Ajmer Division-"Provision of CCTV for yard surveillance at A&B and D&E category stations of Ajmer division (Cluster station -Marwar Jn and Abu Road) for Cluster stations i.e. MJ for covering yards of DRS. BWA, AUWA, SOS, JAL stations and in cluster station ABR for covering yards of KVJ, PDWA, BNS. SRPJ, BMN, KWI, MXO, MAA, SIM, SZA,IQG, JTY, CTT & KRJD stations of Ajmer Division.

The tenderer must have minimum average annual contractual turnoverofV/N or 'V' whichever is less ; where V= Advertised value of the tenderincrores of Rupees N= Number of years prescribed for completion ofworkfor which bids have been invited. The average annualcontractualturnover shall be calculated as an average of "totalcontractualpayments" in the previous three financial years, as per theauditedbalance sheet. However, in case balance sheet of the previousyear isyet to be prepared/ audited, the audited balance sheet of thefourthprevious year shall be considered for calculating averageannualcontractual turnover. The tenderers shall submit requisiteinformation asper Annexure-VIB, along with copies of Audited BalanceSheets dulycertified by the Chartered Accountant/ Certificate fromCharteredAccountant duly supported by Audited Balance Sheet. As perClause No.10.2 of Tender Form (second Sheet) of Annex.I of Part- IofGCC2022,updated as per RB LetterNo.2022/CEI/CT/GCC2022/PolicyDated-14.07.22 with up to datecorrection slip.

a) The tenderer must have successfully completed orsubstantiallycompleted anyone of the following categories of work(s)during last 07(seven) years, ending last day of month previous to theone in whichtender is invited: (i) Three similar works each costing notless than theamount equal to 30% of advertised value of the tender, or(ii) Two similarworks each costing not less than the amount equal to 40%of advertisedvalue of the tender, or (iii) One similar work each costingnot less thanthe amount equal to 60% of advertised value of the tender.(b) (1) Incase of tenders for composite works (e.g. works involving morethan onedistinct component, such as Civil Engineering works, S&Tworks,Electrical works, OHE works etc. and in the case of majorbridgessubstructure, superstructure etc.), tenderer must havesuccessfullycompleted or substantially completed anyone of thefollowing categoriesof work(s) during last 07 (seven) years, ending lastday of monthprevious to the one in which tender is invited: (i) Threesimilar workseach costing not less than the amount equal to 30% ofadvertised valueof each component of tender, or (ii) Two similar workseach costing notless than the amount equal to 40% of advertised valueof eachcomponent of tender, or (iii) One similar work each costing notless thanthe amount equal to 60% of advertised value of eachcomponent oftender. Note for b(1): Separate completed works ofminimum requiredvalues shall also be considered for fulfillment oftechnical eligibilitycriteria for different components. (b) (2) In suchcases, what constitutesa component in a composite work shall be clearlypre-defined withestimated tender cost of it, as part of the tenderdocuments without anyambiguity. (b) (3) To evaluate the technicaleligibility of tenderer, onlycomponents of work as stipulated in tenderdocuments for evaluation oftechnical eligibility, shall be considered. Thescope of work covered inother remaining components shall be eitherexecuted by tendererhimself if he has work experience as mentioned inclause 7 of theStandard General Conditions of Contractor throughsubcontractorfulfilling the requirements as per clause 7 of the StandardGeneralConditions of Contract or jointly i.e., partly himself andremainingthrough subcontractor, with prior approval of Chief Signal &TelecomEngineer in writing. However, if required in tender documents byway ofSpecial Conditions, a formal agreement duly notarised,legallyenforceable in the court of law, shall be executed by the maincontractorwith the subcontractor for the component(s) of work proposedto beexecuted by the subcontractor(s), and shall be submitted along withtheoffer for considering subletting of that scope of work towardsfulfillmentof technical eligibility. Such subcontractor must fulfill technicaleligibilitycriteria as follows: The subcontractor shall have successfullycompletedat least one work similar to work proposed for subcontract,costing notless than 35% value of work to be sub-letted, in last 5 years,ending lastday of month previous to the one in which tender is invitedthrough aworks contract.

Note: for subletting of work costing up to Rs 50 lakh, no previousworkexperience of subcontractor shall be asked for by the Railway. Incaseafter award of contract or during execution of work it becomesnecessaryfor contractor to change subcontractor, the same shall be donewithsubcontractor(s) fulfilling the requirements as per clause 7 oftheStandard General Conditions of Contract, with prior approval ofChiefSignal & Telecom Engineer in writing. Note for Item 15.1:Workexperience certificate from private individual shall not beconsidered.However, in addition to work experience certificates issuedby any Govt.Organization, work experience certificate issued by Publiclistedcompany having average annual turnover of Rs 500 crore andabove inlast 3 financial years excluding the current financial year, listedonNational Stock Exchange or Bombay StockExchange,incorporated/registered at least 5 years prior to the date ofclosing oftender, shall also be considered provided the work experiencecertificatehas been issued by a person authorized by the Public listedcompany toissue such certificates. In case tenderer submits workexperiencecertificate issued by public listed company, the tenderer shallalso submitalong with work experience certificate, the relevant copy ofwork order,bill of quantities, bill wise details of payment received dulycertified byChartered Accountant, TDS certificates for all paymentsreceived andcopy of final/last bill paid by company in support of aboveworkexperience certificate.

Meaning of similar works: Any work involving Supply, Installation, testing& commissioning of IP based Video Surveillance system. OR Any workinvolving provision of IP-MPLS/VoIP Based System/Data CommEquipment/video conferencing system including installation &commissioning of switches/routers."(Auth.
