP.

Note:- This item is to be operated after expiry of item no 17.03.

NOTE : The contractor's quoted rates for the item Nos 17.03 , 17.04 , 17.05 , 17.09 , 17.10 ,17.11,& 17.12 A.shall be deemed to include the cost of following also : (a) Maintain the internal and external area of plant. (b) Watch and ward and care of govt assets and equipments of the plant (c ) Maintain the safety and security measures of the plant (d) Keep the installation neat and tidy (e) Supply of suitable material/chemical for plant in appropiate quantity i.e chlorine solution,lubricant oil for air blowers,greases etc.. (f) Decision of GE shall be final and binding on account of quality and quantity of material /chemicals required for maintenance and operation of the plant. All materials brought at site record purpose duly indicated with relevant purchase vouchers and test certificates. (g) Disposal of treated sewage/sludge as directed by engr-in-charge. (h) HSD/DHPP shall be issued by the deptt free for consumption. (j) Efficient treatment of the sewage water shall be ensured by the contractor and required characterstics of outlet treated sewage shall be as under:- (i) Oil and grease-- ≤10ppm (ii) Suspended solid- ≤ 10 mg/Ltr (iii) BOD 5 <30 ppm (iv) COD- <300 ppm (v) PH - 6.5 to 8.5 (vi) Coliform count - 100 counts per 100 ml

B. Testing of treated water: The treated water shall be got tested by the tenderer once in a month from regional Govt.Lab/other approved lab. Samples shall be collected in the presence of engr-in-charge and test reports shall be submitted to engr-in-charge in original for record purpose.If parameters of tested water are beyond the limits mentioned above or contractor failed to carryout the required tests the recovery at double the quoted rates of the contractor for the entire month shall be made from the contractor. C. The recovery as follows to be made from payment of the contractor in the following exegency:- a) Operator found absent from duty @Rs.30/- per shift b) Not carrying out Testing of water sample @Rs.2500/- each c) Not maintaing log sheet/Log book @ 300/- per day d) Not maintaining designed parameters@Rs double the rate quoted rate per shiftby the contractor. D. Sludge from sludge drying beds shall be removed by the contractor outside defence land. The contractor shall consider the cost of credit of sludge and cost of removal of sludge in the per month rate of manning & Operation. Nothing extra shall be recovered / paid to the contractor on account of removal of sludge outside Defence land.
