The governing parameters for all the items will be strictly as per RDSO Specn. No. RDSO/SPN/TC/107/2018 ver 2.1 or latest. Tenderer should enclose a certificate from the OEM regarding compliance of all parameters of RDSO specification attached to the tender document.

Preferably manufacturers should participate. In case of firms other than OEMs participating in the tender, they must submit tender specific Authorization from OEM failing which their offers will not be considered. 2) OEMs can authorize and give Tender Specific Authorization to its Agent / Dealers to quote on their behalf provided the vendor takes full responsibility for the quality of the material including warranty obligation and the inspection of product against Railways order is carried out at the manufacturers premises. Please refer para 3.4 of Part-B of Southern Railway Tender Conditions attached with this tender.
The tenderer must have supplied the same/similar items to Southern Railways or any zonal railways and documentary evidence must be furnished along with their offer evidencing the execution of such purchase orders. The tenderer with past performance of satisfactory execution of contracts as mentioned above for supply of the same/similar item for a quantity of 20% or more of tendered quantity against a single contract during last 3 years prior to, and excluding tender opening date (supported by CRNs, CRACs, R/NOTEs etc.,) may be considered [as responsive to Southern Railways requirements] for placement of bulk and regular order.
POC: (1) Tenderer should carry out POC test during the technical evaluation stage as per the latest RDSO specification and latest POC format. Those offers which are not qualified/ suitable for POC test during technical bid evaluation will be rejected in technical evaluation itself. (2) There is no need to do the POC again for the same make and models without any change in hardware/software etc., if the POC results (satisfactory/ unsatisfactory) are posted in RDSO website. (3) POC for a particular Make and Model of VHF done by one of the Railways/unit shall be valid for procurement by other Railways/unit, till any hardware/software changes are done by the OEM in the Make/Model. The bidder shall submit the relevant documents in this regard including OEM self certification that no hardware/software changes are done in the offered model after its successful POC was done as claimed in the submitted documents. Type test:(i) Type test as per RDSO/SPN/TC/107/2018 Ver.2.1 or latest,shall be done for the make and model offered by NABL/ILAC accredited labs and report should be submitted within 60 days from the date of tender opening. (ii) If Valid Type Test report of NABL/ILAC accredited labs is already available then the report shall be submitted along with the bid and no need to redo the type test again.
