Outsourcing the resources for Maintenance and operation of MES take over point of electric supply by outsourcing one Electrician & one SSK in each shift of three shift round the clock at Jasai for main receiving 33/11 KV substation incl maintaining daily log sheet record of shutdown period all as specified and directed by Engineer-in-Charge for the equipments given: (a) First Shift - 0600 Hrs to 1400 Hrs - One Electrician & One SSK/ Helper. (b) Second Shift - 1400 Hrs to 2200 Hrs - One Electrician & One SSK/ Helper (c) Third Shift - 2200Hr to 0600 Hrs - One Electrician & One SSK/ Helper
The installation mainly comprising of the following:- (a) HT 33 KV SF6 switch gear having repturing capacity upto 350 MVA, Over load and earth fault protection, Ammeter, voltmeter and of rating up to 630 Amps (b) 11 KV bus bar set consisting 5Nos Indoor VCBs. with relevant outgoing 11 KV feeder to substation No.1 & substation No.2. (c) 33KV HT GOD/ DO fuses of cap 200 Amps (d) Step down Station Transformer's 33/0.433, 25 KVA capacity. (e) Power Transformer 33/11KV, 2.5MVA - 02 Nos (f) Interconnecting control cables between transformer, Control and relay panel and 33 KV breakers etc. (g) 30 volts DC Battery Bank with battery charger/Remote control panel/LT panels. (h) Fire Fighting equipment and any other parts/tools reqd to operate and maintenance of receiving including routine maintenance of power house.
Outsourcing the resources for Maintenance and operation of MES Complaint Cell, MES Sub Station, Transformer and its allied infrastructure at Jassai Mil Station round the clock in continuous three shift daily, each shift of 8 hours by outsoucing one electrician in each shift (i.e 3 Nos. Electrician) including maintaing and updating by attending telephone in complaint cell, logging complaints, distribution of complaint to trade man complete all as specified and as directed by Engineer-in-Charge. a) First Shift - 0600 Hrs to 1400 Hrs - One Electrician. (b) Second Shift - 1400 Hrs to 2200 Hrs - One Electrician. (c) Third Shift - 2200Hr to 0600 Hrs - One Electrician.
The installation mainly comprising of the following:- (a) Daily maintenance for electrical switches, fan regulators, maint of MCB, switch socket such as routine maint as directed. (b) Repairs and maintenance of Main DBs. (c) Repair/refixing of Tube light fitting including replacement of tube rod, choke starter etc. (d) Repair of all electrical point wiring, rejointing burnt wire with insulation tap and repair of all fittings and fixtures and any other work assigned by JE E/M and Engr-in-Charge. (e) Daily complaints given by the users unit of Jasai area (f) Daily maintenance of MCB, MCCB such as routine maintenance as directed.
Notes for Srl item Nos 1 to 2: (i) The contractor shall quote the rate for deputing the tradesman and reliever arrangement as per labour laws. (ii) Electrician/SB/SSK shall be ITI qualified or having minimum three years of experience in maintenance and operation of electric supply etc. Qualification and experience certificates of the trdesman to be deployed shall be submitted by contractor for prior approval of Engr-in-Charge in writing. (iii) Wage paid by the contractor to the persons employed shall not be less than the minimum wages fixed by State/Central Government from time to time whichever is higher. The payment shall be made to the workers through NEFT to adhaar linked bank account of manning and operation employees/ staff and the bank statement of fair wages as per minimum labour wages as mentioned above shall be submitted along with the RARs/FB for payments. (iv) The contractor shall be responsible for the EPF, ESI, bonus, Safety etc as per existing Labour Rules/Acts/Regulations. (v) Contractor special attention is invited that payment of tradesman / labour shall be made only through Account payee cheque/NEFT and same shall be deposited in Adhar link account of tradesman / labour. Documentary evidence for the same shall be submitted to Engineer -in-Charge before payment of RAR / Final bill.
(vi) Necessary weekly off will be given to tradesman employed for this schedule as per existing rules and regulation of state /central govt. and necessary replacement will be provided by the contractor. Rates quoted for this schedule shall deemed to be included this provision. (vii) In case absence of any tradesman / workmen from any shift will be penalized with a penalty of double the rate quoted by the contractor in addition to the shift not taken in to consideration for payment. Attendant / tradesman wanting leave will get it sanctioned before proceeding on leave along with the name of individual who will be performing his duty/shift in his absence. No replacement of tradesman/workmen without the knowledge of department will be allowed. (viii) Safety equipment's, tools and first aid kit will be provided by contractor to all tradesman without any extra cost to government. (ix)Log Sheet, Muster roll, attendance register shall be maintained by operator and get it signed by contractor ,JE E/M and Engr-in-Charge on daily basis. (x) The contractor shall close the installation properly with lock and key before leaving the installation. Contractor shall be held responsible for any theft or loss at the installation. Contractor shall make sure to have everything in installation under lock and key.
(xi) The contractor shall provide minimum one supervisor to supervise the works of outsourcing staff .The supervisor shall report to the Engineer -in-Charge/ concerned JE E/M daily and maintain an attendance register of all the staff employed. (xii) Cleaning of installations from inside and out side up to 15 Meters will be responsibility of the contractor. (xiii) Contractor shall ensure that police verification is carried out for the persons employed by him.He will submit police verification of the individual before start of work. (xiv) Contractor will submit bank account Number, qualification certificates and other required details of the persons to be employed within 20 days from acceptance of contract otherwise penalty of Rs 100/- per day will be recovered from the contractor. (xv) The contractor shall provide insurance cover to the tradesman employed by him and the department will not be responsible for any damages/loss to thepersonnel/human resources engaged by the consultant. (xvi) All tradesman shall wear proper uniform, failing which a recovery of Rs 50/- per shift shall be recovered from the contractor's dues. (xvii) The contractor shall ensure proper handing taking over,between employed personnel's at the time of change of shift. (xviii) The contractor shall provide all the tools & plants require like torch, cells, batteries, shoes, umbrellas/rain coats etc without any extra payment.
